    Employee Relations Manager: : Head Office

    Key Performance Areas will include but not limited to the following: 

    • Develop and implement a W&RSETA employee relations strategy towards establishing and maintaining good relationships between employer and employees 
    • Advise management in development, application and interpretation of labour relations law, policies and practices 
    • Review and offer legal opinion on variation and amendments to contracts of employment and / or terms and conditions of employment with regard to contemporary legislation and case law 
    • Contractual amendments formulated where and if applicable. 
    • Review and advice in respect of potential employment law risks associated with change initiatives 
    • Risk assessment of current employment/ service provider practices (Independent Contractor Agreements) and procedures with amendments made / implemented where necessary 
    • Advice and assistance in instances, where large employee skill gaps exist and continue to re-main. Provision of legally defensible remedy in such instances 
    • Advisory assistance and guidance in proceedings pertinent to chairing of misconduct / incapacity hearings and / or same provision of assistance in the prosecution on behalf of the organisation in matters of serious misconduct 
    • Advise management on matters related to the administration of employment contracts or employee discipline or grievance procedures 
    • Interpret contractual agreements for employers and employees engaged in collective bargaining or labour relations processes and advise management accordingly 
    • Ensure that grievance handling and disciplinary proceedings are carried out in line with company policy and procedure 
    • Drafting of employee and union communications for final review and utilization by the Senior Human Resource Manager 
    • Development of a continuously strategy and plan that will ensure minimum disruption to operations in case of labour actions 
    • Develop and facilitate labour law training sessions for managers to ensure all managers are appraised and confident in labour matters 
    • Ensure all changes in labour law are efficiently implemented and all managers are informed 
    • Arranging and scheduling meetings between employees and management, to investigate and resolve grievance and disciplinary proceedings 
    • Mediate discussions between employer and employee representatives in attempt to reconcile differences 
    • Supporting managers at disciplinary or grievance hearing in the event of collective disputes or individual action and ensure that any required follow-up action is taken 
    • Effective and efficient preparations for CCMA and/or Labour Court cases and its presentation at the CCMA and/or Labour Court in consultation with the relevant line managers 
    • Facilitates induction of employees on new policies and procedures 
    • Monitor the status of all IR related matters and ensure management is continuously informed 
    • Accurately report on a monthly basis on all labour relations matters ensuring clear representation of the current status 
    • Close working relationship with the Human Resource Business Partners to ensure optimal client support and satisfaction 
    • Effectively plan, coordinate, manage and execute ad hoc projects 

     Minimum Qualifications and Experience 

    • Degree in Labour Law, post graduate qualification will be advantageous 
    • Minimum of 5 years’ experience in the efficient and effective management of industrial relations in a highly unionised environment.

    Manager: Contract Management and Compliance (Re-Advertisement )

    Key Performance Areas will include but not limited to the following: 

    • Development of Contracts Management System which involves development, maintaining and monitoring the W&RSETA Contract register to minimize unnecessary irregular expenditure (material or non-material) 
    • Working with and managing multiple stakeholders including the lead team (Internal and External) clients 
    • Supplier Relations Management – develop, maintain and promote relations on behalf of SETA interest 
    • Manage service provider performance and implement corrective measures where there’s poor or unsatisfactory performance.

    • A minimum 8 years’ experience in Contract Management, Service Level Agreement, Governance and Compliance in a large organisation 
    • Minimum 5 years’ experience obtained in a Supply Chain management/procurement environment; and 
    • In-depth knowledge and understanding of Corporate Governance and Regulatory frameworks Public Financial Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA) and its most recent regulations as well as guidelines, notices and instruction notes issued by the relevant authorities from time to time

    Quality Assurance Officer : KwaZulu-Natal

    Key Performance Areas will include but not limited to the following: 

    • Effective and efficient end-to-end delivery, execution, coordination and implementation of quality assurance services on projects and programmes ensuring delivery within specified timelines and contract specifications 
    • Facilitate accreditation activities, including capacitation of Skills Development Providers (SDPs) on QCTO accreditation and extension of scope processes

    Key Performance Areas will include but not limited to the following:

    Specialist: Quality Management System (Re-Advertisement)

    Key Performance Areas will include but not limited to the following: 

    • Develop and implement a quality management system for the SETA nationally which will ensure the performance of programmes, projects and services meets and conforms to the required quality standards and guidelines internally and externally 
    • Provides oversight for the development and maintenance of quality programs, systems, processes and procedures that ensure compliance with policies and that the performance and quality of services conform to established internal and external standards and guidelines 
    • Provides expertise and guidance in interpreting policies, regulatory and/or governmental regulations, and internal regulations to assure compliance 
    • Close working relationship with operations and provinces to provide process analyses oversight on a continuing basis to enforce requirements and meet regulations 
    • Leads audit and inspection preparation, resolution of audit and inspection findings and liaises with auditing groups and inspectors through all stages of the audits 
    • Prepares reports and/or necessary documentation in terms of proposed corrective and preventative actions and provides to applicable stakeholders, both internal and external recommendations and advice 
    • Coordinates legal requests in support of government investigations or litigations

    • Facilitates uniform standards for the SETA is implemented across all operations and continuously monitor adherence to standards

    Finance Officer: Western Cape (Re-Advertisement)

    Key Performance Areas will include but not limited to the following: 

    • Develop and maintain the regional commitment register and ensuring that all payment submissions are aligned and compliant to contract specifications before submission to Head Office Finance 
    • Responsible for compiling and maintaining the discretionary grants accruals for the region and report monthly to Head Office Finance. 
    • Ensure invoices received from stakeholders are checked for compliance, allocated correctly and signed off before payments by Head Office Finance 
    • Ensure that credit notes that are issued by the stakeholders are correctly accounted for in the accruals listing and reported to Head Office Finance

    • Upon payments to stakeholders ensure the appropriate communication in the form of remittances and reconciliations 
    • Manage, control and monitor the regional budget ensuring cost effective utilization 
    • Review and sign-off on the petty cash reconciliation 
    • Ensure all regional office facility management invoices are submitted timeously for payment 
    • Monitor and maintain the assets register for the region ensuring accuracy and up-to-date status 
    • Advice and support the Provincial Manager and the team on cost management, finances and procurement, RFP’s 
    • Receive regional financial reports on a monthly basis and verify to ensure accuracy and correlation between Head Office Finance and regional finance 
    • Follow-up on outstanding invoices to ensure sound close out of projects 
    • Review Commitment registers and submit to Head Office Monthly for Consolidation. 
    • Transfer of knowledge to ensure a common understanding of PFMA to regional team members 
    • Ensure adherence to W&RSETA policies, procedures, PFMA and relevant legislation 
    • Close working relationship between the region and finance to ensure the regional financial needs and requirements are met 
    • Petty Cash Management in the region 
    • Maintain a good relationship between the different divisions to continuously support performance and delivery against set objectives 
    • Adhere to sound corporate Governance in all aspects of the KZN SETA’s operations 
    • Ensure all behaviours and conduct are aligned with the SETA values 
    • Effective, professional communication and dialogue with all Stakeholders 
    • Effectively plan, coordinate, manage and execute ad hoc projects  

    Minimum Qualifications and Experience 

    • Bachelor’s Degree / National Diploma in Accounting/Financial Management 
    • Minimum 3 years’ experience in an accounting environment (at an assistant/junior accountant level) 
    • Excellent knowledge and understanding of PFMA and Treasury regulations 
    • Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape
