    Project HSE Officer

    MAIN FUNCTIONS OF THE JOB

    • Support the Project HSE Manager in all project HSE duties as required.
    • Provide site-based HSE support, monitoring and oversight during both Principal Contractor-managed phases and phases where Teraco directly manages multiple contractors.
    • Inspect project areas in relation to Teraco requirements and ensure deviations are identified, raised and followed through to close-out.
    • Support the Project HSE Manager in ensuring that contractors work in line with Teraco requirements, approved HSE documentation and applicable legal requirements.
    • Review contractor HSE files, risk assessments, method statements, procedures, appointments, competencies and other submissions as directed, and provide comments or raise concerns where required.
    • Participate in contractor risk management processes, including review of risk assessments, method statements and communication of controls.
    • Verify the implementation and compliance of HSE work procedures, plans and controls on site.
    • Conduct site inspections, task inspections, planned job observations, field verification walks and follow-up inspections as required.
    • Assist with contractor audits and other assurance activities, including monthly audits where applicable.
    • Ensure virtual tours are conducted, recorded and tracked to close-out where assigned.
    • Monitor high-risk work, contractor performance, site conditions and interface risks, and escalate concerns where required.
    • Support incident reporting, information gathering, system capturing, investigations, Root Cause Analysis processes and close-out of actions as directed by the Project HSE Manager.
    • Participate as part of the investigation team and lead investigations where assigned and competent to do so.
    • Ensure relevant information is captured timeously on Ozone, Rapid and other required systems where assigned.
    • Support the implementation and monitoring of all applicable Teraco procedures and project HSE requirements on site.
    • Assist with inductions, HSE training, briefings and other awareness activities as required by the Project HSE Manager.
    • Attend and support DABS, HSE meetings, contractor meetings, client engagements and other relevant project coordination forums.
    • Ensure HSE signs and notices are displayed where required and remain in good order.
    • Support good housekeeping standards on site with contractors and project teams.
    • Assist in ensuring emergency preparedness arrangements, traffic management plans, crane management plans and other applicable plans are current and communicated where required.
    • Assist the Project HSE Manager with updating the Baseline Risk Assessment after incidents or material changes in the site risk profile.
    • Provide practical support and mentoring to contractor HSE Officers, HSE Representatives and employees where possible.
    • Step in and support the duties of the Project HSE Manager when required, to a reasonable and practical extent.
    • Work after hours and weekends where required in line with project requirements and company policy.

    QUALIFICATIONS AND EXPERIENCE

    • Grade 12.
    • National Diploma in Occupational Health and Safety or related field will be advantageous.
    • SACPCMP registration as a Construction Health and Safety Officer is required.
    • Minimum of 5 years’ experience in HSE as an HSE Officer.
    • Experience in construction, infrastructure, fit-out or similarly high-risk project environments.
    • Experience in inspections, audits, contractor management, incident management and HSE compliance oversight.
    • Experience in reviewing HSE files, risk assessments, method statements and contractor procedures will be advantageous.
    • Experience in data centre or mission-critical environments will be highly advantageous.
    • Computer literacy.
    • Good communication and reporting skills, both verbal and written.
    • Valid Driver’s Licence, Code 08 minimum.
    • Be willing to support other projects or urgent business requirements as directed.

    Project HSE Manager

    MAIN FUNCTIONS OF THE JOB

    HSE Oversight and Contractor Governance

    • Act as Teraco’s site-based HSE representative for the assigned project.
    • Provide HSE oversight, governance, assurance and support on behalf of Teraco.
    • Ensure contractors work in line with Teraco’s HSE Specification, Permit to Work requirements and other applicable Teraco requirements.
    • Maintain regular visibility on site and engage with contractors, project teams, clients and internal stakeholders in a professional and helpful manner.
    • Ensure HSE coordination and assurance is maintained during both Principal Contractor-managed phases and phases where Teraco directly manages multiple contractors.

     Contractor HSE Files, Documentation and Approvals

    • Ensure contractor HSE files are reviewed and approved before work starts.
    • Review contractor HSE files and submissions personally where required, and ensure that the Project HSE Officer or other competent HSE team members support this process where applicable.
    • Ensure contractor legal documentation, appointments, competencies, risk assessments, method statements, procedures and other HSE submissions are reviewed for adequacy, compliance and alignment to Teraco requirements.
    • Ensure any submission that is below standard, incomplete, generic or not aligned to Teraco requirements is returned, rejected or revised before acceptance.
    • Ensure contractors are issued with the relevant Teraco HSE information, procedures and control requirements for their scope of work.
    • Ensure that any delegated review or support function is carried out by a competent person and to the required standard.

