    Executive: Finance

    OVERALL PURPOSE OF THE JOB

    • To provide strategic financial leadership that ensures the organisation’s financial sustainability, strengthens financial governance and ensures effective management of Finance, Supply Chain and ICT teams while enabling the achievement of the SACAA’s strategic objectives.

    Strategic Alignment of Division and Support to the SACAA Director of Civil Aviation and Board

    • Provide support to the DCA, SACAA Board and Audit and Risk Committee through efficient management of Financial, Supply Chain and ICT operations and programmes in line with the SACAA’s mandate.
    • Develop the Financial, Supply Chain and ICT strategies and guide the execution philosophy thereof.
    • Translate the SACAA vision and strategic objectives into Financial, Supply Chain and ICT Operations imperatives and ensure integration with other departments to support the achievement of the organisation’s strategic priorities.
    • Develop and implement an annual Divisional plan that will meet both the short and long-goals and strategy requirements of the Finance Division and organisation.
    • Ensure the necessary segregation of duties and maintain effective internal controls.

    Financial Management

    • Compile the SACAA’s annual budget for approval by Exco and the Board, in line with the PFMA and other appropriate legislation, policies and procedures and submission to the DOT and NT as per the prescribed time frames.
    • Monitor and ensure compliance with GAAP (Generally Accepted Accounting Practice), and relevant legislation such as the PFMA (Public Finance Management Act), Companies Act, and Treasury regulations on an ongoing basis.
    • Manage expenditure in line with approved budgets, and report variances as required in line with the PFMA and other appropriate legislation, policies, and procedures.
    • Manage the capital expenditure budget of the SACAA.
    • Manage the implementation and maintenance of budgeting, forecasting, financial analysis and control mechanisms within divisions, and provide guidance and advice to line management.
    • Ensure that divisional management receive timeous and accurate budget guidelines for the financial year as well as monthly financial reports.
    • Manage and ensure the control of divisional cash flow requirements through accurate monthly forecasting.
    • Interpret and analyse financial information for line management to ensure optimal utilisation of funds.
    • Manage and ensure the timeous and accurate preparation and reporting of monthly, quarterly and annual financial reporting for the SACAA 
    • Submit annual financial statements as approved by EXCO and Board for submission to Auditor General at agreed timeframes as per the PFMA for auditing.
    • Ensure efficient debt collection and cashflow forecasting.
    • Manage cashflow of the organisation through collecting the following fees and charges: Passenger Safety Charge, User fees and Fuel levies from relevant bodies.

    People Management

    • Manage and ensure the implementation of development interventions for the Finance Divisions operations that are aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
    • Oversee the mentoring and coaching of staff on an ongoing basis to ensure an effective and efficient Finance Division.
    • Manage and ensure the implementation of governance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.

    Policy Development

    • Develop, guide, implement and manage the overall provision of Financial, ICT and Procuement policies and procedures.
    • Lead the development, review and implementation of financial policies and frameworks that support the organisation's strategic objectives and governance requirements.
    • Ensure policies promote sound financial management, accountability, transparency and effective internal controls.
    • Provide strategic guidance on the development and review of policies relating to financial management, budgeting, procurement, revenue, expenditure and risk management. 
    • Ensure financial policies remain aligned with applicable legislation, regulatory requirements, accounting standards and governance principles.
    • Drive periodic policy reviews and updates to respond to chages in the operating, regulatory and financial environment. 
    • Provide oversight and guidance to endure consistent implementation and adherence to approved financial policies across the organisation.
    • Advise the Executive Committee and Board on policy implications, emerging financial risks and required policy interventions. 

    Risk Management

    • Identify and manage all key risks within the finance, supply chain and ICT departments.
    • Implement enterprise risk management frameworks.
    • Implement and maintain a robust system of internal controls.
    • Oversee insurance, compliance, and audit processes.
    • Advise the DCA and the board on emerging risks and resilience strategies.
    • Comply with SARS and PFMA financial requirements.
    • Comply with national and local financial requirements by studying existing and new legislation and taking appropriate action.

    Ensure an effective SCM function

    • Develop an annual Procurement plan and submit to EXCO, Board for approval and submission to NT on due date.
    • Ensure an effective procurement and provisioning service to the SACAA through effective supply chain management in accordance with relevant statutory, regulatory policies, procedures and SACAA requirements.
    • Manage, maintain and provide input in the updating and streamlining of procurement systems, processes and procedures for the effective execution of the procurement and provisioning function.
    • Monitor and ensure that all procurement activities comply with relevant legislation such as the PFMA, Companies Act, and Treasury regulations.
    • Monitor financial efficiency of procurement and logistics.
    • Ensure supplier contracts align with cost and risk objectives.
    • Support sustainability and ethical sourcing initiatives.

