Description
Oversight activities -Inspections and audits
- Plan inspections and audits as per laid-down ISO Procedures
- Conduct oversight activities following set guidelines and submit comprehensive reports
- Evaluate risk assessment reports and make appropriate recommendations
- Conduct risk assessments and recommend mitigation measures
Administration
- Perform job-related administration tasks.
- Compile and submit management reports as required.
- Create and maintain a database of allocated clients.
- Create and maintain a database for non-compliances on the findings register.
- Handle internal and external correspondence through the Manager.
- Maintain the AVSEC Documents management system relating to Air Cargo Security in line with the records management procedures.
Enforcement and Compliance
- Conduct investigations of reported undeclared and mis-declared cargo consignments to determine compliance with Part 108 and associated regulations
- Perform follow-ups on all noted non-compliance cases investigated to ensure that appropriate corrective action, sanction or penalty is imposed.
- Compile reports of all major and severe to the Enforcement Committee.
- Provide technical expertise during incident and accidents investigations when required.
Development of Regulations
- Make recommendations regarding regulations to address identified gaps in the security system
- Participate in the process of developing and amending legal instruments related to aviation security
- Develop of technical guidance materials and promotional materials
Approvals (Part 141 in terms of SA-CATS-TS)
- Part 141 - Assess applicants' Manual of Procedure and Curriculum as per Part 108 and SA-CATS-CS.
- Cargo Security Manual - Assess Cargo Security Manual in terms of Part 108 and NASP.
Liaison and Communication
- Participate in initiatives to promote cargo security
- Act as a liaison between stakeholders and SACAA at a local level.
- Provide industry feedback to the pertinent authority and SACAA
General
- Perform any other function for Cargo Security and Dangerous Goods Department as and when required
Requirements
Minimum Qualification:
- National Diploma or NQF Level 6 qualification
- Cargo Security Certificate
Ideal Qualification:
- Aviation Security Certificate
- Dangerous Goods Certificate

Experience:

Overall, Purpose of the Job
- The administrative Officer is the contact point for both internal and external clients, whose purpose is to provide administrative and clerical support to both employees and management. The ultimate goal of the administrator is to ensure the daily administrative processes of the division or department run smoothly and efficiently.
General Administrative Functions
- Assist Management and the Department in managing the diary, coordinate and schedule department meetings and events using the organization's electronic tools.
- Prepare departmental documents and reports.
- Collate information for reports preparation.

- Circulate required information and documentation throughout the department and keep accurate record thereof.

AVIATION AWARENESS PROGRAMMES
- Develop annual schools visit plan
- Build relationships with the National, Provincial, District and Circuit departments of education
- Ensure targets are met as per an annual plan approved by EXCO
- Coordinate interviews and talks on careers in aviation with the Media
- Ensure aviation career content for Career Awareness TV is accurate and qualitative
- Ensure that information on aviation careers is up to date and accurate across all platforms
- Conduct presentations on careers in aviation, where necessary
SAFETY AND SECURITY PROGRAMMES
- Identify and analyse target market for specific safety issues
- Develop relevant safety campaigns
- Communicate safety messages using all necessary communication mediums
- Coordinate safety presentations at flying clubs
- Coordinate industry safety promotion events
- Work with internal technical departments to ensure their physical and virtual safety related events i.e. workshops, conferences and campaigns are carried out efficiently and professionally.
- Conduct post - event analysis and write reports thereof
SAFETY PUBLICATIONS
- Liaise with the supplier for the production of the safety publication
- Ensure that the safety publication is distributed timeously and placed at strategic positions
STAKEHOLDER RELATIONS
- Assist in the coordination and implementation of the organisation’s stakeholder management strategy
- Work with departments to provide support for the co-ordination of stakeholder engagements for specific projects and events where necessary
- Identify gaps and co-ordinate stakeholder interventions
MONTHLY AND QUARTERLY REPORTS
- Collate information for the production of monthly reports
- Collate information for quarterly reports
- Ensure that reports are submitted on time to the manager
DEVELOPMENT OF PROMOTIONAL MATERIALS
- Develop relevant promotional materials e.g. banners, brochures, etc.
- Collate information for the production of promotional materials and ensure accuracy thereof
- Oversee the production, quality and distribution of marketing and promotional materials
- Ensure that marketing stock levels are maintained
- Monitor and control movement of promotional materials
MAINTENANCE OF DEPARTMENTAL VEHICLE
