Senior Manager: Strategic Digital Portfolio Management at Road Accident Fund

Purpose of the Job: 

• Reporting to the Head: Technology and Digital, the successful incumbent is accountable to ensure the coordination of all strategic and key programmes and initiatives in which the Technology and Digital Department (T&D) has a significant contribution.
• This includes collaboration with the enterprise Project Management Office (ePMO) as well as passive reporting and oversight in compliance to governance, Executive Committee (EXCO), and Board requirements and expectations.
• In addition, the role is responsible for defining the vendor and partner management operating model (including but not limited to a comprehensive Service Level Agreement (SLA framework), commercial compliance and for leading the orchestration of all T&D priorities to ensure alignment with Road Accident Fund (RAF), Divisional and Departmental priorities and outcomes.

Key Performance Areas

Technology and Digital Commercial and Contract Management

• Oversee technical contract negotiations such as Service Level Agreements, penalties and earnbacks, ensuring favourable terms for Technology and Digital services and products.
• Manage vendor relationships, aligning service levels with business objectives.
• Ensure Technology and Digital contracts comply with legal, regulatory, supply chain and procurement, and budget requirements.
• Develop strategies for effective SLA management and vendor performance monitoring in line supply chain and procurement requirements and prescripts.
• Lead contract lifecycle management from inception through renewal or termination.
• Implement continuous improvement practices in vendor management and contract execution in close collaboration the supply chain and procurement department.
• Coordinate with legal teams to mitigate risks in Technology and Digital contracting and procurement.
• Monitor and analyse vendor performance data to enforce SLA compliance and identify improvements.

Digital Adoption, Technology and Digital Communication and Marketing

• Drive digital adoption across all levels through strategic initiatives and programmes in collaboration with the Organisation Change Management function within RAF.
• Lead Technology and Digital communication strategies to enhance organisational technology awareness and engagement.
• Develop together with the Communications Department and the Organisational Transformation Department, marketing campaigns promoting T&D services and digital transformation success.
• Forge strategic partnerships with vendors to support technology innovation and adoption.
• Spearhead the adoption of digital tools to improve business processes and efficiency.

Strategy Development and Operational Planning

• Provide input into the development of the T&D strategy and plan that ensure alignment with short-term and long-term objectives.
• Provide input into the development, implementation and annual review of an overall Strategic Plan for the T&D department.
• Provide input in determining and setting specific key performance indicators and measures against outcomes detailed in the departmental strategic plans.
• Conduct strategy cascading to ensure that business units are aware of what is their contribution on the strategy.

Policy Review and Implementation

• Oversee the development and implementation of policy, standards & procedures, and processes.
• Work with appropriate structures to ensure effective execution of policy and practices.

Reporting.

• Ensure preparation and submission of Regulation reports.
• Report quarterly on progress with implementation of operational plans.
• Ensure development of functional reporting systems, project or performance reporting for management.
• Ensure the development of reports/ procedures and guide the process through the alignment of these documents to the overall RAF’s Strategy.

Financial Management

• Ensure that the periodic financial and strategic goals of RAF as well as the performance expectations of the various teams are achieved.
• Report and review operations financial and non-financial goals.
• Ensure sufficient internal control measures are implemented for adherence to PFMA, RAF and other relevant legislation and regulation.
• Manage, monitor and control the department expense budget.

Stakeholder Management

• Maintain proactive and progressive relationships with key stakeholders.
• Assess and communicate the value of the strategic digital portfolio.
• Engage with relevant internal stakeholders.
• Delegate inquiries and requests for information from both internal and external stakeholders.

People Management

• Ensure sourcing, development and retention of a high-performing team.
• Ensure the motivation, cohesiveness, and alignment of the organization’s team members.
• Manage staff and monitor performance of the team and implement corrective actions for poor performance.

Qualifications and Experience

• Bachelor’s Degree/ Advanced Diploma in an Information Technology or Computer Science or Engineering or Commercial/ Business related qualification.
• Postgraduate in an Information Technology or a Computer Science or Engineering or Commercial/ Business related qualification.
• Relevant 9 - 10 years’ experience in anyone of the following IT domains at the highest level of management: /Applications Management/ Enterprise Architecture/ Governance and Compliance/ IT Contract and Commercial Management of which 3 years must be on a management level.