    Ensure an effective Information and Communications Technology function             

    • Develop an ICT and cyber security strategy for approval to EXCO and Board.
    • Oversee and manage the provision of an up to-date ICT service to ensure the delivery of an accurate, efficient and timeous information service to all clients (internal and external).
    • Align ICT objectives and programmes to the organisation’s objectives and strategies.
    • Align ICT risk management with Enterprise Wide Risk Management.
    • Co-ordinate ICT across the organisation.
    • Ensure proper ICT Governance in line with King 4.
    • Ensure cybersecurity and data protection in financial operations.
    • Drive digital transformation in the organisation (automation, analytics, AI tools).                                                                                
    • Align ICT investments with strategic and financial priorities.

    Requirements

    Minimum Requirements

    • B Com Hons in Accounting / Financial Management; CA (SA)

    Added Advantage

    • M. Com (CA SA) or MBA

    Experience

    • 10 Years – Senior Management Experience
    • 10 Years – Financial Management

    Obstacles Inspectors - Fixed- Term Contract

     KEY RESPONSIBILITIES

    Oversight 

    • Verify and assess aviation obstacle applications submitted to the SACAA against ICAO SARPS, CARs and CATS.
    • Verify and assess proposed developments submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
    • Verify and assess proposed alternative energy projects submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
    • Request for additional information, where required
    • Forward the outcome of the assessments to the Data Coordinator.
    • Plan and execute obstacle inspections and audits on all aerodromes, and heliports to ensure that they comply with civil aviation regulations and technical standards
    • Audit the compliance level of personnel training at aerodromes
    • Compile findings report according to categories
    • Make recommendations to clients for corrective action and continuous improvement of operating standards.
    • Prepare findings and identify possible trends / high or consistent risk areas and propose interventions to improve Obstacle Limitation Surfaces
    • Propose promotional activities and/or Regulatory change where necessary
    • Propose amendment to Manual of Procedure and Technical guidance Manual, ISO procedures and forms

    Administration

    • Perform general office administration tasks.
    • Create and maintain a database of allocated clients.
    • Create and maintain a database for non-compliances on the findings register.
    • Handle internal and external correspondence through the Manager.
    • Maintain the departmental Documents management relating to Obstacle Management
    • Complete the inspection checklist as per applicable regulation
    • Draft inspection reports and submit to the clients
    • Compile and submit reports on oversight findings
    • Facilitate the safekeeping and evaluation of aerodrome manuals and provide them to stakeholders when required

    Enforcement

    • Conduct investigations to determine compliance with regulations
    • Perform follow-ups on all noted non-compliance incidents and cases investigated to ensure that appropriate corrective action, sanction or penalty is imposed
    • Compile reports of all major and severe findings for submission to the Enforcement Committee

    Regulations Research and Development

    • Provide recommendations on issuance of aerodrome and heliports licenses based on inspections conducted, in full consultation with all role players.
    • Conduct research and make recommendations about applicable national and international requirements
    • Provide input to new proposals and amendments to legislation on SARPS and CARS through the Manager
    • Propose amendments to CARS/CATS to align with Annex 14 amendments and ICAO documents.
    • Propose and submit regulation review to CARCOM.

    Liaison and Consultation

    • Participate in meetings relating to aviation obstacles, developments and alternative energy projects.
    • Assist in arranging, coordinating and present safety promotion activities, related to Aerodromes and Heliports
    • Liaise with various stakeholders in conducting oversight
    • Address Industry stakeholder problems/queries promptly and professionally
    • Provide Industry feedback to the Authority.
    • Inculcate upon Industry stakeholders the safety prerequisites and procedures

    Requirements

    MINIMUM REQUIREMENTS 

    Education:

    • Grade 12
    • ICAO Annex 14 OLS Course
    • Diploma in Business Administration or Management or relevant equivalent qualification at NQF Level 6

    Added Advantage

    • National Diploma in Surveying or GIS or Aerodrome Management or Aviation Safety qualification.
    • PANS-OPS Basic Flight Procedure Design Course

    Experience:

    • 2 Years' Obstacles Evaluation or Assessment experience
