    Security Manager - Aviation Security (Bedfordview)Programme

    Job description

    Security Management -

    • Review ATNS Security Policy based on the MISS document (Minimum Information Security Standards) in co-operation with the line manager.
    • Advise line manager about the amendments to the policy.
    • Manage compliance with the ATNS security policy and advise line manager about the security implications of management decisions.
    • Develop all Security processes that support the Physical Policy.
    • Collaborating with department managers to determine security needs.
    • Planning and implementing comprehensive security strategies.
    • Plan and coordinate security operations for specific events.
    • Coordinate staff when responding to emergencies and alarms.
    • Review reports on incidents and breaches. Investigate and compile incidents reports.
    • Supervising, recruiting, and training security personnel.
    • Gathering security intelligence and implementing preventative measures.
    • Developing work schedules, allocating tasks, and monitoring personnel performance. Coordinating responses to emergencies and alarms, as well as compiling incident reports.
    • Preparing surveillance equipment maintenance schedules and facilitating repairs in a timely manner.
    • Keeping abreast of new technologies and advancements in security services.
    • Ensuring compliance with company policies and security industry regulations.
    • Review ATNS Aviation Security Programme (ASP) based on the NASP document (National Aviation Security Programme) in co-operation with the line manager.
    • Advise line manager about the amendments of the Civil Aviation Regulations (CARS), NASP and ASP.
    • Manage compliance to the ATNS ASP and advice line manager about the security implications of executive management decisions.
    • Facilitate incorporation of the relevant parts of the ASP into the SSIs. Identify critical positions for vetting in co-operation with the line managers.
    • Develop and maintain a list of critical positions in co-operation with the line manager.
    • Manage the administration of vetting applications including proper record keeping.
    • Manage the administration of employees recurring background checks as required by the NASP. Manage the onboarding and offboarding of personnel to ensure security is not compromised during the process.

    Operationalise Security Management -

    • Participate in Regional planning and coordinate the overall security systems repair and maintenance services to ensure continuous security on critical infrastructure.
    • Conduct security assessment to identify all risk and threats, as well as vulnerabilities in ATNS’s ability to counter the threats.
    • Base security planning on the threat level. Design and monitor security measures for all ATNS sites.
    • Ensure the effective implementation of all security measures.
    • Manage Suppliers within Security department to ensure adherence to the SLA.
    • Implement the effective Key management system. Implement the effective CCTV management system that complies with ATNS ASP. Collaborate with the state security agency (SSA) to ensure effective implementation of tactical surveillance counter measures.
    • Maintain close liaison with the operational environment, providing the necessary information on availability/ serviceability status of facilities.
    • Defining and developing new practices and procedures to enhance security processes.  
    • Conduct regular inspections to ensure that security services are being conducted in accordance with the prescribed standards and procedures and implement corrective action where appropriate.
    • Evaluate and improve security measures and procedures.
    • Conduct annual security audit to comply with the ASP.
    • Facilitate and ensure ATNS stations do conduct the Security Self Inspections as required by the ASP.
    • Monitor the extend of adherence/compliance to the security policy and measures.
    • Initiate corrective/disciplinary steps in cases of non-adherence in line with the policy.
    • Reporting to stakeholders including the SACAA. Manage all security awareness training activities.
    • Liaise regularly with SSA for advice, assistance and information regarding ATNS security.
    • Report all security incidents and suspected incidents to the relevant authorities (SSA, police) for assistance with investigation.
    • Maintain membership and regularly attend meetings security committees (LASC, NASC, GSSC. NJPS, NATFC etc).
    • Liaise with security committee members for coordination of airport security meetings.
    • Develop and maintain effective relationships with stakeholders, including employees, suppliers, customers, and local communities.
    • Ensure compliance with local, national, and international security laws and regulations.
    • Management and preparation of reports to the executive management. 

    Project installation/ management -

    • Manage, Commission / acceptance of installed security related projects. Audit supplier’s deliverables as per specifications.
    • Manage the project’s warranty period (specifications, spares, documentation training   provide information on around service delivery until completion (maintenance management.  
    • Monitor and manage all Logistic issues, pre and post warranty period, regarding turnaround times and any other non-delivery.
    • Audit and confirm that a Project Closeout can commence. I.e. A fully operational and maintainable security system is handed over to the relevant department or section.
    • Remain abreast of developments in the air navigation service environment including technology.

    Stakeholder Management -

    • Build and maintain mutually beneficial relationships with all relevant internal and external stakeholders.  
    • Ensure effective management of all communications with stakeholders on safety and regulatory oversight.
    • Facilitate collaboration and interaction as well as communication between the ATNS and all critical stakeholders.
    • Establish sound working relations with the relevant Airports Company.          
    • Cooperate with Civil Aviation Authorities, Local and Regional Authorities and Airports Management Companies when required to do so, within the constraint of Company Policy and mandate.
    • Liaise with SACAA and other relevant authorities during security inspection. Manage all findings by developing corrective action plans (CAP) and ensure execution of the CAP. Update ATNS’s CAP on SACAA findings tracker websites.

    Finance and Costs Management -

    • Develop, recommend, and manage the technical operating budget for the area to ensure service continuity.      
    • Controlling the security operations budget, monitoring expenses, and documenting processes.
    • Ensure effective management and utilisation of the approved budget in accordance with financial policies and procedures.  
    • Approve expenditure within the mandate matrix.
    • Prioritise and integrate projects to manage resources better.  
    • Direct unit budgeting and institute associated control measures.
    • Develop and direct the implementation of organisational sustainability measures.

    People Management -

    • Ensure the availability of skilled and competent staff in the security management department to meet the current and future needs aligned to the departmental and overall business strategies.  
    • Promote high levels of discipline and performance standards within the Department to achieve the ATNS strategies.  
    • Manage performance outputs of the team by using the performance management system and taking corrective action promptly and effectively.
    • Ensure mentoring and coaching of staff as required to ensure continuous development and availability of the required skills at all times.
    • Ensure the transfer of knowledge and skills to enable sustainability within the
    • Department from a succession management perspective.
    • Ensure effective talent management implementation aligned to the HR policies and procedures.
    • Implement transformation initiatives within the department to ensure an inclusive environment and a representative staff compliment.
    • Drive employee engagement and retention within function.

    Minimum requirements
    Minimum Qualification:

    • Relevant Tertiary qualification (National Diploma / Degree) in Security Management or Business Management or related fields.
    • Applicable certifications will be advantageous.

    Minimum Experience:

    • Minimum 6 years’ experience in security management within a complex environment, of which a minimum of 2 years should have been at a managerial level.
