    Administrator: Capacity Development 05/26

    Job description

    • Administrative Support.  Advise prospective students on ATNS courses and programmes as well as other services offered and follow up on enquires to secure registration.  Respond to enquiries about learning courses and send course information packs to prospective students via post and email.  Process student enrolments and monitor overall student progress for learning courses. Process all related information and file results sheets, send letters to students and update the database. Administer student completions which include recording the results on the database, checking payments, completing all relevant forms, issuing Certificates and/or badges to students and updating the ATNS management report.  Liaise with the primary service provider regarding training logistics and arrangements. Assist in the preparation of agendas, venues, documents, etc. for meetings.  Maintain and update manual and computerised records of students, spread sheets, reports, databases, course information and other relevant systems to ensure that all records are kept up to date.  Assist with the production and uploading of study and course materials in collaboration with staff members in the Learning Team to ensure a high level of consistency and quality is maintained. Provide any other duties as reasonably required by the Senior Specialist: Capacity Development.
    • Quality Management System.  Maintain all department QMS procedures, directives and instructions, ensuring the ongoing availability and currency thereof on the ATNS share-point system.  Ensure up to date notification of changes to filing indices.  Maintain the ISO filing system of the department and inform the Senior Specialist: Capacity Development of any changes.
    • Stakeholder Relations Management - Establish good working relationships with students. Establish and maintain good working relationships with various internal. departments, including Finance, Supply Chain Management, Aviation Training Academy, Air Traffic Services, IT, and others. Establish sound relations with external service providers

    Minimum requirements

    Formal Qualifications

    • National Diploma in HR / Admin or other related qualification
    • B-degree in HR Management or any of the HR disciplines will be an advantage

     Experience

    • At least 2 years administrative experience in human resources development and leadership development programs

