    Programme Administrator -Centurion

    The duties and responsibilities of the Programme Administrator will include, but not limited to:

    • Day-to-day office support and administrative assistance to the programme team.
    • Assist with procurement administration, including obtaining quotes from suppliers for programme related services, submitting invoices to finance.
    • Supply chain monitoring of key commodities for programme interventions.
    • Document management and filing, including electronic filing on central database.
    • Assist with transporting supplies, equipment, commodities and collection of documents from the field.
    • Assist with locating venues for implementation activities within selected communities.
    • Develop and maintain a network of working level external contacts, e.g. Printing suppliers. 
    • Liaison with third parties (i.e. caterers, venues) as required.
    • Collate materials (stationery, printing, etc.) for meetings and trainings.
    • Capture and verify information on various data bases (e.g., NetSuite, Learning Management Information Systems, Microsoft Excel) 
    • Maintain office supplies and equipment inventory as required.
    • Maintain administrative records including meeting minutes and reports.
    • Maintain programme team calendar of events, key meetings, training calendar.
    • Ad-hoc duties as required by the programme team.

    Requirements

    Required Qualifications, Skills and Experience

    • Matric certificate or equivalent NQF qualification.
    • An Office/Business Administration Certificate or Diploma would be a strong recommendation.
    • Minimum of 3 years Administrative and / or PA experience.
    • Strong computer knowledge (Excel, Word and PowerPoint, E-mails, Internet).
    • Previous experience arranging flight bookings, finance admin, procurement and training logistics.
    • Be fully conversant in spoken and written English and be able to communicate at ease with all levels of staff and clients.
    • Experience working in NGO/NPO field will be advantageous.
    • Strong attention to detail and meticulous organizational skills.
    • Valid driver’s license

    Evaluation Specialist - Century City

    The duties and responsibilities of the Evaluations Specialist will include, but not limited to: 

    • Lead on the identification, design, and commissioning of external programme evaluations and other operational research studies for the Global Fund Programmes.
    • Drive a evaluation agenda, including the identification of evaluation and research opportunities, development of research protocols, oversight of data capture for research projects, and write up of findings for publication.
    • Manage all evaluation and research studies for GF programmes, including contract management, oversight and project management of external evaluators and researchers.
    • Provide technical input on evaluation design and methodologies, review evaluation deliverables from internal teams as well as external service providers.
    • Lead the coordination of relevant evaluation advisory committees to ensure efficient communication between stakeholders and adherence to project governance structures.
    • Oversee and manage (together with SANAC and Global Fund) the evaluation plan and budget for NACOSA’s GF programmes.
    • Write or contribute to publications and conference papers.
    • Disseminate research findings internally and externally including presentations at research days and conferences.
    • Coach and train team members to ensure the acquisition of knowledge and skills required by the organisation
    • Lead or contribute to technical components of proposals.
    • Stay abreast with relevant research findings.

    Requirements

    Qualifications and experience

    • Post Graduate degree or equivalent in the Public Health or Social Sciences sector (Monitoring and Evaluation qualification preferred)
    • Minimum of 5 years’ evaluation and research experience in public health or related field, preferably in HIV and AIDS.
    • Demonstrated qualitative and quantitative evaluation skills, including sample design, mixed method designs, and instrument development.
    • Proven expertise in quantitative and qualitative data collection and analysis methodologies, implementation research approaches, data quality improvement, health management information systems, data visualisation and reporting.
    • M&E experience in infection prevention and control, HIV/AIDS, TB, health systems strengthening, disease surveillance.
    • Familiarity with South Africa’s health management information system and other national M&E systems
    • Experience with bilateral and multilateral donor M&E requirements including experience in maintaining donor relationships and communicating with donors.

    Skills and attributes:

    • Experience in evaluation and research studies in the HIV and AIDS sector and knowledge of the public health landscape in South Africa.
    • Demonstrated experience with data analysis software.
    • Definite inclination to keep abreast of technical developments in the HIV, AIDS and TB fields.
    • Strong technical skills regarding evaluations and research with the ability to support colleagues using this expertise and facilitate knowledge transfer.
    • Strong planning, time management and project management skills
    • Analytical thinker who is able to interpret quantitative and qualitative data to share relevant insights for programming and grant performance.
    • Experience in working and communicating across all levels, including effective interpersonal communication skills.
    • Ability to work independently, effectively and efficiently in a fast-paced, high stress environment.
    • Results-oriented, professional, accountable and proactive. Must be able to work with little supervision and take ownership of the grants.

