    Project Assistant

    Specific tasks and responsibilities will include the following:

    • Provide administrative support to the Project Coordinator and the Project Communication and M&E Officer to effectively implement the project in the 6 participating countries.
    • Assist in planning and organization of meetings, workshops, conferences, and other events relating to project, ensuring that all logistics such as hotel and conference bookings as well as transportation are in place.  
    • Prepare draft TORs for various contracts for service providers supporting Projects. 
    • Prepare payment requests and follow-up to ensure that service providers receive their funds on time. 
    • Develop and implement a tracking system for all contracts to ensure that deliverables are submitted on time and report any delays to the Supervisor on time. 
    • Follow-up with implementation partners to ensure timely delivery of work plans, budgets, and procurement plans for the project. 
    • Participate in Project meetings and workshops and take Minutes for proper record keeping.  
    • Support communication and visibility efforts for the project by assisting in the production of communication materials publications brochures etc. 
    • Maintain e-files as well as paper files for the Project in compliance with the Organization's records management policy and for audit and evaluation purposes. 
    • Undertake any other relevant activities as deemed necessary for the proper operation of the project.  
    • Undertake any other relevant tasks as assigned by the Supervisor. 

    REQUIRED QUALIFICATIONS

    Education

    • Completed secondary, technical and/or vocational education. 

    Work Experience

    • A minimum of 2 years of relevant professional experience in the field of project management, office administration, development work or related field.

    Project Officer

    Specific tasks and responsibilities will include the following:

    Project implementation

    • Coordinate the project implementation in the six participating countries ensuring the project maintains quality and follows UNESCO Rules and Regulations, as well as donor requirements, by overseeing all operational, administrative and technical aspects including financial management and procurement.
    • Ensure delivery of the expected results on time and in quality in accordance with the Project Document and the Results Framework.
    • At the Inception Phase, in close coordination with various stakeholders, facilitate the undertaking of a situational analysis and provide specific recommendations on the different project activities.

     In particular, the project coordinator will;

    • define the scope of work and the outputs across the project components; 
    • identify all key stakeholders; 
    • update the work plan, budget and logframe; and 
    • provide clear timelines for project implementation.
    • Ensure the timely delivery of work plans, budgets and procurement plans for the project based on the results of the inception phase and monitor the implementation of these to achieve the project objectives and expected results.
    • Plan, manage, implement and monitor the overall project’s activities against the workplan and budget including the organization meetings, workshops, conferences and other events foreseen in the Project Document and workplans.
    • Ensure smooth coordination and communication with the EU and other national and international partners.
    • Ensure the management and supervision of other Project staff, consultants as well as partners and implementing organizations, contracted within the scope of this project.

    Long Description

    Planning and reporting 

    • Attend planning meetings, missions and in country meetings as required, and provide timely reporting on the project’s progress to the Project Steering Committee.
    • Prepare all required periodic and annual reports, both narrative and financial, on the project activities, as and when needed. 

    Monitoring and Evaluation 

    • Supervise and guide project staff responsible for Monitoring and Evaluation ensuring the collection of all data required to track the project progress towards achieving the intended results and outcome indicators (as defined in the project Document and the Results Framework) and the M&E framework.
    • Maintain a monitoring system that can provide current and real-time information on the progress.

    Communication

    • Support and cooperate with communication officers to ensure the visibility of the project results and impact, in line with the EU and UNESCO communication and visibility guidelines.
    • Contribute to the production of public information products such as news items, social media posts, infographics, audio-visual and other outreach materials.

    REQUIRED QUALIFICATIONS
    Education

    • Advanced University degree (Master’s degree or equivalent degree) in culture, social sciences, humanities, international relations, development studies, project management, sustainable tourism or in a related field.

    Work Experience

    • A minimum of four (4) years of progressively responsible relevant professional experience in the field of culture, humanities, project management, international relations, development work, or related field.  
    • Experience in the area natural and cultural heritage.

    Associate National Communication Officer

    Specific tasks and responsibilities will include the following:

    Communication and Visibility

    • Lead the design, development and implementation of the overall communications and visibility strategy and work plan for the Africa-Europe Partnerships for Culture project in line with the EU and UNESCO communication guidelines. 
    • Lead the conceptualisation, production, quality assurance and dissemination of a range of communication, advocacy and promotion materials and tools, including web stories and blog posts; press releases and op-eds; summaries of reports; social media posts; photographs, infographics and audiovisual materials; speeches and scripts.
    • Work closely with the UNESCO ROSA, EU and Goethe Foundation’s Communication Focal Points to ensure consistency in our communication and visibility efforts. Respect the EU and UNESCO guidelines in all communication efforts, seeking clarity when in doubt.
    • Plan, implement and coordinate public relations and media relations, in consultation with UNESCO ROSA’s Communication Officer and UNESCO’s Division for Communications and Public Engagement (CPE). 
    • Monitor and evaluate the reach, results and impact of the Project’s communications activities and contribute to the Project Progress Reports.

    Monitoring and Evaluation

    • Lead Monitoring and Evaluation for the Project ensuring the collection of all data required to track the project’s progress towards achieving the intended results in the six participating countries and outcome indicators (as defined in the project Document and the Results Framework) and the M&E framework.
    • Develop and maintain a monitoring system that provides current and real-time information on the project’s progress.
    • Coordinate with the Project Coordinator and the ROSA Culture team to adapt or create relevant tools and systems for effective data collection, management and analysis, archiving and use of data. 
    • Work closely with implementing partners and beneficiaries, to ensure collection of relevant and appropriate data necessary for an effective M&E system. 
    • Lead activities related to data quality assurance, on-site data verification through spot checks which further contribute to ensuring the validity and quality of data from the source. 
    • Prepare all Progress Reports for the Project clearly showing results achieved in line with the project Results Framework. 
    • Coordinate all evaluations foreseen under the project. 

    REQUIRED QUALIFICATIONS

    Education

    • Advanced University degree (master’s degree or equivalent degree) in Communication, Journalism and Media Studies, Social sciences, Monitoring and Evaluation, Development Studies, Project Management or in a related field.

     Work Experience

    • A minimum of two (2) years of progressively responsible relevant professional experience in the field of communication, monitoring and evaluation, project management or related field.
