    Facilitator

    Purpose of the position:

    • To facilitate multisession evidence based structural programmes to vulnerable AGYW to provide information and promote positive behaviour change in a safe space.

    Minimum Requirements    

    • Grade 12 certificate
    • Accredited / recognised counselling certificate
    • Facilitation training and beneficiary of PPPrev programme would be an advantage
    • One-year experience working in the community or completed the THC economic strengthening programme /internship
    • Computer literate in MS office
    • Proficiency in English and isiXhosa languages
    • Valid Code 08 driver’s licence and own transport
    • Clear criminal record

    Duties and Responsibilities    

    • Introduce evidenced based structural programmes to the facilities; LAC and WAC, CBOs in the cluster THC is supporting
    • Introduce structural programmes and obtain entry in schools, institutions of higher learning
    • Identify safe spaces in the community where structural programmes can be conducted
    • Conduct vulnerability screening and identify the vulnerable girls to participate in structural sessions
    • Provide multisession structural programmes
    • Ensure layering between structural programmes and behavioural and biomedical services
    • Map out the communities, schools and institutions of higher learning with burden of disease and large numbers of adolescent girls and young women
    • Lobbies and advocates for youth in relation to HIV, gender and related issues
    • Develop a work plan for the upcoming months

    Junior Compliance Officer

    Purpose of the position:

    The purpose of the Junior Compliance Officer (JCO) is to assist, coordinate, implement and manage policies and procedures pertaining to the implementation and reporting of grant-funded projects including but not limited to pre-award and post award assessments, review, analysis and reporting on budgets, monthly expenditure, VAT and closeout. The JCO is also responsible for managing the relationship with sub-recipients and community-based organisations (CBO) as well as internal reporting and communication to the finance department.

    Minimum Requirements    

    • Degree in finance or accounting; or Diploma in finance or compliance together with relevant experience
    • Minimum of 2-year experience in similar role
    • Experience in funder reporting
    • Experience with both local and US federal funding requirements
    • Previous exposure within NGO/NPO environment
    • Knowledge of federal, state, local Government, and private funders’ statutes, rules, and regulations is advantageous
    • Previous exposure to PEPFAR, Global Fund and NDOH rules and regulations
    • Proficiency in Microsoft packages

    Duties and Responsibilities    
    Financial Reporting

    • Work directly with the Grants and Compliance Manager to coordinate reporting, audit responses, and other grant-related activities
    • Provide direct assistance to the Grants and Compliance Manager in the formulation and implementation of relevant organisational policies and procedures
    • Develop and update appropriate templates to assist sub-awardees reporting
    • Complete compliance checklist on sub-awardees reporting
    • Prepare payment requisitions linked to sub-awardees
    • Compile and analyse sub-awardees expenditure on a monthly basis
    • Prepare the management pack for sub-awardees on a monthly basis for review
    • Prepare and review journal entries linked to sub-awardees
    • Ensure reconciliation of sub-awardee theoretical cash reconciliation balance to the underlying accounting system performed on a monthly basis

    Budgeting

    • Serve as a resource during the annual budget processes including support to ensure the finance system is updated
    • Assist with review sub-awardees budgets for compliance
    • Initiate and process redirections and prior approvals linked to sub-awardee budgets

    Contracts and Grant Management      

    • Assist with analysing, interpreting and applying federal, state, local government, and private funders’ statutes, rules, and regulations regarding grant administration and implements related organisational processes
    • Serve as a resource for programmatic staff during the project development process focusing on allowable expenditures and the project budget
    • Summarise key areas of contracts and grants and updates the deliverables calendar
    • Prepare contracts and contract amendments relating to modifications for sub-awardees as required

    Compliance Monitoring and Support

    • Conduct detailed monthly reviews and audits of sub-awardees progress against contracted requirements and financial documents
    • Document and produce reports and letters relating to sub-awardee performances
    • Perform site visits and conducts ad hoc verification on sub-awardees
    • Provide capacity building and support to sub-awardees as required
    • Stay up to date with funder rules and regulations and monitors compliance with the rules
    • Initiate and administer the close out process when applicable
    • Support the development and maintenance of policies and procedures

