    Specialist - Supplier Development - Ngqura

    Position Purpose:

    • To ensure implementation of supplier development strategies aligned to the broader national policy and regulatory framework.
    • To liaise with End Users and supply chain community across TNPA departments to ensure that there is consistent implementations, monitoring and reporting of Enterprise Supplier Development (ESD).
    • To conduct training initiatives for ESD policies and procedures to drive compliance within the OD when entering into ESD transactions.
    • To collate information and compile monthly reports on ESD transactions across within the OD.
    • Manage / Monitor, track and report on Early Payment of SMMEs.
    • Manage / Monitor, track and report on B-BBEE report
    • Conduct marketing analysis, briefing meetings, evaluations and compiling an evaluation report.
    • Host, manage and transfer skills to TNPA ESD allocated intern/s in line with the internship programme.
    • Participate in SMME engagement programmes quarterly .
    • Manage local content, job creation, subcontracting and other specific goals.
    • Tracks spend on specific goals allocated during procurement events.
    • Manage, track and report on preferential procurement spend.
    • Management and maintenance of a save working environment.
    • Manage, track and report on SMMEs/Business Forums/ Industry Chambers/Interest Groups issues raised. Manage, track and report on established programmes e.g., On Site SMME Mentorship Programme, SMME Support
    • Programmes financial and non-financial.
    • Propose and motivate continuous improvement within ESD and SCM in general.
    • Provide the portfolio (ESD) monthly reports to management

    Position outputs:

    • Conduct research to support development of the SMMEs, BBBEE and CSDP strategies, processes, policies and procedures aligned to the new iSCM strategy and latest government imperatives;
    • Continuously conduct research to contribute to thought leadership around BBBEE and CSDP; and Conduct analysis to support opportunity identification for CSDP and BBBEE transactions with strategic suppliers.
    • Contribute to ESD strategy and process development; policies and procedures formulation;
    • Conduct Supplier Development training initiatives across Transnet or within the OD; and
    • Support commodity-specific initiatives in respect of BBBEE and CSDP.
    • Track Supplier Development strategy and policy implementation across Transnet or within the OD;
    • Assist with monthly compilation of Supplier Development COE dashboard; and
    • Collate information and compile reports on ESD activities across Transnet or within the OD
    • Collate success stories and learnings on supplier development.
    • Implementation of Enterprise and Supplier Development (ESD) Transnet Preferential Procurement Policy (TPPP).

    Qualifications & Experience:

    • Unless the applicant can demonstrate that he/she has developed the necessary competencies through experience, a relevant Bachelor’s/BTech degree (commercial) or Equivalent is required, 8 years’ experience in a supply management function or BEE strategy development.
    • Experience in Infrastructure and / or Built Environment is an added advantage.

    Competencies:

    • Sound knowledge of Public Sector Supply Management legislation and regulations;
    • In-depth knowledge of all BBBEE legislation and Regulations that affect procurement spend including but not limited to the DTI Codes of good practice;
    • In-depth understanding of BEE and SMME landscape in SA;
    • Thorough understanding of the DTI Scorecard and its impact upon the business;
    • Working knowledge of Supply Management processes and systems;
    • Understanding of technical and operational requirements of a business including capital requirements
