    Safety Officer (Hay Level 12)

     Job Purpose

    • To maintain and implement all aspects of the OHS Act and regulations ensuring occupational health and safety compliance within the Necsa legislative framework, the SHEQ-INS system and the applicable licenses.

    Key Performance Areas

    Process Management

    • Provide health and safety advice to line management and their personnel.
    • Assist line management in ensuring compliance to the OHS Act and SHEQ system w.r.t. Occupational Health and Safety including Hygiene and Construction Safety.
    • Report Industrial Safety and Occupational Hygiene matters to management, senior Safety Officer and other relevant stakeholders.
    • Assist the line management in the implementation of an Industrial Safety programme and compliance to the SHEQ system
    • Provide input in the compilation of reports on the status and effectiveness of the Industrial Safety and Occupational Hygiene programme
    • Present training on facility conventional safety programme (e.g. procedures, forms, templates and registers
    • Assist in the management and chairing of Safety Committee meetings. 

    Process Implementation 

    • Perform on-the-job safety evaluation of projects, processes and procedures in order to identify, control and protect against hazards.
    • Invigilate activities in the facilities to ensure safe operation.
    • Prescribe and control protective measures required on work permits and in work instructions (Written Safe Work Procedures and Safe Work Method Statements) for routine and low risk tasks.
    • Assist line management with incident investigations.
    • Prescription of appropriate personal protective equipment and ensure that such equipment is provided and used correctly.

    Process Management and Implementation (Construction)

    • Assist in the evaluation and selection of suitable contractor(s) based on their competencies, knowledge and resources to carry-out project work or construction work safely.
    • Assist in the preparation of project specific health and safety documentation to contractors for inclusion into their tender documentation.
    • Assist in the preparation of contract documentation related to construction health and safety requirements (e.g. Section 37(1) Agreements).
    • Evaluate contractor(s) health and safety plans to ensure compliance to Necsa standard health and safety specification.
    • Invigilate activities of the contractor and ensure that means of controls exist between the client and contractors to stop any work that endangers or has the potential to endanger contactor(s) workers.
    • Assist in the review all construction SHEQ-INS documents as subject matter specialist as and when the review dates are due.
    • Compiling project specific emergency response and preparedness plans.
    • Review, discuss and approve contractors consolidated health and safety file.

    Audits (Internal and External)

    • Prepare for and attend inspections/audits (SHEQ, SABS, NNR etc.)
    • Close inspection/audit findings w.r.t conventional safety
    • Assist line management with statutory and regulatory surveys, inspections and audits.
    • Conduct internal audits on the implementation of the industrial safety programme. Carry-out SHEQ inspection and audits on a contraction site(s) to ensure compliance with Necsa SHEQ requirements.

    • Health and Safety Management
    • Health and Safety Standards (Knowledge of ISO 9001, ISO 45001, ISO 14000 quality management requirements)
    • Knowledge of business processes (e.g. project management, document management systems, lab management, etc.).
    • Knowledge Health and Safety Legislative framework (relevant statutory and regulatory requirements, i.e. OHS Act, Nuclear Energy Act, NNR regulations).
    • Knowledge of relevant Necsa policies and SHEQ-INS system requirements.
    • Knowledge of implementing and maintaining safety, health, environment and quality systems.
    • Health and Safety Performance (Knowledge of Audit and Review).
    • Health and Safety Hazard Identification (Knowledge of the safety and health hazards).
    • Health and Safety Innovation and Technology (Ability to gather data, compile information, and prepare reports).
    • Health and Safety Communication Management (Good communication, negotiation and motivational skills).
    • Health and Safety Accident and Incident Investigation
    • Health, Hygiene and Environmental Management
    • Emergency Preparedness Management

    QUALIFICATIONS AND EXPERIENCE

    MINIMUM QUALIFICATIONS:

    • National Diploma in Safety Management or equivalent e.g. one or more of the following:
    • Advance Diploma in Safety Management
    • Bachelor of Arts in Disaster and Safety Management (with Construction Safety Electives).
    • Advance Diploma in Environmental Management
    • Bachelor of Technology: Safety Management
    • BCOM Operational Risk Management

    Must be a SACPCMP Accredited Construction Health and Safety Officer

    MINIMUM EXPERIENCE:

    • Candidate Construction Health and Safety Officer
    • A minimum of 6 months of work experience as part of studies
    • 3 years’ experience in Occupational Health and Safety / Construction Health and Safety
