    Municipal Finance Management Internship Programme MFMIP (X5 Intern Position)

    Remuneration: R 100 000.00 per annum (All-inclusive and dependent on year of internship)

    Requirements:

    • The candidate should hold as a minimum, a three-year Bachelor’s Degree or National Diploma with majors in Accounting, Economics, Finance, Risk Management and/or Auditing, among others.
    • The intern will sign both an employment contract and an internship agreement.
    • The purpose of the agreement is to ensure commitment to the programme which requires, amongst others, full participation in the educational and workplace assignments and observance of policies and procedures of the municipality. The candidate must be between the ages of 21 and 35.

    Internship Overview:

    • The MFMIP is a structured professional training and work experience programme with the goal of providing high quality training and practical exposure in all aspects of a Municipal Budget and Treasury Office, which is governed by the Municipal Finance Management Act, Act 56 of 2003, and the underlying reforms.
    • The programme has a logical training sequence that builds on the skills and competencies acquired during University and University of Technology training. It leads to a qualification in Municipal Finance Management in line with the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of 15 June 2007.

    Manager : Project Management Unit

    Salary: R 635 840.00 – R 825 340.00 (Task level 15)

    Key requirements

    • BSC Engineering or B Tech Civil Engineering with Project Management
    • NQF level 7 or equivalent

    • Computer literacy – all relevant software
    • Code B driver’s license
    • Good negotiation skills

    Responsibilities:
    Provide project management support, operations and projects.

    • Identify projects and execute feasibility studies, liaise with Councillors and stake holders.
    • Administer contracts and capital projects.
    • Plan, implement and manage externally funded capital and maintenance projects.
    • Administer MIG / EPWP / External grant funds.
    • Coordinate project-based capacity building programs.

    Town Planning

    • Ensure the provision of effective spatial planning services and regulate building control activities.
    • Strategic Spatial Planning
    • Oversee the development and implementation of Spatial
    • Development Frameworks (SDF’s) and Local Development Plans (LDP’s).
    • Align planning with Integrated Development Plans (IDP’s) and
    • Provincial/National legislation (SPLUMA).

    Land Use Management

    • Manage the land use application process, including rezoning, subdivisions, consolidations and consent use applications.
    • Ensure compliance with zoning schemes, SPLUMA, and other relevant planning laws.

    Manager : Electro Technical Services

    Salary: R 715 886.00 – R 929 248.00 (Task Level 16)

    Key Requirements:

    • B-Tech Elec Eng or equivalent
    • NQF Level 7/8
    • Completed Minimum Competency Level Training or willingness to complete
    • Minimum Competency Level Training within 18 months.
    • Code B Driver’s license Registered with SAEE or Department of Labour as a General Machinery Regulation 2.
    • Must be appointed under Occupational Health & Safety Act No. 85 of 1993 under point 2 as an accountable person for all safety procedures and a government ticket will be an added advantaged.
    • At least 5 years postgraduate practical experience in the operation and maintenance of HV and MV Electrical Distribution Equipment
    • At least 5 years of senior management experience
    • Computer literacy (MS Office applications)
    • Operational budget inputs and implementation
    • Financial management skills
    • Good communication, interpersonal, motivational and conflict management skills.
    • Intimate knowledge of the Occupational Health and Safety Act
    • Must work overtime/attend meetings after normal office hours when required
    • Registration with the Engineering Council of South Africa as a Professional
    • Engineer or Professional Certificated Engineer will be an added advantage.

    Duties and Responsibilities:
    The incumbent of the post will be responsible to:

    • Coordinate activities and procedures associated with direct supervision and monitoring of personnel, services and the status/general condition of the Electrical Services Division
    • Responsible for the supervision of machinery in terms of Regulation 2(1) of the General Machinery Regulations of the OHS Act,85/1993
    • Analysing activities and information in terms of service delivery and needs of internal customers and inspections in order to identify trends and needs for new services Provide policy and operational direction to the division by interpreting policies, legislation and trends and guiding the division in implementing updated policies and procedures
    • Develop divisional strategy and ensure implementation to provide effective service delivery
    • Coordinate the development and maintenance of systems, policies, procedures and processes
    • Monitoring legal requirements and government reporting regulations applicable to the division and making recommendations to director as to the implementation or amendment of systems, policies, procedures and processes to ensure adherence to safety and other legal requirements
    • Plan and manages utilisation of resources
    • Handle all administrative services of the division
    • Financial control and risk management Control key activities/programmes associated with electrical projects encompassing installation, commissioning, operation and maintenance of reticulation systems and support structures
    • Direct and control the implementation of planned maintenance programs to high; medium and low voltage reticulation systems
