    Manager LEA

    Role Purpose/Business Unit:

    • The primary mandate of this role is to ensure the lawful and compliant release of call-related data in accordance with all applicable legal, regulatory, and privacy frameworks.
    • The incumbent will lead the Law Enforcement Agency (LEA) team with a strong emphasis on legal integrity, evidentiary standards, and lead expert testimony. This role is critical in safeguarding Vodacom’s LEA standing, protecting stakeholder interests, and upholding the company’s obligations under national disclosure laws.

    Your responsibilities will include:

    • Direct and manage the LEA team, ensuring legal compliance, procedural, and evidentiary integrity throughout the case lifecycle.
    • Contribute to the formulation and execution of the LEA strategy, ensuring alignment with legal mandates and corporate governance standards.
    • Provide strategic input into the LEA annual budget,
    • Serve as the lead for high-profile sensitive cases, ensuring all actions are guided by disclosure requirements and internal protocols.
    • Ensure meticulous documentation of all cases within the Network Event Monitoring (NEMO) system and generate sound reports.
    • Prepare and present detailed reports to the Head of LEA, and relevant law enforcement authorities.
    • Continuously refine internal disclosure processes to ensure robustness, procedural efficiency.
    • Maintain high standards in report writing, ensuring accuracy.
    • Build and maintain strong internal stakeholder relationships, particularly with Legal, Compliance, Risk, and Executive teams.
    • Provide expert testimony in different official proceedings.
    • Ensure all records are maintained in accordance with retention, standards and policies.

    External Responsibilities:

    • Recommend and implement procedural controls to mitigate external threats and ensure compliance with applicable laws.
    • Produce and review reports for external stakeholders.
    • Liaise with external stakeholders, including SAPS, NPA, COMRIC, and complainants, ensuring professional and sound engagement.

    The ideal candidate for this role will have: 

    • A Bachelor's degree or relevant diploma in Law, Legal Studies, Regulatory Compliance, or a closely related field is preferred. 
    • Minimum of 5 year or more experience.  
    • Advanced analysis and investigative acumen.
    • Strong conflict resolution and risk assessment capabilities.
    • Exceptional written and verbal communication skills, with a focus on clarity and precision.
    • Proven leadership and team management in the same or similar environment.
    • Ability to manage complex, sensitive, and multiple matters under pressure.
    • Critical thinking with a meticulous attention to detail.
    • High adaptability to evolving legal and regulatory landscapes.
    • Strong understanding of South African legal and regulatory frameworks.

    Core competencies, knowledge, and experience:

    • Comprehensive understanding of telecommunications law and regulatory frameworks.
    • In-depth knowledge of corporate governance, internal controls, and legal compliance standards.
    • Expertise in legal disclosure, privacy legislation (e.g., POPIA), and data protection protocols.
    • Proficiency in disciplinary procedures, legal proceedings, and evidentiary standards.
    • Strong familiarity with LEA operations, legal risks, and mitigation strategies.
    • Knowledge of Data Loss Prevention (DLP) and consequence management frameworks.
    • Technical and legal proficiency in handling electronic evidence and disclosure processes.
    • Technical understanding of the telecommunications network environment is an advantage 
    • Ability to mentor and guide the LEA team.
    • Development and enforcement of standards, guidelines, and best practices.
    • Proficiency in data analysis and evidence-based reporting.
    • Strong stakeholder engagement with legal, regulatory, and enforcement bodies.
    • Delivery of compliant outcomes and customer-centric resolutions.
    • Advisory support for court proceedings and other procedural processes 
    • Eligibility for Top Secret Security Clearance from the State Security Agency
