    Accounting Technician

    Duties

    • Serves as the accounting technician for the ICASS allotment, performing data entry functions for these allotments by establishing obligations in the secure financial system (Momentum) as directed by the Financial Specialist.
    • Ensures that allotments provided by Agency Headquarters are controlled and executed within funding limitations. Records advice of allotments and obligations in the financial system (Momentum). Ensures that accurate and complete fiscal data is recorded on all funding requests. Ensures availability of funds, after analyzing and reviewing the Charleston Financial Service Center (CFSC)

    Human Resources Clerk

    Job Overview:

    • The position is located in the Human Resources (HR) Office at the front desk and as such, requires the incumbent to be professional to greet and assist all visitors and callers to the office. Incumbent will be the customer service provider for all walk-ins to the HR section as well as answering phone inquiries. Performs or provides assistance with general office support including but not limited to handling paper flow, preparing routine documents, and assuring that information is properly shared between different sub-sections of the HR office. Answers general HR related queries from external visitors and callers, coordinates logistics for official visits and representational events.

    Major Duties and Responsibilities

    Administrative Duties - 90% of the Time:

    • Greets and assists visitors and callers to the HR Office, and escorts visitors as needed.
    • Provides helpful response to customers’ queries, either by giving guidance or referring them to other staff within the HR Office.
    • Assists the HR Office by receiving, stamping, distributing, controlling and filing HR related documents in the instructed folders.
    • Receives and sends correspondence via Diplomatic Post Office (DPO), Pouch, and FedEx.
    • Assists with logistics for HR meetings, special event s, etc. Serves as a travel arranger for HR personnel.
    • Arranges servicing of any broken equipment directly with outside vendors and/or through Procurement.
    • Assists with logistical preparations for employee awards program, including but not limited to, ensuring certificates and pins are ordered in advance, preparing certificates, refreshments, etc.
    • Drafts simple memoranda, letters, and other HR correspondence for clearance on a high frequent basis.
    • Prepares, submits, and follows up on HR requests placed through ARIBA and/or myServices, ensuring that goods and services are received in a timely manner in the section, and keeps the storage room organized.
    • Acts as a Subject Matter Expert for the HR section on the use of myServices platform.
    • Administers calendar/schedule for the HRO, the HR Specialist, and/or the Senior HR Assistant.
    • Assists the HRO, the HR Specialist, and/or the Senior HR Assistant by preparing agenda items for meetings, as needed.
    • Enters and keeps data on HR database. Maintains all subject files and Official Personnel Folders (OPFs) for all Locally Employed (LE) Staff.
    • Maintains LE Staff Warden and Emergency locator databases.
    • Maintains LE Staff data required for various HR reporting purposes.
    • Maintains bulletin boards including office notices and other HR announcements and updates to the HR SharePoint website.
    • Assists the American services sub-section with their activities.
    • Maintains and updates arrival/departure lists. Prepares simple diplomatic notes for arrival/departure of U.S. direct hires (USDHs).
    • Answers general HR related queries from external visitors and callers, coordinates logistics for official visits and representational events.
    • Provides assistance and backup to other HR Assistants.
    • Prepares vacancy announcements for positions in all agencies, contacts shortlisted candidates to arrange for interviews, arranges for medical clearances and appropriate security certifications/clearances for selected candidates, prepares letters to unsuccessful candidates using pre-formatted forms, etc.

    Other Duties - 10% of the Time:

    • Responsible for creating and running special reports in Oversees Personnel System (OPS), Electronic Recruitment Application (ERA), Oversees Awards System (OAS) or Time and Attendance (T&A)

    Procurement Agent

    Duties

    • The incumbent serves as a Procurement Agent in the Procurement Unit, American Embassy Pretoria. This position is responsible for all procurement actions for all ICASS serviced agencies at Post plus ad hoc support to regional posts in Africa, and the three Consulates General in South Africa.  The incumbent is directly supervised by the Supervisory Procurement Specialist who gives specific instructions on all work assignments and reviews work for completeness and accuracy.

    Labor Specialist (Political, Labor and Economic Specialist)

    Duties

    • The Labor/Political-Economic Specialist is an integral part of the mission team as the sole Locally Employed Staff in the Consulate’s Political/Economic Section, and particularly with a labor focus in the broader Mission team.
    • The position maintains high-level contacts within the provincial and local governments (up to the Ministerial level) in the Consulate’s area of responsibility (AOR), with labor unions and federations spread throughout the country, along with business leaders, academia, and think tanks.
    • Additionally, the position independently researches and assists with reporting on labor viewpoints and policies for Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zambia, and Zimbabwe to support Post’s Regional Labor Officer (RLO).
    • The position also advances the Consulate's trade-investment partnerships in the Gauteng, Free State, and Northwest provinces.
    • The position writes cables and analytical reports for the interagency audience, and briefs on a wide range of political, economic, and labor issues to the Pol/Econ officers, Consul General, senior Mission South Africa staff, and Washington visitors.
    • Position is supervised by the Political-Economic Chief/Regional Labor Officer.

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE:  

    • Minimum five years of prior work experience within the public or private sectors in the fields of South African politics and/or regional Southern Africa political analysis, economic research and/or trade promotion, social science research, journalism, law, or international relations required.
    • Prior experience working on labor relations/labor rights is required.

    JOB KNOWLEDGE: 

    • In-depth knowledge of South Africa’s, particularly the provinces within the Consulate’s AOR, political and economic realities, political/economic institutions, government structures, political parties, organizations, and historical developments.
    • Additionally, an extensive knowledge of South Africa's labor market and dispute resolution mechanisms, as well as socio-economic and political issues is required.
    • The ability to identify and cultivate relationships with key decision makers and leaders in labor, government, business, academia, and civil society is required.
    • Candidate must have a full grasp of the ANC tripartite alliance and its governing structure, including within COSATU.

    Education Requirements:

    Mandatory: 

    • Bachelor's degree in labor studies, economics, international relations, politics, or law is required.