    Monitoring, Audits, Risk Management and Site Control

    • Ensure contractor audits are conducted as required, including monthly audits of direct contractors where applicable.
    • Conduct audits, inspections, site walks and field verification activities personally where required, and ensure that these are also carried out by the Project HSE Officer or HSE team where delegated.
    • Ensure risk assessments, method statements and control measures remain suitable for the work, the site conditions and the relevant project phase.
    • Identify, monitor and escalate changing risks, interface risks, recurring control failures and high-risk activities on site.
    • Ensure virtual tours are conducted, recorded and tracked to close-out.
    • Monitor site conditions, high-risk work and contractor performance, and ensure that gaps are raised and addressed.
    • Ensure emergency preparedness procedures, traffic management plans, crane management plans and other required plans are current and issued to contractors during the relevant project phases.
    • Attend and co-lead DABS and other relevant coordination meetings.
    • Update the Baseline Risk Assessment after incidents or material changes in the site risk profile.

    Incident Management & Reporting

    • Ensure incidents, near misses and unsafe conditions are reported and managed in line with Teraco requirements and the HSE Specification.
    • Oversee contractor investigations and provide support, guidance and challenge where needed.
    • Lead investigations where instructed, or where incident severity or potential severity requires direct Teraco involvement.
    • Review contractor investigations and Root Cause Analysis reports before presentation to management.
    • Ensure information is captured timeously on Ozone, Rapid and other required systems.
    • Ensure Root Cause Analysis reports are submitted within the required timeframes and presented to the Regional HSE Manager and National HSE Manager where required.
    • Ensure investigation actions are tracked and followed through to closure.

    Procedures, Systems and Improvement

    • Support the implementation and improvement of Teraco HSE procedures and systems on site.
    • Assist in developing, reviewing and refining procedures where required.
    • Support the application of LOTO, energisation and Permit to Work requirements.
    • Provide commissioning HSE oversight and support Operations Infrastructure Management Project activities where required.
    • Provide feedback to the Regional HSE Manager and National HSE Manager on site risks, system gaps, recurring issues and improvement needs.

    Team Leadership and Development

    • Manage, support and guide the Project HSE Officer.
    • Provide mentoring, coaching and practical support to the Project HSE Officer and HSE Administrator.
    • Ensure that delegated HSE duties are carried out by competent persons.
    • Support the growth, learning and development of junior HSE personnel.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree in Occupational Health & Safety, Environmental Management, Engineering or related field.
    • SACPCMP registration as a Construction Health and Safety Manager.
    • Minimum 5 - 8 years of relevant HSE experience, with at least 2 years in a management or senior HSE role within a large organisation or complex project environment.
    • Proven experience in construction, infrastructure, fit-out or similarly high-risk project environments.
    • Demonstrated experience in contractor management, compliance oversight, incident management and HSE assurance.
    • Experience in reviewing and approving HSE files, risk assessments, method statements and contractor procedures.
    • Experience in mission-critical facilities such as data centres, power plants or similar environments will be highly advantageous.
    • Strong knowledge of South African construction health and safety legislation and related legal requirements.
    • Experience with digital HSE management systems and reporting platforms.
    • Willingness to support other projects or urgent business requirements as directed.

    Project HSE Administrator

    Main function of the Job

    • Support the National HSE Lead: Infrastructure Development with HSE administration, capturing, reporting, filing and system-related duties.
    • Capture HSE information manually or on approved systems as instructed.
    • Update and maintain HSE trackers, registers, records and department documents as required.
    • Upload HSE documents, records and information to approved systems and platforms, including the H Drive and other approved project management systems.
    • Maintain document filing, document control and archiving for HSE records and project documentation.
    • Assist with the monitoring and maintenance of Rapid Contractor, Rapid Incident, Rapid Risk and other approved systems.
    • Activate and deactivate staff on relevant systems and arrange ticket logging on Ozone or other approved systems where required.
    • Capture incident information, transfer information between systems where required, and monitor discrepancies for follow-up.
    • Notify the National HSE Lead: Infrastructure Development where information is not up to date, incomplete or not correctly captured.
    • Assist with capturing HSE statistics, compiling report inputs and submitting information to the National HSE Lead: Infrastructure Development and Regional HSE Manager as required.
    • Assist with the capturing and tracking of What Did You See campaign information and other HSE campaign data.
    • Take meeting notes and minutes for the Regional and National HSE Leads when required, type minutes and issue them as directed.
    • Assist with Letters of Appointment, appointment trackers, training matrixes and related HSE administrative records.
    • Arrange training bookings and support training administration as required.
    • Present inductions and other approved HSE presentations provided to her as required.
    • Update induction registers, training records and related attendance records.
    • Follow up with contractors for toolbox talks, training records and other required HSE administrative documents.
    • Scan, file, upload and organise check sheets, procedures, communications and similar documents as required.
    • Retrieve HSE records, reports and information from systems or electronic files when requested.
    • Support Project HSE Managers and Project HSE Officers with project-related administration and follow-up duties where required.
    • Support the ongoing development and implementation of digitised HSE systems and new internal processes where required.
    • Maintain a high standard of accuracy, filing, follow-up and confidentiality in all work

