    General Worker -Road Sections X3 (Dordrecht)

    • Fixed term contract based on the remainder of the 3 (three) year Service Level Agreement (SLA) between the Eastern Cape Department of Transport (ECDOT) and the Joe Gqabi District Municipality (JGDM), ending 31 on March 2028.

    REQUIREMENTS

    • Grade 7.
    • Ability to communicate in English and/or Afrikaans and Xhosa.
    • Must be Self-motivated.
    • Must be willing to work overtime as and when required both planned and unplanned.

    CORE RESPONSIBILITIES

    • Receiving and issuing fuels, lubricants and other goods.
    • Receiving specific work instructions relating to specific functions from the immediate superior.
    • Loading all hand tools, protective clothing, and temporary road traffic signage required for the execution of roads construction and maintenance activities onto vehicles.
    • Setting out all necessary work signs at the worksite as per the appropriate procedures.
    • Operating stop and go signs at worksites.
    • Removing any excess and obstructing material from the gravelled carriageway using suitable hand tools freeing it for road users.
    • Filling and compacting of any large potholes within the gravelled carriageway with suitable material by means of suitable hand tools.
    • Clearing of all silt, debris, and vegetation from storm water drainage structures with suitable hand tools as directed by the immediate supervisor.
    • Collecting and removing debris, trash, and litter from road reserve by hand or with suitable hand tools.
    • Clearing vegetation on road shoulders, inside curves, at intersections and around road signs using appropriate hand tools.
    • Repairing damaged fences with suitable hand tools per specifications as directed by the immediate superior to keep animals off the road reserve and from possible collisions with oncoming traffic.
    • Constructing gabion baskets for retaining walls by gathering and filling suitable rocks into baskets at structure embankments, unstable slopes, and gabion mattresses in water courses for scour protection.
    • Constructing plain or grouted stone pitching by gathering suitable rocks and stacking it flat on exposed surfaces for erosion protection.
    • Installing prefabricated concrete pipe culverts and backfilling excavated material in layers with hand tools and or mechanical equipment and clearing all spoil material from site. ·
    • Taking care, maintaining cleanliness and safekeeping of hand tools, and reporting any identified problems to the immediate superior for further action.

    General Ledger Reconciliation Officer

    REMUNERATION

    • An annual salary of R356 209 is on offer.

    REQUIREMENTS

    • Grade 12.
    • National Diploma in Accounting.
    • Two (2) years relevant experience.

    CORE RESPONSIBILITIES

    • Reviewing all individual accounts within the general ledger to ensure that the source documents correspond with the balances shown in each account.
    • Comparing the opening balances in the accounts to the closing reconciliation detail from the previous period.
    • Investigating the reason for the variance in the previous period if the amounts do not correspondand report such to the immediate superior for further processing.
    • Monitoring the transactions reported in the accounts within the period to the underlying transactions, and adjusting as necessary.
    • Reviewing all adjusting journal entries recorded in the accounts within the period for appropriateness, and adjusting as necessary.

    • Monitoring the running of exception reports to be verified by the appropriate departments after comparing against the system report.
    • Verifying that the closing detail for the accounts matches the closing accounts balance.
    • Compiling all financial reports required by each funder and submitting them to the immediate superior for further processing.
    • Investigating any discrepancies that are identified and taking the proper corrective actions to resolve them.
    • Maintaining financial records, per applicable procedures and legislative requirements.
    • Compiling information for internal and external auditors.
    • Attending to queries relating to the key performance and results indicators of the subsection by extracting required data, and compiling appropriate responses;
    • Compiling performance reports referring to statistical data and qualitative information relating to the subsection's performance and results indicators, and forwarding them to the immediate superior for attention.

    REQUIREMENTS

    • Grade 12
    • National Diploma in Supply Chain Management.
    • A valid driver's License (minimum code B) is essential.
    • A minimum of three (3) years relevant experience.

    CORE RESPONSIBILITIES

    • Inputting into the development and review of the division's, policies, administrative systems, and procedures.
    • Analysing relevant legislative framework and guidelines, drafting the input specifying the identified gaps, and submitting it to the immediate superior for further action.
    • Contributing to the development of the division's strategy by drafting input relating to the key performance and results indicators of the section and submitting it to the immediate superior for further processing.
    • Supporting the immediate superior when presenting the division's policies, and strategy to the stakeholders by responding to technical questions that are specific to the key performance and results indicators of the section.
    • Scrutinising and verifying the authenticity of all documents and information submitted by suppliers, service providers, and contractors with relevant institutions.
    • Guiding the user departments in defining in detail the purpose of the goods, works, and services in terms of how they will effectively enable the performance of the functions and thus the achievement of the municipal-specific goals.
    • Guiding departments in identifying the appropriate specifications, frequency, quantity, quality, critical delivery dates, and budget provisions of goods, works, and services.
    • Analysing the past expenditure, determining the manner the municipality fulfilled its needs in the past and advising the departments accordingly.
    • Perusing the adopted and approved Integrated Development Plan (IDP) of the municipality, extracting and listing each department's objectives and functions to be executed.
    • Guiding departments in identifying the appropriate specifications, frequency, quantity, quality, critical delivery dates, and budget provisions of goods, works, and services.
    • Analysing the past expenditure, determining the manner the municipality fulfilled its needs in the past and advising the departments accordingly.
    • Compiling a sufficiently detailed list in terms of specifications, quantity, frequency of the needs, critical delivery dates, and budgetary requirements of goods works, and services required by the departments to achieve their goals and forwarding the list to the immediate superior for further action.
    • Perusing the detailed research report analysing supplying markets for processing.
    • Verifying with each department if a sufficient budget has been provided for the procurement of the goods, works and services to be sourced taking into consideration the prices of the goods, works, and services presented in the supplying market analysis report.
    • Determining in consultation with user departments optimal methods to be considered in acquiring goods, works and services, e.g., whether procurement should be through price quotes, advertised competitive bid, limited bid, or procuring from other institutions such as Government printers in case of stationery, printing, and related items
