    Medical Officer

    General responsibilities

    • The role of the Medical Officer is to provide clinical oversight on the management of TB (DS and DR-TB) patients including comorbidities with HIV, Covid- 19, chronic lung diseases, diabetes. This includes capacity building, clinical audits, ADSM, and supporting the DCXR teams. The MO will report directly to the assigned SR supervisor in the SR-HO who will approve plans and monitor progress against targets. In addition, the MO will work closely with the sub district TB or HAST Manager and provide reports to the direct supervisor and sub-district TB manager.

    Key Performance areas

    Management

    • Develop a district operational plan clear timeframes, outputs and responsibilities
    • Conduct regular monitoring and evaluation assessments against project objectives
    • Support the development of district TB programme plans and ensure alignment with project plans
    • Compile project reports and ensure accurate and timely reporting of activities (monthly, quarterly and final reports) district management and SR-HO.
    • Supervise the district team

    Technical

    • Improve quality of TB care by providing training and mentoring of facility staff on clinical care.
    • Conduct clinical audits in selected health facilities
    • Support the mobile chest x-ray teams with Chest x-ray reading
    • Support the TB pharmacovigilance programme
    • Strengthen the referral systems within the district to ensure continuous uninterrupted care of patients
    • Strengthen the management of patients with comorbidities
    • Support the implementation of the CCMDD programme and inclusion of TB medicines in the formularies.
    • Conduct mortality audits as required
    • Strengthen patient screening and testing in hospitals and patient flow processes
    • Support the implementation of and monitor adherence to the National TB Infection Control and Core Standards.
    • Strengthen household contact screening and testing
    • Provide clinical advice to Health facility staff on the management for difficult or complex TB or adverse events.

    Requirements
    Qualifications and Experience:

    • Appropriate qualification that allows registration with the HPCSA as Medical Practitioner Registration with the HPCSA as Medical Practitioner.
    • Proof of current HPCSA registration. 
    • At least 5 years experience  working in the in public health sector.
    • At least 3 years experience in large scale project management.
    • Proficiency with Microsoft Word, Excel, PowerPoint required.
    • Experience in Stakeholder management.

    Required Knowledge and Skills, and Abilities:

    • Good understanding of the TB and HIV, AIDS epidemics in the country
    • Strong project management skills.
    • Ability to think strategically, proactively identify barriers and risks, and optimize use of the resources at hand

    Driver

    Description
    Work Description

    • Provide safe secure and timely driving services for the day-to-day operations of the Company, including driving the mobile units to ensure access of HIV prevention and testing services to employees outside the workplace. This position is responsible for proper running and maintenance of the vehicle.

     Technical Work Responsibilities

    • Maintenance of Company Vehicle
    • Provide safe transport services for all business requirements
    • Manage the maintenance of the company vehicles and units
    • Assist with any other activities at the testing sites as per line management
    • Assist with recruitment of clients
    • Drive vehicle for official travel and business, or as requested
    • Implement punctuality and safe transport sound navigation skills
    • Observe road and traffic laws and regulations
    • Adhere to safe driving practices including local driving codes and internally agreed standards
    • Ensure vehicle repairs are carried out properly by official manufacturers specification
    • Logbook maintenance
    • Log official trips, daily mileage, petrol consumption, oil changes etc

         Duties:

    • Liaise with all internal and external stakeholders when necessary towards the achievement of company and departmental goals
    • Provide safe transport services for all business requirements
    • Manage the maintenance of the company vehicles and units
    • Vehicle is clean, tidy and in excellent working condition at all times
    • Vehicle is secured at all times
    • Daily maintenance checks:  fuel, oil, water, battery, brakes, tyres, etc.
    • Arrange for any necessary repairs and services, manage the vehicle spare parts inventory list
    • Prepare and submit vehicle monitoring report, including records of vehicle operations, maintenance, expenses, mileage, fuel and oil consumption
    • Manage the Logbook
    • Performs all routine maintenance and interior cleaning services for the mobile unit
    • Implement punctuality and safe transport sound navigation skills
    • Observe road and traffic laws and regulationsAdhere to safe driving practices including local driving codes and internally agreed standards
    • Conduct TB symptom screening on all clinic attendees utilising the Department of Health standardised form of TB screening
    • Identify TB suspects and record them into the TB suspect registers
    • Refer TB suspects to the counsellors for voluntary counselling and testing for HIV
    • Provide pre-test and post-test counselling (if required)
    • Perform HIV testing (if required)
    • Verify identified TB suspects have been investigated for TB
    • Assist with participant flow and the setup at the site
    • Adhere to the relevant procedures with regards to participant confidentiality
    • Manage TB suspect register 
    • Timeous reporting on all project activities utilising predefined indicators
    • Perform quality control on recording and reporting procedures including checking data collection tools for accuracy
    • Assist with the stock take of medical supplies
    • Participate in proactive team efforts to achieve departmental and company goals
    • Identify areas of development and implement approved recommendations 