    Officer: Safety, Health and Environment (SHE) WC and EC

    Job description

    • SHE Managment Systems Maintenance - Ensure compliance to the Occupational Health and Safety Act, NEMA and other relevant SHE requirements. Implement SHE change and communication programmes for the sites such as toolbox and campaigns.  Implement corporate SHE programmes across the organization. Assist in the implementation and maintenance of the ATNS’ environmental management system (ISO 14001:2015) and OHS management system (ISO 45001:2018). Monitor and ensure that document and data control systems are maintained in accordance with SHE standards. Implement programmes aligned to the ATNS corporate strategy across the organization. Review management system documentation for the sites in accordance with the ATNS’ environmental management system (ISO 14001:2015) and OHS management system (ISO 45001:2028) for the sites. Conduct SHE awareness training to employees, contractors and visitors. Ensure compliance at regional stations with applicable environmental legislative requirements and best practices as guided by corporate environmental compliance obligations.
    • Safety, Health and Environmental Governance - Implement and monitor compliance with Safety, Health and Environmental policies and processes. Maintain on-site SHE file. Ensure that the training of health and safety representatives, first aiders, fire representatives, and evacuation representatives is up to date. Ensure on-site legal appointments are up to date. Coordinate on-site Health and Safety Committee meetings and ensure records are properly maintained. Conduct workplace inspections. Conduct on-site SHE induction. Ensure implementation of the ATNS SHE manual. Operationalise and monitor approved annual environmental plans in line with ATNS environmental and safety strategies.  Monitor and guide the implementation of safety, health and environmental requirements in current and new operational projects and initiatives.
    • Safety, Health and Environmental Assurance, Auditing and Training - Implement annual audit programme and coordinate for internal & external audits for sites, projects and contractors. Undertake environmental audits and inspection to determine compliance with authorizations and related. Environmental Management Programme (EMP) for projects. Conduct regular inspections to identify potential risks, opportunities and make recommendations to ensure regulatory compliance. Monitor adherence to compliance obligations, audit findings and recommend corrective and preventative actions and support sites in addressing findings. Submit weekly, monthly and quarterly performance reports. Collate and present operational SHE metrics such as waste, water, incident stats, energy etc. ensuring data confidence (accuracy and consistency). Assist in acquiring and maintaining environmental management system accreditation and occupational health and safety management system. Support the integration with other standards such as Quality management and Occupational health and safety management systems. Promote SHEQ awareness and communication through conducting training and education across business units and levels of the business and contractors as well as maintaining control and training registers for key internal stakeholders (SHE reps, Fire wardens, Evacuation reps. etc.). Contribute to the identification of SHE-related training needs for respective corporate competency training needs analysis.
    • SHE Incident Reporting and Investigation - Ensuring the effective management of injuries and occupational diseases through efficient diagnostic processes, disease reporting, recording and investigations, Compensation for Occupational Injuries and Diseases Act (COIDA Act) processes management. Provide SHE incident management awareness training to employees. Investigate OHS accidents or incidents to discover causes and handle worker’s compensation claims. Investigating and reporting environmental incidents for the sites and projects, including following up on recommendations timeously.        Follow up on incident and accident investigation recommendation for sites. Conduct training and presentations for SHE incident and accident prevention.
    • Contractor management - Evaluate/assess contractor’s SHE files as per Construction regulations. Conduct SHE induction for contractors on site. Audit contractors on site. Ensure / enforce contractors’ SHE compliance.
    • Hazards Identification and Risk Assessment (HIRA) - Develop workplace baseline risk assessment. Reviewing the physical and activity-based risk assessments on a continuous basis.
    • Reporting and Engagement - Collaborate with local internal and external stakeholders in the implementation of safety, health and environmental programmes.   Ensure regional documents and records are created, updated and controlled in accordance with approved processes. Analyse occupational health, safety and environmental data to identify trends and make recommendations.  Report to the SHE unit on occupational health and safety and environmental performance on parameters namely Water, Waste, Energy, Carbon Emissions, noise management, and health and safety performance metrics. Contribute to the SHE input for corporate sustainability reports and programme reporting. Continuously update environmental templates, forms and reporting systems to enable efficiency in responding to environmental matters and to support decision making. Participate in working groups and cross functional teams where applicable. Assist in the preparation of monthly, quarterly, and annual performance reports.   Ensure alignment and management of programmes to budget and time requirements. Identify areas for continuous improvement.

    Minimum requirements

    Minimum Qualifications 

    • Bachelor's degree or National diploma in Environmental sciences/management/health, equivalent qualification in Safety Management, Environmental Management or related field.
    • Valid RSA driver's licence Cod 08.

    Minimum Experience 

    • Must have a minimum of 2 years’ experience in occupational health and safety, environment management or aviation safety management.
    • Experience/knowledge in implementing Environmental Management System (ISO 14001:2015)/ Occupational Health and Safety (45001:2018) and or Safety Management System (SMS).
    • Understanding of the environmental issues, OHS issues and aviation safety-related issues.

    Minimum Qualifications

    • Air Traffic Control qualification or engineering qualification.
    • SAMTRAC or NEBOSH certificate (advantageous).

    Minimum Experience 

    • Must have a minimum of 5 years' experience in air traffic management or engineering experience.

    • Understanding of teh OHS, Aviation and Environmental compliance requirements.

    Systems Engineer: Planning (Re-advertisement)

