    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organisation.

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Support staff in assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardisation of information management and performance reporting across WFP.
    • Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
    • Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
    • Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.
    • Participate in the testing of and providing feedback on SPR Intelligent Next Generation system features and functions.

     

    KEY ACCOUNTABILITIES (Continued)

    • Support the preparation of Standard Project Reports (SPRs) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
    • Collaborate with counterparts internally to ensure consistency in humanitarian information and to complement WFP analysis and information.
    • Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting, for example through scheduling the delivery of the OIM & PR training on core competencies.
    • Support COs or RBs in emergencies by preparing, organising and providing secretarial support to Operational Task Forces (OTFs).
    • Provide feedback on activities associated with the Corporate Performance Reporting Improvements.
    • Support the initiatives for developing improved, streamlined, and harmonized OIM & PR including drafting of OIM & PR related normative guidance, as required.
    • Support the assurance of defined quality standards in all processes and products.
    • Other duties as required.

     

    STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:

    Education:

    Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

    Experience:

    • At least one year or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

    Knowledge & Skills:

    • General knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.
    • Strong written and oral communication skills, including substantive analysis and report writing skills.
    • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

    Language:

    • Fluency (level C) in written and spoken English language.

    Aviation Associate(Passengers), Special Service Agreement SSA6 (3 months Extendable)

    ORGANIZATIONAL CONTEXT

    This job is found in Johannesburg Regional Office and reports to the Humanitarian hub Coordinator or an Aviation Officer.

    At this level, the Job holder operates in locations characterized by a complex security situation and/or a higher volume of flights generating additional number of processes and details that must be completed. The Job demonstrates personal responsibility and initiative to respond independently to queries and problems with only general guidance, using a strong understanding of the local context. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. The job holder specialise in either air transport or air movement, and perform a specialised technical role, or in some situations may supervise and coordinate a team of staff. The Job holder can also be based in an office with no direct professional technical supervisor on the ground, and therefore expected to resolve routine issues and take decisions quite independently.

     

    JOB PURPOSE

    • To provide and/or oversee a range of coordination, administrative and technical activities that support the delivery of a safe and effective air service to the humanitarian community.

     

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Provide operational coordination and technical support for air operations, ensuring compliance with WFP standards, including risk management processes, to support safe and effective air operations for humanitarian community.
    • Liaise with airport officials, other local authorities and external parties in order to obtain necessary clearances, documentation and authorisations required for air operations.
    • Carry out pre-flight actions to ensure that all registered passengers and cargo are duly carried on the flight in coordination with crew to ensure safe flights.
    • Collate all post-flight documentation in order to confirm flights have taken place in compliance with established conditions and, occasionally, review and evaluate the performance of air operators.
    • Resolve or escalate operational problems, using initiative, liaising with all parties, and navigating complex security landscapes, to ensure their timely resolution in adherence with WFP standards.
    • Support negotiation of local service contracts in order to establish effective partnerships on optimal terms and conditions facilitating air operations.
    • Research and analyse data, and produce technical reports that enable decision-making and support planning, execution and reporting in order to ensure contractual performance.
    • Update and further develop existing databases and records, ensuring that relevant information is accurate, organised and available for others to access, and supports reporting requirements.
    • Respond to customer queries, following standard processes and obtaining guidance or escalating as required, to ensure timely resolution of all enquiries with a high standard of client service.
    • Build relationships with internal counterparts, in order to support the alignment of aviation activities with wider programmes and ensure a coherent approach to air operations.
    • Supervise the work of other staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
    • Make evidence-based recommendations, and support process reviews and improvements in methods and practices, in order to maximise the performance of air operations and related activities.
    • Establish or maintain minimum procedures necessary to ensure a sound safety management system for the conduct of air operations.
    • Follow standard emergency preparedness practices to support WFP to quickly respond in its core areas at the onset of a crisis.

     

    FUNCTIONAL CAPABILITIES

    • Supply Chain Management and Optimization: Displays aptitude at monitoring and reporting on supply chain operations to enable teams to efficiently assess the performance and sustainability of current networks.
    • Planning, Project & Resource Management: Collects and analyses relevant technical data from diverse sources to forecast operational needs under various scenarios and makes evidence-based proposals.
    • Information Management & Reporting: Collates accurate and timely information and data to enable informed decision making on reporting within individual unit and consequently the greater humanitarian community.
    • Service Provision, Aviation Contracting & Operational Execution: Demonstrates ability to negotiate small contracts/ portions of larger contracts in order to establish partnerships that appeal to the best interest of all parties.
    • Aviation Performance Measurement & Quality Control: Demonstrates ability to enforce adherence to WFP's operating and quality standards within own teams to ensure that aviation operations are carried out in a high quality, safe, timely, and responsible manner.
    • Specialized Technical Knowledge in Aviation, Safety and Security: Uses aviation systems to monitor operational, safety and security issues in WFP’s aviation services such as airlift and airdrop operations, evacuation flights, and other chartered flight operations.

    • Education: Completion of secondary school education. Post-secondary certificate in air traffic control, flight dispatch, aeronautical engineering or related field is essential for Air Operations roles, desirable for Air Movement roles.

    ORGANIZATIONAL CONTEXT

    This position is found in Johannesburg and reports to the Humanitarian Hub Coordinator or the designate. The position hholder is subject to overall normative and technical direction of WFP Engineering in relation to all matters of engineering services and construction activities.

    He/She is involved in day–to-day practical engineering activities and analytical work. Subject to the overall guidance, the position holder completes assignments and provides advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.

     

    JOB PURPOSE

    • To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs for the COVID-19 humanitarian hub in Johannesburg.

     

    FUNCTIONAL CAPABILITIES

    • Business Support Services & Reporting: Exhibits ability to convert business plans into clear actions for team members to support the implementation of the program. Collects and reports data to draw out fact-based insights.
    • Internal Controls & Risk Management for Administration and Engineering: Utilises understanding of risk management approaches and internal controls to monitor projects and programmes to confirm regulatory compliance, ensure data integrity and ensure client satisfaction.
    • Resource Management for Administration and Engineering: Monitors trends in staffing and resource usage to anticipate and escalate potential issues to programme leaders and key clients.

    This job is found in Johannesburg Regional Bureaux. The Job holder reports to a Logistics Officer, Head of Unit or the designate. At this level, the job holder demonstrates responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. The Job holder typically manage a small team, supervising and coaching staff.

     

    JOB PURPOSE

    • To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

     

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
    • Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations.
    • Manage logistics vendors’ contracting activities including performance monitoring and measurement.
    • Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process.