    Administration

    • Ensure compliance with funder requirements regarding disbarred vendors, purchasing regulations, equipment inventory, and closing documents
    • Oversee the filing system for retention of manual records as well the electronic filing system on SharePoint
    • Ensures that budgets, reports, forecasts or presentations are prepared in the required templates and are quality controlled
    • Ensures that rules and regulations are appropriately incorporated into budgets and that adherence is maintained within the organisation
    • Perform other duties as assigned

    • Builds and maintains relationships with external stakeholders (funders, auditors, sub-awardees etc.)
    • Maintains and builds productive relationships with internal stakeholders

    Enrolled Nurse

    To provide Home and community based care programmes incorporating screening of non-communicable diseases, TB, HIV and STI’s including psycho-social needs within the sub-district.

    Minimum Requirements    

    • Certificate in Enrolled Nursing
    • 2 years’ experience in the capacity of an enrolled nurse
    • HIV counselling and testing in public health services.
    • SANC registered as an enrolled nurse for the current year
    • Fluent in IsiXhosa and/or English languages

    Professional Nurse Counsellor - WCG

    Purpose of the position:

    To provide Home and community based services as set out in the SLA and dept of health NPO Service package and within the scope of practice, including implementing and coordinating community oriented primary care within a defined geographic node. Duties focus on wellness, health promotion, prevention of ill health and home based care services, and supervising and coordinating the team of community health workers to address primary health care services for individuals, families and community.

    Site Manager

    Purpose of the position:

    The Site Manager will be accountable to lead, manage and be responsible for the development and operations of THC’s key populations programme in the region including site and mobile unit(s) development, integration of work with subcontracted organisation(s), overall responsibility for all the site programme team members operating in the district.  To provide mentorship and guidance to the team members on implementation of HIV management for key populations to uptake HIV Testing Services and ensure ART same-day initiation with adherence interventions implemented as well as PrEP services provided as the HIV prevention intervention.

    Minimum Requirements    

    • Degree in Nursing (BCur) or related qualification in Public Health Sciences or Social Sciences
    • Post-basic training and certification in health assessment (primary health care)
    • NIMART certification
    • Minimum of 3 years’ experience with NIMART, ART clubs, sexual reproductive health (SRH), previous experience with sex worker’s desirable
    • Extensive experience in managing health programmes
    • Proven experience in the field of health service provision to key populations
    • Dispensing licence preferable
    • Registration with the South African Nursing Council
    • Possess good knowledge of HIV Management including care and treatment, TB/STI and PrEP services
    • Valid code 8 driver’s licence and own transport

    Duties and Responsibilities    

    • Engage stakeholders in SW HIV prevention project through joint meetings, workshops attending events, collaborating on Key Population/Sex Work projects, etc
    • Establish, develop and build relationships with all key DOH officials deemed important for the successful functioning of the Key Populations/Sex worker project
    • Participate in hospital, district, and PHC meetings; support multi-disciplinary team approach to managing clients
    • Ensure that all financial requirements are aligned with the policies and internal control processes of the organisation policies and procedures
    • Assist with all HR and operations functions
    • Assist with supportive supervision of all direct subordinates and indirect staff of collaborating organisations
    • Attend regular staff and supervisory team meetings and provide guidance and leadership
    • Situational analysis of infection control in sex work population
    • Oversee community outreach services to provide health services to sex workers including provision and access to condoms (male and female) and lubes
    • Scale up HIV targeted testing access hard to reach sex workers
    • Ensure that TB screening is done at every HIV care visit
    • Train clinical staff on infection control
    • Submit periodic reports as determined by the M&E Manager for external and internal reporting
    • Participate in implementation science projects which benefits the evolution of the program
