    Specialist Procurement - Kempton Park

    Job Purpose    
    The Specialist Procurement is responsible for the formulation and execution of Commodity specific sourcing strategies. The effort aims at the reduction of the Total Cost of Ownership (TCO) of all Commodities and services purchased by SAA. 

    As part of the Strategic Sourcing Team, the Specialist Procurement is required to contribute to the optimisation of the Global Supply Management function by participating in Projects aimed at continuous improvement.

    Principal Accountabilities    

    • Provide input into the design of the Department Strategy taking into account specialist expertise, best practice, benchmarking and market standards etc.
    • Implements department strategy within area of responsibility
    • Recommends policies, processes, action plans and systems to support implementation of the strategy
    • Analyse cost drivers and provide recommendations on profitability of department
    • Support the management and control of budget in area of responsibility
    • Provide recommendations to actively support cost and headcount containment
    • Manage minimum of R100 million of direct and indirect Procurement spend and influencing spend of ± R15b
    • Responsible for Procurement saving target of 20%
    • Utilises resources in area of responsibility
    • Optimise technology to enhance internal and external customer expectations
    • Implements processes to deliver customer value
    • Drives customer centricity within areas of control
    • Maintain effective internal and external stakeholder relationships through appropriate relationship building and networking
    • Develop Key Performance Indicators (KPI’s) to track supplier and commodity group performance
    • Monitor, track and report Commodity TCO reduction performance to all relevant stakeholders
    • Communicate and sell Commodity initiatives to all relevant stakeholders
    • Enforce Governance and Risk Management policies, processes and systems
    • Ensure good governance in all aspects of Commodity and Contract Management
    • Make certain that, where possible, Procurement spend is channelled to companies BBBEE suppliers
    • Ensure that price escalations are adequately mitigated
    • Align Strategic Sourcing initiatives with other GSM functions of the Airline
    • Deliver on regular and timeous reporting of information to key stakeholders
    • Preparation and presentation of BAC submissions
    • Report to Manager Procurement on the status of projects responsible for
    • Firm understanding and ability to implement general Commodity Management principles
    • Drive continuous optimisation programmes and initiatives
    • Engage in trend analysis, benchmarking, research, best practice to support optimisation of department
    • Manages projects to contribute to the optimisation of the department/ division
    • Implement Commodity specific sourcing strategies
    • Facilitate Cross Functional Sourcing teams (CFST) to focus on specific commodity TCO reduction and value creation initiatives
    • Assess business requirements, End-user needs and Supply Market capabilities for the relevant Commodity groups
    • Facilitate the development of Commodities standards (where applicable) with active End-user involvement
    • Challenge the End-user specifications; evaluate new products / services and analyse potential in supplier processes to reduce cost/s
    • Obtain sign-off from the Commodity sponsor for all commodity modules developed by the CFST
    • Provide strategic input into key Commodity contracts, managed by the Manager Procurement
    • Act as an interface between the Airline’s end users and Commodity suppliers/contractors, consultants and service providers
    • Review the overall effectiveness of strategies and identify continuous improvement opportunities
    • Manage and administer the Tender Process in accordance with the Airline’s Procurement Policy as well as the PFMA and PPPFA and/or any associated legislation, Instruction Notes and Regulations
    • Actively supports and adheres to people processes and plans to deliver on divisional objectives
    • Provides support to team members to maximise productivity and development
    • Implements change initiatives with the vision and strategic direction of the Airline

    Qualifications & Experience    

    • Bachelor’s degree in Logistics/Supply Chain Management at NQF level 7
    • Membership of a procurement / SCM professional body e.g MCIPS / SAPICS will be an advantage
    • 3 - 5 years’ aviation experience in a supply chain management or procurement environment
    • Experience in strategic sourcing implementation

    Manager Commodity, Compliance and Contract - Kempton Park

    Job Purpose    

    • The role is responsible for the end-to-end commodity, compliance and contract management throughout the Airline in alignment with best practices, compliance and legislation requirements to ensure that the Airline unlocks value throughout its supply chain for commodity management. 