    Requirements
    Education

    • Gr 12 (NQF Level 4)

    Experience

    • 3 years driving experience

    Requirements

    • Valid code A Driver’s license
    • Valid Professional Drivers Permit (PDP)
    • Fluency in local languages (Zulu, Setswana, English, SeSotho, Xhosa, Afrikaans)
    • Practical experience with Road Legislation
    • SA Citizen or valid work permit to work in South Africa
    • Willing to work overtime

    Project Co - Ordinator

    YOU WILL BE RESPONSIBLE FOR:

    • Project Co-ordination
    • Responsible for project co-ordination  through:
    • Monitoring team performance
    • Supervision and supporting of project teams assigned to the project.
    • Support the teams to reach their recruitment targets
    • Ensure that the daily program activities are co-ordinated for COVID19 vaccinations, door to door campaigns or community engagement
    • Ensuring proper completion, documentation and reporting of the project work
    • Assist and support the teams in planning for the weekly activities
    • Responsible for the quality control of the project deliverables
    • Assist in the project tools’ development and data monitoring on EpiCollect
    • Ensuring that the project targets are met within expected timelines
    • Ensuring compliance of the project teams to the project SOPs and guidelines
    • Ensuring that sufficient stock levels for the project supplies is maintained
    • Assisting the teams to procure the necessary equipment and supplies and to maintain adequate storage for the program equipment and supplies
    • Project management
    • Tracking and monitoring all the activities within the program.
    • Assist in designing tracking databases, collating and analysing tracking data.
    • Reporting on the program deliverables.
    • Produce reports/graphs showing key performance indicators within the project such as:
      • Program preparation
      • Program deliverables
      • Quality reports tracking
    • Identify potential problems and challenges within a project and suggesting corrective action
    • Maintain contracts and communication with the sub-contracting companies
    • You will be required to work flexi-time
       

    General Administrative

    • Maintain files for the program
    • Compiling and submission of daily, weekly and monthly statistics
    • Complete weekly status reports
    • Adhere to data collection and recordkeeping
    • Proper recordkeeping of stock received and distribution
    • Preparing files for quality control
    • Preparing the venues, equipment and other resources  for training and meetings
       

    Liaise with External and Internal Customers

    • Liaise with all Internal Customers and External Customers and Suppliers when necessary towards the achievement of organizational and departmental goals.
    • Conduct meetings with the program teams
    • Coordinating communication within the program and liaising between head office and the program implementation sites
    • Where applicable, address concerns with the relevant health services staff
    • Engage the communities with the assistance of the teams and other stakeholders
    • Promote Health Education  in the community
    • Human Capital Supervision

    Ensure supervision of program teams through:

    • Direct supervision of program tasks
    • Performance management of individual program team members
    • Facilitate training of the program teams as required
    • Identify and address staff issues between the program teams
    • Comply with all safety policies, practices and procedures according to prescribed procedures and legislation
    • Report all unsafe activities to Senior Management/ Human Resources
    • Adhere and maintain decision making authority as allocated to the position
    • Participate in proactive team efforts to achieve departmental and company goals
    • Provide leadership to others through example and sharing of knowledge/skill
    • Ensure proper usage and maintenance of the program vehicle/s
       

    Requirements
    YOU MUST HAVE:

    Qualification / Professional Membership

    • Bachelor’s Degree / diploma in Nursing, Social Sciences, B.Pharm or Public health.
    • Advantage: Diploma in Primary Health Care
    • Experience in COVID-19 Vaccination Projects
    • Certificate in project management is an advantage
    • Certification in COVID19/EVDS is an advantage

     Work Experience

    • Minimum of 5 years’ experience as a professional nurse or equivalent experience
    • At least 2 years’ experience working in community
    • At least 2 years’ experience in management of health programs
    • Experience in working in the TB and HIV programs will be an advantage

      Other requirements

    • Basic personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics etc.
