    Senior Researcher

    Requirements are:    

    • Eligible candidates must hold an appropriate recognised qualification at NQF Level 9 or above, or equivalent, in the fields of Social Science, Education, Education Policy.
    • A relevant recognised qualification at NQF Level 10 in these fields would be an advantage.
    • A minimum of 3 years of research and management experience with extensive knowledge of the NQF environment and related aspects, the South African system for education, training, and development, research design, methodology and analysis (quantitative and qualitative) are required.
    • Incumbents need to have good knowledge of the relevant legislation including but not limited to the NQF Act, as Amended, NQF policy suite, PFMA, National Development Plan, New Growth Path, ETD sector legislation, programme and project management, financial management, managing emerging researchers, and change management.
    • Characteristics of a transformational leader with strong managerial skills, a clear vision, and focused action would position candidates favourably.

    Duties :    

    • Conceptualise, conduct, oversee, and assist with the management of, SAQA research and SAQA’s research partnerships towards the implementation and further development of the NQF.
    • Plan, develop, manage, and contribute to, the NQF Impact Study.
    • Report on, and contribute to the dissemination of, SAQA’s research, by writing for different audiences and co-leading and participating in research events.
    • Co-lead the integration of research and policy development.
    • Provide strategic evidence-based advice, inputs, and insights.
    • Publish in peer-reviewed publications.
    • Support research capacity development at SAQA.
    • The work covers a wide range of research foci relating to the South African NQF and qualifications frameworks globally, as well as specialised work relating to redress, learner access, success and progression, and quality and transparency in the system for education, training, development, and work in the country.

    Manager: Professional Bodies

    Requirements are:    

    • The most eligible candidate must hold an appropriate and recognised qualification at qualification at NQF level 7 on the 10-level NQF or equivalent qualification at NQF level 6 on the 8-level NQF.
    • A relevant and recognised qualification at NQF Level 8 on the 10-level NQF or equivalent qualification at NQF level 7 on the 8-level NQF will be advantageous.
    • A minimum of 2 years’ management level experience with knowledge of the South African government education and training policies and systems.
    • Excellent people skills and the ability to build relationships with NQF partners and customers as well as excellent verbal communication and presentation skills. Knowledge in the interpretation of law and litigation process will be advantageous.
    • The incumbent must have a good knowledge of legislation such as the NQF Act, PFMA, policies in the professional body space, project management, and financial management.
    • Characteristics of a transformational leader with strong managerial skills, a clear vision, and focused action would position the candidate favourably.

    Duties :    

    • Effectively oversee and manage the recognition of professional bodies and the registration of professional designations.
    • Manage, grow and maintain strategic relationships with professional bodies and other relevant stakeholders.
    • Manage relevant policy implementation and policy revisions.
    • Oversee the meeting packs for SAQA committees and monitor and manage the implementation of recommendations and advice and the decisions of the SAQA Board.
    • Address all inquiries received relating to issues concerning professional bodies.
    • Monitor and ensure adherence to quality-of-service standards and end-to-end process workflows relating to servicing professional bodies.
    • Ensure that recognised Professional Bodies continue to adhere to SAQA’s Policy and Criteria, including the payment of fees for services rendered.
    • Provide the SAQA committees with good quality information to inform their decision-making.

    Manager: NQF Information Systems

    Requirements are:    

    • The most eligible candidate must hold an appropriate and recognised relevant qualification at NQF Level 7 or equivalent in Information Management, Data Science Computer Sciences, or equivalent.
    • A relevant recognised qualification in Information Management, Data Science, Computer Sciences, or equivalent at NQF Level 8 on the 10 Level NQF will be advantageous.
    • A minimum requirement of 3 years’ experience in database/system management and information management and 3 years of project or people management experience is a prerequisite.
    • The incumbent must have a good knowledge of relational databases and education management information systems, knowledge of the SAQA NQF and related environments, and data management.
    • Advanced computer literacy, programme and project management, problem-solving, and data/statistical analysis and modelling skills should be the strengths of those aspiring for this appointment.
    • Characteristics of a transformational leader with strong managerial skills, a clear vision, and focused action would position the candidate favourably.

    Duties :    

    • Consult with management to analyse computer system capability for information, data, and functional operations, to determine scope and priorities of projects, and to discuss system capacity and equipment acquisitions.
    • Maintain the NQF information systems and their data-models.
    • Oversee data designs and the creation of database architecture and data repositories. Ensure effective operations of all aspects of the core NQF information system and associated databases.
    • Manage the data loads process by ensuring data provided by Quality Councils (QCs and Professional bodies are timeously and accurately loaded into the information system.
    • Develop, publish, and implement Data Regulations for loading data on SAQA’s Management Information System.
    • Ensure the maintenance and availability of the searchable databases of qualifications and part-qualifications, Professional Bodies and Professional Designations, misrepresented and fraudulent qualifications.
    • Consult with stakeholders, organise planning sessions and facilitate workshops as required.
    • Manage relationships with internal stakeholders and act as a bridge between users and developers of the information system and associated databases.
    • Proactively seek ways to fill legacy data gaps eg through data digitisation projects and relationships with data suppliers.
    • Initiate and manage the integration of all SAQA data into the Management Information System. Initiate innovative projects to better manage databases and the analysis of data.