     KEY TECHNICAL AND TACTICAL PLANNING RESPONSIBILITIES

    •  Compile technical functional specifications for CNS systems and equipment in area of expertise for procurement purposes under the guidance of a Senior Systems Engineer. Develop tender documents, acquisition and implementation documentation under the guidance of a Senior Systems Engineer. Participate in contract negotiation sessions with bidders and contractors. Participate in site acceptance and commissioning tests of new CNS systems and equipment to ensure that specified requirements are met under the guidance of a Professional Engineer.
    • Participate in the establishment of the Bid Specification Committee and the Bid Evaluation Committee. Evaluate change requests that will have a material impact on the performance or operation of deployed systems, as a member of the configuration management team environment, under the guidance of a Professional Engineer. Develop and maintain planning and prediction models. Prepare relevant plans, processes, procedures, business cases and safety cases for introducing new technologies into the operational environment. Make presentations to management on the recommended research approach to be followed, under the guidance of a Professional Engineer. Conduct research of ATM/CNS technologies in the global environment, under the guidance of a Professional Engineer
    • Make presentations to ATNS and third parties on research and development project outcome. Attend seminars, conferences, workshops, etc. on related matters. Establish benefit levers for projects in alignment with business needs and requirements and ensure that the project prioritisation process is followed. Participate in seminars, conferences, workshops on related topics. Ensure that projects have project plans in line with the corporate project management framework. Identify plans, processes, and procedures for ensuring that planning for relevant safety cases for introducing new technologies into the operational environment, under the guidance.

     PERFORMANCE QUALITY

    •  Participate in site acceptance and commissioning tests of new CNS systems and equipment to ensure performance requirements as specified are met. Support the Senior Systems Engineer in managing the quality and performance of CNS systems and the implementation of CNS projects

     CNS and ATM Systems Planning

    • Participate in the preparation of the ATNS CAPEX plan using your area of expertise and inputs from other ATNS departments as regards ATM operational needs, equipment obsolescence and research and development outputs. Participate on an ad-hoc basis in the preparation of the ATNS submissions to the ATNS Regulating Committee. Participate in ATNS user consultation meetings
    • Review ITU-T agenda items and provide input to ICAO specifications. Develop an understanding of the ATM community and the CNS and ATM technology needs.

     Governance,  Compliance and Risk Management

    • Contribute to the development and implementation of relevant policies, processes and control measures to enable effective management and execution of required deliverables
    • Identify risks associated with technology projects and establish effective mitigation. Ensure compliance with all relevant legislation, regulations, policies and processes. Support and ensure compliance with the ATNS Quality Management System. Prepare and submit reports to meetings as required under the guidance of a Professional Engineer. Make submissions for approval to the appropriate authorising authority under the guidance of a Professional Engineer. Prepare ad hoc reports as required by clients and management under the guidance of a Professional Engineer. Attend required departmental and company meetings.

     Stakeholder Relations Management

    • Develop and maintain sound relationships with all key stakeholders to support ongoing collaboration and alignment. Interact with various levels within the organisation on technology and project-related activities. Interact with various levels within the organisation on technology and project-related planning activities. Build internal partnerships through interaction with multiple departments within ATNS. Provide recommendations when required for the prevention of problems that have occurred in one area from occurring in another by proactively identifying the cause and promoting preventative action.

     Financial Management

    • Provide inputs into the budget development process. Manage delegated expenditure in line with business needs and priorities, and within set financial parameters. Report expenditure including any possible deviations to the budget on a monthly basis. Ensure compliance with ATNS Finance policy and Delegation of Authority. Ensure efficient utilisation of the approved budget. Manage costs involved while maintaining quality of service. Compile and provide required reports on utilisation of the budget. Identify and prevent irregular and fruitless and wasteful expenditure. Provide the required supporting documents to enable effective auditing processes.

    Minimum requirements

    Formal Qualifications

    • BSc or BEng Degree in Electronic / Electrical/ Computer Engineering
    • Professional Engineer registration with ECSA or eligibility to register as a Professional Engineer and Systems Engineer Professional
    • Registered as a Candidate Engineer with ECSA

     Experience

    • Minimum three years post-qualification experience in electrical/electronic engineering
    • Sound understanding of CNS/ATM technologies
    • Sound knowledge of International Civil Aviation Organisation Standards and Recommended Practices as applied to communication, navigation or surveillance systems
    • Experience in, and in-depth knowledge of planning, specifying, acquiring and implementing engineering projects
    • Understanding of ICAO Standards and Recommended Practices, especially related to Communication, Navigation and Surveillance Systems