    Monitoring and Evaluation Specialist (M&E Specialist) - Century City

    The duties and responsibilities of the Monitoring and Evaluation Specialist will include, but not limited to:

    • Develop, implement, and manage robust M&E systems and frameworks for two NACOSA programmes and implementing partners, including M&E frameworks with indicators and targets, data collection and database management systems, data flows, quality assurance and reporting.
    • Create or refine M&E protocols, including manuals and reference guides, for proper implementation of data capturing and related functions.
    • Conduct M&E site visits to implementing partners to champion data ethics and provide M&E related orientation, training, and mentorship for NACOSA implementing partners and programme staff.
    • Track and manage the collection, capturing, analysis & reporting of programmatic data by NACOSA implementing partners
    • Conduct onsite data verification of NACOSA implementing partners and perform data quality assessments of reported programme data.
    • Compile, interrogate, and analyse data progress towards achievement of goals related to services for victims of gender-based violence and strengthening livelihoods opportunities for people living in the targeted areas, including the development of infographics and relevant programme analytics.
    • Assist Programme Specialist with development of reports to NACOSA Management and donor as required.
    • Assist with all other strategic information related to programmatic activities which would involve data collection and analysis and enhanced data use to inform programme improvements.

    Requirements

    Required qualifications, skills, and experience.

    • Post Graduate degree or equivalent in Monitoring and Evaluation/Research/Public Health/Epidemiology or related discipline.
    • Minimum of 3 years’ experience developing monitoring and evaluation systems for programmes in the health and social development sectors, HIV/AIDS, GBV and/or Economic Strengthening Livelihoods programmes experience preferred.
    • Experience of working in limited-resource settings, preferably in South Africa   
    • Experience with donor M&E reporting requirements.
    • Demonstrated understanding of data management systems and strong skills in data review, interrogation, analysis and interpretation.
    • Experience managing, consolidating, analysing and reporting on datasets.
    • Experience in monitoring and evaluation systems that involve capacity building for field staff and monitoring and promotion of data quality.
    • Demonstrated capacity to lead workshops, training and planning sessions.

    Personal Competencies

    • Strong computer skills with work experience using MS Office and data management systems, in particular MS Excel or MS Access and/or any other database system such as Epi Info or STATA
    • Strong data management and analytical skills with the ability to identify data quality issues and synthesize data efficiently and effectively.
    • Attention to detail, ensuring accuracy and thorough engagement with tasks.
    • Ability to work effectively and efficiently in a fast-paced, high stress environment.
    • Must be a self-starter and able to work independently with little supervision.
    • Strong planning, time management and project management skills
    • Results-oriented, professional, accountable, and proactive
    • Fluent in spoken and written English, a second indigenous language will be an advantage.

    Data Quality Officer - Century City

    The duties and responsibilities of the Data Quality Officer will include, but not limited to:

    • Conduct thorough and extensive data verification of all data, including detailed checking of reported data against source documents, to ensure all data captured is accurate and valid.
    • Write reports and provide feedback on data quality issues detected.
    • Clean the raw data where needed in accordance with good data management practices.
    • Work closely with the programmatic team, by implementing systems to improve data quality.
    • Review data on CBIMS and Google Consolidation Tool to identify and address any missing data, inconsistencies, discrepancies, or errors.
    • Assist sub awardee M&E teams to assess and improve data quality.
    • Perform basic data analysis with the view to provide recommendations on improvement of data quality measures and controls.
    • Attend regular M&E workshops, relevant staff enrichment training sessions, meetings and training courses as required.
    • Visit sites to verify data on a, bi-weekly, monthly, quarterly, semi-annual and annual basis.

    Requirements

    Required Qualifications, Skills and Experience

    • A Matric certificate
    • Diploma or certificate in M&E or data management field will be highly advantageous.
    • Minimum of 2 years’ experience in a similar position
    • Computer proficiency in MS Office skills including Word, Excel, Outlook and PowerPoint Experience in data management software will be an advantage.
    • Ability to work effectively and efficiently in a fast-paced, high stress environment.