    Qualifications and Experience

    • Matric.
    • Relevant tertiary qualification will be advantageous.
    • Minimum of 5 years’ experience in HSE administration.
    • Experience in capturing, filing, document control, trackers and reporting administration.
    • Experience working with HSE systems, databases and digital platforms will be advantageous.
    • Good working knowledge of Microsoft Word, Excel and PowerPoint.
    • Intermediate Visio will be advantageous but is not mandatory.
    • Ability to work on site and support project-based HSE administration requirements.

    Solutions Specialist

    MAIN FUNCTIONS OF THE JOB

    Client power capacity planning, assignment, monitoring and reporting

    • Utilise both formal and on-the-job training to become a subject matter expert in Teraco data centre power and cooling understanding. Understand power capacity and distribution of the data centres and energy centres.
    • Review non-standard requests including any non-standard power requirements, and allocate footprints based on power availability, cooling and equalisation of power distribution/load balancing principles.
    • Monitor power utilisation against power sold, to proactively intervene where power use exceeds capacity.
    • Develop & implement power monitoring and planning analytical models with the Data Analytics department, to improve planning and track implementation.
    • Attend to tickets logged with threshold exceeded warnings on footprint clients and ensure capacity limits are not exceeded. Collaborate with the Revenue Controller to ensure that additional power licences are sold where clients exceed power balancing thresholds.
    • Own power capacity planning to busbar / PDP level ensuring system balancing of distributed redundant systems and collaborate with the Infrastructure Management Electrical Engineer in power capacity planning to the energy centre level.
    • Management of the cabinet power and cooling tool sets.
    • Own the quality of the client power data in the system and drive continuous improvement with both the software development and operations teams. Perform analytics on data to proactively identify data errors for intervention.
    • Support the Head of Solutions, in preparation of the monthly power capacity reporting meetings and within 18 months, take over responsibility for leading these meetings.

      Non-standard Client Solutions

    • Detailed client designs for non-standard solutions – engage with the professionals in design, and obtain signoff from relevant DCM.
    • Review and sign-off co-ordinated as built drawings for all non-standard client deployments.
    • Obtain and review quotes for non-standard designs – ensure that pricing & quoted elements matches client and Teraco’s specifications and agreed pricing arrangements.
    • Work with 3rd party vendors and suppliers to ensure acceptable service levels are met and necessary services are performed, and to be informed of latest changes and improvements in the data centre market segment.  Evaluate quote and most cost effective pricing and ability to interpret quotes to ensure that they meet the required design.
    • Assist Sales, Service Management and Project Managers with a solutions and support approach, on a technical level with particular focus on power and cooling including assisting with solutions and support on routing, network and security.
    • Assist Sales with solution designs on RFI’s and Tenders.
    • Assist Service Management and Operational and Infrastructure Project Management Team with client Project roll-outs and sign off of installed against design.
    • Implement defined standards, policies and procedures in line with ISO methodologies.
    • Be familiar on a comprehensive capacity plan for Teraco. This will include, but is not limited to, power, space, cooling and BMS endpoints.
    • Respond to and perform miscellaneous duties as directed by management.
    • Act as technical resource for all client project builds, ensuring standards and qualities are applied in accordance with Teraco standards and client design specifications.
    • Assist in ensuring consistent optimization of all systems (hardware & software) to achieve business targets.
    • Stay abreast with new technologies, products and designs.

    QUALIFICIATIONS AND EXPERIENCE

    • Matric qualifications
    • Diploma or background in Electrical Engineering
    • Knowledge of electrical solutions i.e AC/DC, Single Phase, 3-Phase.
    • Knowledge in routing solutions
    • Knowledge of cabling networks beneficial
    • 3 years relevant working experience
    • Advanced Microsoft Excel  skills beneficial
    • Certified Data Centre Professional (preferred)
    • Full understanding of a data centre infrastructure and environment
    • Understand electrical components SLD’s
    • Understand mechanical components for SLD’s
    • Own transport. Note: may include travel to various sites. Local via own transport.
