Position Purpose:
- TNPA, in its pursuit of the Re-Imagined Strategy, has identified revenues from projects which are not governed by the Ports
- Regulator of SA (PRSA) as an avenue to increase its income and profitability. The principal responsibilities of this position
include:
- Advising the Chief Executive of Transnet National Port Authority and its Executive Committee on matters related to non-tariff revenue projects;
- Ensuring that TNPA delivers, implements, and continuously updates its strategy for non-tariff projects;
- Ensures that TNPA continuously delivers and prepares non-tariff projects by providing innovative solutions for infrastructure and services; and Lead and/or support, in a matrix team, the attraction and implementation of non-tariff Projects to ensure focused and effective development.

Position outputs:
Develop / Implement Non-Tariff Projects Strategy
- Identify and analyse non-tariff projects strategy and roadmap to determine future trends, strategic direction, and other mplications; Interpret the company strategy, roadmap, and other relevant documents to determine the direction of non-tariff projects;
Conduct research to determine:
- Market requirements and the markets’ impact on Transnet and TNPA;
- Legislative / regulatory requirements and implications thereof; and
- Amendments to current legislation, regulations, and policies.
- Collate the information into a workable document for use in the development of TNPA’s strategy and implementation of the roadmap;
Compile the strategy and implementation roadmap in accordance with the required format indicating the following elements:
- Business plans;
- Port Developments;
- Systems, Infrastructure, Technology required, etc.;
- Global trends and TNPA’s impact.
- Implement the Strategy and Roadmap in accordance with the Delegation of Authority and the planning document;
- Manage strategy and roadmap elements in accordance with proposed outputs;
- Implement strategy and roadmap actions within the allocated time frames.
- Trends in the Global Market
Be abreast and continuously assess:
- Market trends and Projects which would not be PRSA tariff based;
- Legislation / regulations pertaining to the Projects identified or being developed;
- The impact on TNPA and other areas of the Transnet business.
- Provision of regular updates and guidance
Provide regular updates and lead the segment development through:
- Updating Equipment & Infrastructure capacity planning
- Capital investment programme planning, execution, and management
- Aligning projects requirements to business needs
- Management of strategic suppliers, service providers and contracts
- Future Technology Strategy Requirements
- Project development and execution programmes and related services
- Lead / be a team member in the asset / project management / maintenance Life Cycle processes
- Project compliance to standards, quality, and budget
Assist the TNPA teams with Human Resources Requirements e.g.:
- Training and Development;
- Leadership Development;
- Information Management and Communication.
- Manage Strategic Relationships
Identify the relevant role players in accordance with business requirements and dependencies:
- Government Departments (DWAS, DEFF, Provinces, Municipalities, etc.)
- Regulatory bodies and other ports, and how they deal with their projects
- International and National Associations
- Special Economic Zones (SEZs).
- Agree expected outcomes with each party and set-up SLA’s where required;
- Monitor the performance of all relevant role players continuously to ensure that the agreements and other obligations are honoured
- Compile a database indicating the role players, expected outputs, contact details, type of agreements and relationships;
- Manage relationships in accordance with policies, procedures, and legal requirements;
- Participate in processes to enable local stakeholder benefits from the projects.
Manage Budget/Finance
- Analyse the business / project plan to determine the financial requirements;
- Obtain budgetary prescriptions from Group Finance;
- Determine financial allocations in accordance with deliverables;
- Consult the business / project plan to determine requirements in terms of expenditure / capital cost;
- Monitor the expenditure against the budget and ensure that spending occurs within the budgetary restrictions;
- Ensure that only authorised overspending is approved in accordance with procedures;
Compile monthly reports indicating:
- Monthly expenditure;
- Variance in terms of budgeted and actual figures;
- Savings achieved or budget overspent;
- Year to date figures.
- Conduct the budget reviews as prescribed and adjust budget where necessary
- Manage finance in accordance with policies, procedures, and legal requirements;
- Complete financial management actions within the allocated time frames
- F.Represent the company
Represent the TNPA at the appropriate Fora and ensure that the appropriate actions are executed including:
- Position negotiation
- Presenting papers
- Ensuring that the Transnet is not disadvantaged
- Compile a report reflecting the outcomes of the representation.
Manage Governance and Reporting
- Develop and continuously review internal controls;
- Develop and continuously review business processes;
- Develop and continuously review all policies and procedures relating to the Non-Tariff Projects Industry;
- Manage report development within allocated time frames.
Qualifications & Experience:
- Relevant Bachelor / BTech Degree in technical / commercial studies;
- A Masters qualification in technical, management, leadership, or commercial discipline will be an added advantage;
- 10 years’ experience in the Commercial / Project Development or related sector;
Experience in:
- Projects Strategy development and implementation;
- Customer engagements;
Seasoned professional with advanced
- New Business development and deal structuring experience
- knowledge of corporate governance and a sound understanding of the Projects framework and legislation.
