Senior Programme Manager: Infrastructure at South African National Parks (SANParks)

South African National Parks (SANParks) invite applications for a fixed term contract position for 3 (three) years from suitably qualified and experienced persons to manage and coordinate SANParks Infrastructure Programme. This position will report to the General Manager: Infrastructure & Special Projects for the management of the infrastructure and green energy programmes, ensuring compliance with legislation and reporting requirements through the development of the relevant infrastructure plans for the organisation.

Requirements:

• A recognised Degree in any of the built environment disciplines (Construction Management, Architecture, Quantity Surveying, Engineering or Project Management).
• Registration with the South African Council for Project and Construction Management Professions (SACPCMP) or applicable councils as a Professional Construction Project Manager/Quantity Surveyor/Civil Engineer/Architect is a requirement.
• Ten years of infrastructure management experience, including relevant programme and project management in the built environment on a strategic and organisational level.
• Knowledge and understanding of the Framework for Infrastructure Delivery Procurement Management, and other relevant legislation.
• Experience in policy and infrastructure planning.
• A valid Code EB driver's license and Microsoft Office software competency

Responsibilities:

• Coordinate strategic planning of SANParks Infrastructure Portfolio for project prioritisation and implementation.
• Implement requirements of Framework for Infrastructure Delivery and Procurement Management (FIDPM) and Infrastructure Reporting Model (IRM)
• Programme management of Infrastructure- and Green Energy Programmes for SANParks.
• Programme planning and implementation over the MTEF and Annual Budget timeframes.
• Development of project proposals, business plans and project implementation plans.
• Financial and budget management inclusive of audits and reporting.
• Strategic procurement management and form of contract development.
• Compile policies and Standard Operating Procedures for capital and maintenance process.
• Management dispute processes
• Administration and data management to meet reporting requirements.
• Preparation of reports to management and funders.
• Liaison with funders and role players.
