Principal Appraisal Economist (Contract Position) - 3 Year Fixed Term Contract
Relevant B Degree (preferably Master’s degree) in Economics
8 years’ or more relevant functional experience
Proven experience in undertaking socio-economic Cost Benefit Analysis (and related economic appraisal techniques) on large scale capital projects
Experience in financial feasibility analysis (inclusive of financial modelling) of public sector projects
An understanding of municipal finance would be advantageous
Demonstrated problem solving abilities and adaptability across content fields, as well as strong project and stakeholder management experience
Key Performance Areas
Provide expert economic advisory services to assist line departments to accelerate project preparation and prioritisation
Apply specialised economic appraisal techniques, including CBA; CE, MCDA and feasibility analysis, to key CCT projects and policies
Compile comprehensive socio-economic cost benefit analysis (CBA) reports on major City projects and policies
Contribute to financial feasibility analyses and assist with project preparation of major City projects
Interpret the outcomes of CBA; feasibility analysis or impact modelling for the City and effectively communicate these outcomes to inform decision-making processes
Project manage high-level appraisals and feasibility analyses
Support institutionalisation of project preparation and project pipeline development in the City
Enhance the City’s capacity to appraise and evaluate projects through the development of practice notes and operating procedures
Undertake periodic training with line departments on economic appraisal these techniques
