    Operational Manager

    KEY RESPONSIBILITIES:

    • Manage and ensure scheduling, installation, repair, and maintenance of all mechanical equipment at various Wastewater Treatment Works (WWTW), in compliance with Occupational Health and Safety Act (OHSA) and SANS codes of practice.
    • The duties include, but not limited to, classifying mechanical equipment based on its criticality, overseeing first-line maintenance, and ensuring that outsourced mechanical repairs meet the required quality standards.
    • The role involves conducting investigations into mechanical operating methods and, with approval from the Maintenance Manager, implementing system upgrades or modifications to improve performance. Review and update mechanical drawings following plant upgrades. Manage staff in accordance with HR policies and identify training and development needs in line with Johannesburg Water’s skills development plan.
    • Perform risk assessments, job assessments, and actively participate in safety-related appointments such as Disaster Management and Safety Committee representation, since safety is a key focus in JW. Provide input for annual CAPEX and OPEX budgets, maintain records of expenditure per equipment item, and flag high-cost assets for management attention.
    • Expenditure control to ensure alignment with operational objectives. Liaise with contractors to ensure timely completion of outsourced work and coordinate with suppliers to guarantee the prompt delivery of mechanical spares.

    JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

    • N6 plus Mechanical Trade Certificate.
    • 5 years in repairs and maintenance of mechanical equipment, of which 2 must be at supervisory level.
    • Knowledge of Basic Occupational Health and Safety in the workplace.
    • License Code EB.
    • Specific Occupational Medical Fitness.

    Chief Quantity Surveyor

    KEY RESPONSIBILITIES:

    • Directly manage all Commercial aspects of CAPEX Projects. Assist Senior manager in developing and implementing policies, procedures and guidelines for CAPEX Contract administration with the latest MFMA, PFMA and JW SCM policies. Develop and implement monitoring and evaluation in line with SDBIP/ Infrastructure Planning/ PMU and ESU standards. Implement SHREQ where appropriate. Apply General Business Practices (Business Acumen). Performing and discussing, in line with Performance Management System, the Performance Appraisal on a quarterly basis. Recommend training needs of the Quantity Surveyors. Manage contractors and project implementation in liaison with Senior Manager PMU.
    • Manage procurement process for all CAPEX Contractors. Manage the quality of Tender/Bid Documents prepared by PMU/ESU and Outsourced Service Providers. Develop appropriate procedures (SOPs) to provide sustainable Legal Contracts Management services. Develop and manage CAPEX budget control expenditure by ensuring spending is appropriate and necessary for achievement of objectives. Administer the CAPEX Legal Contracts Management Dashboard. Compile reports and statistics on Legal Compliance. Manage and utilize in-house MIS system relevant to the discipline.
    • Manage and utilize the relevant software to meet contractual MFMA and PFMA requirements. Assist PMU in procurement process of Capital and Operation projects within the CAPEX environment. Be directly responsible for CAPEX/OPERATIONS Procurement Documents from Bid documents reviews to Tender Award. Utilize the latest Quantity Surveying information technology and cost measurement techniques to eliminate contradictions of BoQ’s and Specifications. Ensure that there is value for money on all CAPEX projects.

    JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

    • Degree in Quantity Surveying
    • Minimum 15 years’ experience in infrastructure projects and Contract Cost Management
    • Understanding of Supply Chain Management & related experience in MFMA and Contract Law
    • Knowledge and experience in NEC / JBCC /FIDIC/ GCC

    Civil Engineering Technician

    KEY RESPONSIBILITIES:

    • Prepare design reports which are substantiated with calculations and computer analysis network designs that will be implemented. Circulate the design reports to the Planning, Operations, Project Management Unit and other Stakeholders for comment and approval. Make design recommendations based on the information gathered from the investigations. Compile tender documents with emphasis on the scope of work and bill of quantities.
    • Conduct briefings to contractors interested in tendering, take the attendance register respond to questions on site and send minutes of the briefing session to all who attended. Visit sites for inspection at every critical stage of the project, may sometimes be required to be permanently on site. Monitor progress of projects and costs and report to Manager. Process payment certificates for contactors at each stage of the project, verify information on the progress report and if work done is of required quality and process payments accordingly. Issue the completion certificate once signed by parties involved. Compile and send regular progress reports to Manager, comment on reports done by the contractor. Ensure that computer software is updated and maintained to produce better design work.

    JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

    • National Diploma Civil Engineering (NQF 6)
    • 3 years’ experience in design of water and sanitation reticulation.
    • Computer literacy in use of design packages such Techno CAD/Civil Designer/Civil 3D and AutoCAD

    Civil Engineer/Technologist

    KEY RESPONSIILITIES:

    • Organise, plan and prioritise multiple projects simultaneously for effective implementation and project tracking. Verify scope submitted through a project charter from Infrastructure Planning by liaising with Infrastructure Planning Department, Operations and Project Management Unit. Prepare preliminary design reports based on site investigation conducted. Present design reports to Senior Engineers, Operations, Infrastructure Planning and Project Management Unit.
    • Compile project specifications using the SANS1200 series, Johannesburg Water Design standards and any other relevant specification. Evaluate CAPEX tenders in line with JW Supply Chain Management Policy. Monitor contractors in terms of the contract document, GCC/JBCC/NEC as applicable and all other relevant specifications. Chair site meetings with contractors and ensure minutes are distributed on time. Prepare as-built drawings using AutoCAD or other. Attend to all defects during the defects liability period and issue a Final Approval certificate and prepare final account. Monitor expenditure versus budget on Excel. Ensure that contractors adhere to their quality plan as well as the GCC/JBCC/NEC as applicable, SA National Standards (SANS 1200) and any other relevant specification.
    • Ensure all construction materials are as per specifications. Monitor that quality tests are carried out, analysed and accepted or rejected. Analyse reports from OH&S and Environmental section and enforce compliance by contractors Report to the H&S Departments any accidents and incidents. Identify project risks and develop mitigation plans Report on issues that could impact on the project’s cash flow, safety and duration to the Project Manager. Provide mentorship support to Engineering Technicians and Trainees towards their professional development. Supervise and monitor responsibilities of Engineering Technicians, Trainees and Bursars to achieve goals and to work within budget, time and required quality.

    • Indicate proposed new services on GIS. Procure resources such as contractors, consultants and equipment in accordance with the Company’s procurement policies and procedures and CIDB legislation. Prepare and present Bid Committee reports and conduct tender briefing sessions in conjunction with Supply Chain Management Unit. Formulate project cost plans and cash flow plans before the start of the project. Monitor expenditure versus budget and report potential over- and under expenditure to the Investment Manager. Ensure that contractors adhere to quality plans as well as the GCC and SA National Standards (SANS 1200).
    • Monitor the quality of the activities on projects, consultants, contractors and all stakeholders throughout the duration of a project. Ensure overall compliance with Occupational Health and Safety and Environmental Management. Identify and quantify project risks. Develop and implement mitigation plans. Check close-out report compiled by the consultant to ensure that all the elements of the project have been recorded. Brief Ward Councilors, together with the Communications Department on the project. Manage all human resource activities related to this position.
