    Public Health / Monitoring and Evaluation Expert

    Key Responsibilities
    The key role of this sub-contractor would be supporting the LFA Team Lead and the Team to provide good quality deliverables to the client. Typically, this would include:

    • Assessing the capacity of a nominated Principal Recipient and reviewing key grant documents, including assessing:
    • The nominated Principal Recipient's previous track record
    • Effectiveness of internal controls and systems
    • The proposed grant budget, work plan, performance framework and related documents
    • Reviewing the progress of the grant, the appropriate use of funds and implementation effectiveness, including:
    • Progress update and disbursement requests
    • Implementation effectiveness review during the grant implementation
    • Visiting sites to verify results and data quality
    • Advising the Global Fund on activities related to the closing of a grant and any possible risks

    Skills And Attributes Required For The Role

    • Solid technical knowledge and analysis skills;

    • Strong social conscience.

    Minimum requirements to apply for the role (including qualifications and experience):

    • An individual with a Graduate Degree (MSc. equivalent) in: Public Health; Medicine; Epidemiology; or other relevant discipline.

    With a minimum of 7 years relevant experience in the health sector, notably in monitoring and evaluating health programs in developing countries, and with the following expertise:

    • ability to interpret performance results of health programs and analyse the implications of such results in the country context;
    • strong understanding of public health monitoring and evaluation systems;
    • a thorough knowledge of epidemiology and programmatic interventions related to at least one of the three diseases (HIV, TB, or malaria);
    • understanding of the dimensions of health service quality and familiarity with reviewing and interpreting national service delivery guidelines;
    • strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds;
    • strong professional oral communication and writing skills, including the development of reports, oral presentations, and technical/persuasive documents.
    • Must have good written and spoken English and, preferably, a good working knowledge of the official language(s) spoken in the country or countries in which the individual has been assigned to work.