    Specialist - ATS Safety Implementation

    Job description

    • Strategic Alignment - Develop, implement and manage the Air Traffic Services Safety Implementation (ASI) strategy for Operations to ensure the effective and safe delivery of air traffic management services, ensuring alignment with the broader Operations and ATNS business strategies;  Conceptualise and develop the Safety Implementation strategy supported by the Head of ASE and the COO;  Leverage data analytics and information to enable the provision of meaningful ASI inputs and insights into the long-term Operations strategy;  Support the Head of ATS Safety & Efficiency, the COO and the Operations leadership team in the development, implementation and management of the Operations strategy to ensure achievement of strategic Operations targets and objectives;  Drive delivery of the required ASI projects/initiatives to be on time, within budget and to the required standard;  Analyse safety trends, developments and metrics to inform adoption of the required solutions, programs, and initiatives in line with business needs and priorities;  Provide inputs into the development and implementation of an integrated annual business plan for ASE to enable the achievement of strategic business objectives.
    • Air Traffic Safety Implementation - Ensure effective, efficient, and safe delivery of air traffic management services through the development, implementation and management of the Air Traffic Services Safety Implementation (ASI) strategy for Operations in alignment with the broader ATNS business strategy;  Develop and execute plans and programs for the advancement of safety within Operations;  Develop and implement safety policies, processes and procedures for Operations to enable the effective management of safety, and ensure compliance thereto;  Evaluate practices, processes, procedures and facilities to identify and assess strategic and operational business risks and develop effective mitigation;  
    • Engage with Operations employees and management to conduct safety training and to give presentations on safety management and accident prevention;  monitor compliance to policies, legislation and the ICAO, CATS & CARS regulations and requirements by inspecting relevant units within Operations on a regular but random basis;  Investigate accidents and safety events to determine and understand root causes in order to prevent reoccurrence;  Recommend solutions to safety issues, improvement opportunities or new preventative measures and controls;  Report statistics on safety issues to Operations management to improve awareness and understanding of the status of safety and potential risks;  Conduct research and statistical data analysis to improve safety across Operations;  Benchmark safety management outputs against national, regional and global trends and practices;  Provide specialist advice with regards to the management of Corporate and Operations safety;  
    • Promote and continuously improve safety and related processes;  Contribute and support operations to ensure efficient and effective sectorisation of ATM services;  Participate in continuous improvement of the safety management system and related safety processes to continuously increase effectiveness;  Create awareness of the safety management system throughout Operations;  Coordinate the development of safety cases for processes and systems within Operations to facilitate approval thereof;  Coordinate the application for operational exemptions to regulations;  Drive system improvements to ensure availability of the most effective systems and tools to enable efficiency within Operations.;  Identify and undertake ASI related projects to enable achievement of strategic ATNS safety objectives;  Collaborate with S&R and Business Services on all safety related matters;  Coordinate with Strategy and RDI on possible research activities for continuous improvement of aviation safety;  Attend seminars, conferences, workshops, etc on safety related matters to remain abreast of the current and future landscape.
    • Governance, Measurement, Risk and Compliance Management & Reporting - Formulate and implement a robust governance framework for the effective management of safety within the ASE environment;  Continuously monitor and measure compliance to aviation regulations and internal frameworks governing safety;  Lead the assessment and management of ASI project risks;  Identify, assess, and ensure effective management of risks;  Consolidate inputs from all relevant parties to develop reports on ASI for the Head of ASE, COO and other relevant stakeholders to inform decision making.
    • Stakeholder Relations Management - Build effective relationships with other relevant operational functions to ensure the required resources are available to drive safe, efficient, and effective service delivery within ASE; Establish and maintain collaborative relationships within workstreams within Operations to ensure alignment and optimal service delivery;  Ensure all stakeholders are managed effectively.
    •  Financial Management - Manage expenditure in line with business objectives and priorities, and within approved  financial parameters; Participate in, and provide inputs into the development of the ASI budget;  Report expenditure on a monthly basis including variances when required.
    • Air traffic control qualification .
