    Manager: Health, Safety and Environment

    Role Purpose

    • To develop, manage and co-ordinate all HSE requirements and strategies required to ensure that the Liquid Intelligent Technologies South Africa OHS and Environmental management programmes are in compliance (ISO14001 and ISO45001) with applicable standards, code of practices and regulatory requirements.

    HSE COMPLIANCE AND PLANNING

    • Ensure that the Company complies with HSE legislative requirements.
    • Ensure that all HSE related permits are captured in the OPCO and Group HSE Permit Register.
    • Ensure HSE related policies and procedures are updated annually, or as when required, to ensure compliance with HSE legislative requirements.
    • Ensure HSE-related contractor management practices are compliant with local legislative requirements. Prepares, monitors and maintains the annual HSE budget for the oversight and approval by the Chief Financial Officer.
    • Research and analyses the resources and requirements for the HSE function annually.
    • Calculates and proposes an annual budget with related motivations for Capital Projects for example Fire suppression systems, Personal Protective Equipment (PPE) and Operational requirements for approval by the Chief Financial Officer. Monitors the budget monthly and ensures that the expenditure is in line with budget parameters.
    • Develop an annual operating plan for HSE including financial planning budget for approval by the Chief Financial Officer. Devolves the annual plan into specific KPAs and activities and communicates this with Departmental heads.

     ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM

    • Ensure HSE related policies and procedures are updated annually, or as when required, to ensure compliance with the OPCO and Group ESMS.Implement and track the implementation and execution of the action plans to ensure the implementation of the OPCO and Group ESMS.Facilitate the implementation of HSE programs/practices through the development, management and application of processes, policies and procedures.
    • Ensure that the Company complies with the relevant International Finance Corporation (IFC) Performance Standards. Report HSE KPIs on a monthly basis in compliance with the OPCO and Group HSE Policy.
    • Ensure HSE-related contractor management practices are compliant with the Group ESMS.Ensure Management HSE training is conducted annually.

     HEALTH AND SAFETY

    • Development of HSE short and long-range objectives, policies, budgets and operating plans for the HSE department.Annually in line with liquid telecom strategy.Implements and maintains HSE management program, ISO 45001 for the company, including developing and ensure achieving certification.
    • Conducts hygiene surveys and ensures implementation of findings thereof.
    • Formulates company safety risk assessments and prioritises rate risk individually.
    • Provides a healthy, safe and environmentally conducive working environment at ALL Liquid Intelligent Technologies SA offices and points of presence using pragmatic and cost effective initiatives.
    • Keep up to date with SA legislative requirements and ensures legislative compliance by the whole company through relevant Line Managers.Participates in regular HSE meetings and prioritises the issues arising.

    ENVIRONMENTAL MANAGEMENT

    • Manage the HSE incidents/ risks faced by the company effectively to minimise the number (and cost) of incidents/risks reported.Ensure preventive, periodic and emergency maintenance of fire protection equipment and alarm systems at all facilities.Ensures the development and implementation of correct training and evaluates the training to establish whether it was of benefit to LTSA.
    • Ensures that all mandatory training certification is maintained and on record. Provides HSE training to employees and contractors, including induction awareness.
    • Supervises first-aid and emergency teams to ensure adherence to the company's emergency plans and evacuation procedures and supervision of related traing.
    • Develop and implement HSE procedures, including updating and maintaining of all relevant HSE systems.
    • Maintain the procedure for controlling all HSE documents and information in accordance with the document control system of the company.
    • Develop, implement and monitor systems to track Health and Safety incidents and ensures investigation and mitigation by accountable owners.Administers of COIDA (Compensation for Occupational Injuries and Diseases Act) claims.
    • Conduct internal reviews of Health and Safety practices to identify gaps that would prevent compliance with ISO45001 and the Group ESMS.

     OPPORTUNITIES FOR IMPROVEMENT

    • Formulate Environmental Risk Assessments (ERA) and prioritise risks individually. Ensure implementation and compliance with the OPCO and Group Environmental Management Plan
    • .Ensure environmental related matters are reported into the HSE management review committee, in compliance with the OPCO and Group HSE Policy
    • .Implement and maintain management programs, ISO 14001 for the company, including developing and ensure achieving certification.
    • Monitors and do internal audits to determine progress, and where required plan actions to reach our goals.
    • Ensure environmental legal requirements are compliant prior and during to the implementation / construction of projects.
    • Responsible for the evaluation and training of personnel including the development of a dedicated and practical training program.
    • Ensures that all mandatory training certification is maintained and on record.
    • Provide environmental training to employees and contractors, including induction awareness.
    • Develop and implement environmental procedures, including updating and maintaining of all relevant systems. Develop and implement systems to track environmental incidents also ensuring investigation (as appropriate) mitigation by accountable owners.
    • Supervision and emergency teams to ensure adherence to the company's emergency plans and evacuation procedures and supervision of related training. Annual calculation of carbon footprint.
    • Consider the potential for positive HSE impact from activities and, where appropriate, it should consider adopting, developing or marketing: Products, services, skills or employment opportunities that could benefit community stakeholders.

    HUMAN RESOURCE MANAGEMENT

    • Leading people efficiency and organising daily operations to ensure that objectives are met.Meet and motivates team. Carries out staff performance reviews. Ensure that members are being awarded equitably and that requested policies and procedures and systems are used. Ensure that each member has appropriated training and development to achieve the targets and strategic engagement.

    Requirements

    • Bachelor’s Degree in Environmental Sciences, Safety and Health or related formal qualification:Essential
    • Internationally recognised qualification (e.g. SAMTRAC, SHOEMTRAC, NEBOSH, OSHEMAC):Essential
    • Auditors qualification ISO45001 and ISO14001:Desirable
    • Carbon footprint assess:Desirable
    • 6 years Integrated Health, Safety and Environmental Risk Management and auditing experience including 4-6 years a managerial position:Essential
    • Health, Safety and Environment legislative requirements within large organisations:Essential
    • Understanding HSE requirements of ISO45001 and ISO14001:Essential
    • Approach and methodology of risk assessments, strategy, planning and auditing:Essential
    • Proven ability in identifying HSE risks and mitigation thereof:Essential
    • The methodology to implement HSE related systems and processes:Essential
    • Knowledge of the IFC Performance Standards:Essential
    • Knowledge of ESMS systems:Essential
