    Deputy Head (Mv/Lv Operations)

    Job Purpose    

    • Ensuring the effective and efficient functioning of the Planning, Construction, Maintenance and Network Control Divisions within the MV/LV Operations function of eThekwini Electricity.

    Key Responsibility Areas    

    • Plans and manages the key performance indicators and outcomes associated with the MV/LV Operations.
    • Manages the Department and assumes responsibility for the maintenance and construction planning, estimating and scheduling, maintenance inspection, fault identification, location and repair, planned maintenance and refurbishment, construction, programming and installations, MV/LV Network Control, administration, accounting, cost control, vehicle control and utilisation, material issued, construction and planning maintenance of street-lighting installations associated with low voltage mains.
    • Undertakes the responsibility for the Occupational Health and Safety Act and ensuring compliance thereof.
    • Assists the Head (Electricity) in formulating strategic direction for the Service Unit.
    • Plans the Units activities after considering the long and short term goals, objectives, action plans, operating standards and performance targets set.
    • Formulates capital and operating budgets.
    • Implements the Units MV/LV Operational Plans.
    • Verifies acceptable performance against targets and standards and takes corrective action as required.
    • Reports to the Head (Electricity) on performance, keeping abreast of relevant legislation and recommending appropriate amendments where necessary.
    • Manages the recruitment, performance, training and development and conduct of staff.
    • Deals with ad-hoc issues that arise which fall within the terms of reference of the Units MV/LV Operations

    Essential Requirements    

    • Bachelor of Science (NQF Level 8) in Electrical Engineering.
    • Registration as a Professional with the Engineering Council of South Africa as Professional Engineer.
    • In possession of the Electrical Engineer’s Certificate of Competency (Government Competency Certificate- GCC).
    • Valid motor vehicle driving license.
    • 8 Years post registration experience in the electricity industry or a related field of electrical engineering of which at least 2 years must be at a senior management level.
    • Computer Literacy.

    Preferred Requirements    

    • Relevant Masters Degree (NQF Level 9).
    • 10 Years post registration experience in the electricity industry or a related field of electrical engineering of which at least 3 years must be at a senior management level.

    Establishment Systems Controller - eThekwini

    Job Purpose    

    • Responsible for management of the Master Staff Establishment in terms of the Municipal Systems Act, Section 66 of 2000.
    • This post reports to SENIOR MANAGER (HC INFORMATION SYSTEMS)

    Key Responsibility Areas    

    • Manage the initial processing of the council approved structures/organogram of the municipality.
    • Responsible for maintaining the system.

    • Provision of support to other systems such as eCareers, KPA data base and Compensation Management Database.

    Audit and Risk Committee Member - eThekwini

    Job Purpose    
    Invitation to serve on the Audit and Risk Committee (ARC) of the Ethekwini Municipality and its Municipal Entities.

     

    • The Ethekwini Municipality calls for applications of the interested persons with the Built Environment skill to serve as members of the ARC. Council is required to constitute an Audit Committee in order to comply with the provisions of Section 166 of the Municipal Finance Management Act No.56 of 2003. The existence of an independent Audit Committee will enhance Corporate Governance and the transparency of Council administration and shall give the Local Community/Ratepayers confidence in the Council’s stewardship over the utilisation of public funds. 

    The term of office of appointed candidate will be 3 years, after which it will be reviewed by Council.

    Key Responsibility Areas    

    • Person interested in this function and who is eminently qualified therefore will be expected to advise the Council, City Manager and Senior Management on the following matters, amongst others;
    •  Internal Audit;
    •  Internal Financial controls;
    •  Accounting Policies;
    •  Risk Management
    •  Adequacy, reliability and accuracy of financial reporting and information;
    •  Performance Evaluation;
    •  Corporate Governance;
    •  Compliance with relevant Legislation;
    •  Any other issues referred to by the Municipality;
    •  Examine and Review the Annual Financial Statements before final approval;
    •  Infrastructure and Built environment;
    •  Respond to the Council on any issues raised by the Auditor General South Africa; and
    •  Reporting to the Executive Council on a quarterly basis.

    Essential Requirements    

    • A relevant degree or equivalent qualification in Built Environment and advancedknowledgeandexperience functioning in Built Environment such as professional engineer or related area . Extensive Leadership and experience of serving in an Audit Committee. Extensive knowledge and understanding of Infrastructure Delivery management system and related ISO standards on asset management.

    Preferred Requirements    

    • Over and above, essential requirements; Preference will be given to incumbents with specialist knowledge of Municipal Finance Management Act; and practical application of National Treasury Performance Management Framework; as is applicable to Municipalities. Proven working experience in the municipality/ electricity and or water industry would be an added advantage

    Senior Legal Advisor - DURBAN

    Job Purpose    

    • To provide legal advisory services, employment law services, litigation services, prosecution services, legislative drafting services, legal compliance services and guide the municipality in performing its constitutional and statutory duties.

    Key Responsibility Areas    

    • Provides legal advisory services to ALL Municipal service units.
    • Provide Employment Law support to Municipality.
    • Institutes, defends and conducts litigation in the Lower Courts, Labour and High Courts, Supreme Court of Appeals and Constitutional Courts.
    • Conducts prosecution service for Council.
    • Provides legislative and administrative drafting services for the Municipality.
    • Guides the Municipality in performing its constitutional, statutory and common law duties.
    • Liaises with private/ public bodies and individuals on legal matters.
    • Attends Court with the Municipality’s Attorneys or Advocates on trials or applications.
    • Performs administrative functions.
    • Considers and recommends the granting or denial of indemnity to employees facing criminal actions.