    Principal Accountabilities    

    • Develop and implement commodity specific sourcing strategies to ensure continuity of product and service provision to SAA Group by following Strategic Sourcing Methodology best practices
    • Manage Cross Functional Sourcing Teams (CFST) activities inclusive of specifications assessment and TCO establishment (inclusive of determination of relevant cost drivers)
    • Assess and mitigate the GSM including Procurement related risks
    • Ensure meaningful contribution to GSM Strategic Objectives by broadly sharing SCM related knowledge with GSM staff and Business
    • Ensure early GSM involvement regarding business short- and long-term plans in order to ensure end users needs are met
    • Identify Commodity based opportunities to inform Sourcing Strategies in order to reduce relevant total cost of ownership
    • Ensure thorough markets analysis/research, in line with applicable tools and methodology
    • Ensure effective management of tenders process
    • Ensure establishment of management of Fact Base Negotiations Strategies to ensure value creation by strategic approach to negotiations with prospective suppliers
    • Develop and implement in addition to any other relevant SAA policy, the Contracts Management Policies and take responsibility for the management of the entire contract life-cycle
    • Implement contract management plans and contract frameworks
    • Complete regular and up to date contract management reporting
    • Intervene, analyse, manage and resolve business conflicts between the company and vendors /suppliers
    • Provide specialist support throughout the contract life-cycle (which includes but not limited to contract request, authorising, negotiations, obligations management, amendments, renewals, audit and reporting, approval and execution)
    • Provide (as-and-when required) operational inputs on procurement related documents (such as RFI’s and RFPs prepared by the respective Procurement Specialists, ensuring that all responses address customer requirements within the scope of operational capabilities
    • Work closely with all Procurement Specialists and SAP Administration team, to ensure that SAA contracts register is up to date
    • Monitor and ensure contract close –out, extension or renewal
    • Oversee service level agreements implementation and compliance
    • Participate in and provide contract advisory support to all procurement governance committees, including but not limited to the Bid Specification, Evaluation and Adjudication Committees of the organization

    Ensure Contracts Management Governance

    • Develop and integrate Contract Management tools, templates, methods and processes into the contract life cycle
    • Govern policy implementation to support contract management and manage transgressions
    • Monitor transaction compliance milestones, deliverables, invoicing etc.against key contracts
    • Ensure regular quality assurance exercises or audits are conducted across business units
    • Work closely with the Legal Department in ensuring contractual relationships are formalized, disputes are adjudicated, supplier and SAA Group’s performance of obligations is managed adequately and standard forms/templates of contracts (including the general and special terms and conditions) are in place
    • Identify, mitigate and report together with internal risk and audit departments, on all contractual risks and inefficiencies
    • Collaboration with all Domestic, Regional and international business units on Procurement , Inventory and Archiving related matters, including the subsidiaries
    • Develop Policies and procedures in conjunction with the Procurement Manager
    • Optimize the area/s capability to enable achievement of objectives and build capacity to enable achievement of strategic plans
    • Drives and supports people development initiatives
    • Manage performance of direct reports and conduct regular reviews to monitor and review execution of performance outputs

    Manager Commodity, Inventory and Archiving - Kempton Park

    Job Purpose    

    • The role is responsible for the end-to-end commodity, inventory and archive management in alignment with best practices, to ensure that the Airline unlocks value throughout its supply chain for commodity management, inbound and outbound logistics and archiving services.

    • Develop and implement a proper inventory management systems in SAA’s stores, including Best Practices in Warehousing and Distribution including but not limited to Consignment Stock, Vendor Managed Inventory , Material Requirements Planning and e-Auctions in alignment with the SCM policy
    • Ensure that Inventory accuracy of above 98% throughout SAA
    • Unlock value tied up in inventory by reducing inventory holding of SAA to world class levels
    • Identify and remove costs throughout the Logistics chain
    • Develop and implement an archiving system for SAA
    • Ensure all HR, Procurement, Cargo, etc records are properly scanned and archived
    • Collaboration with all Domestic, Regional and international business units on Procurement , Inventory and Archiving related matters, including the subsidiaries
