    Associate Reporting Systems Inspector - Fin Surv

    Brief description

    The main purpose of this position is to inspect and certify reporting systems as well as monitor and report on all cross-border transactions.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Participate in the testing of new authorised dealer reporting systems against set requirements and standards.
    • Participate in on-site visits and identify reporting exceptions.
    • Perform general administrative duties including, but not limited to, the preparation of written correspondence to authorised dealers.
    • Analyse information, prepare reports based on findings and provide regular status updates to the team leader.
    • Engage in short-term planning and perform tasks against work plans as defined in conjunction with the team leader.
    • Work independently within established inspection best practices, processes, rules and regulations, ensuring compliance with standards, policies and other guidelines.
    • Deliver work that meets the time and quality standards set by senior staff, leading to effective daily monitoring and reporting of all reportable transactions.
    • Engage with internal stakeholders and participate in meetings with external stakeholders.

    QUALIFICATIONS

    Job Requirements 

    To be considered for this position, candidates must have:

    • a Diploma in either Computer Science, Information Systems, Informatics, IT Auditing or an equivalent NQF 6 qualification; and
    • two to five years’ experience performing IT auditing, general system control reviews, IT security reviews, IT governance and data analysis, preferably in the financial sector. 

    Additional requirements include:

    • exchange control legislation, governance, risk and compliance;

    Lead - Enterprise Integration Specialist - BSTD

    Brief description

    The main purpose of this position is to lead the delivery of integration innovation, technological advancements, design and optimisation of the enterprise application program interface (API) solutions across the South African Reserve Bank (SARB) Group.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Define integration development and design standards and processes to ensure uniformity in the delivery of integration artefacts.
    • Design future integration frameworks and develop integration capabilities to ensure the delivery of technological roadmaps by the Enterprise Integration Centre of Excellence (CoE).
    • Drive the implementation of integration frameworks and capabilities.
    • Ensure that integration planning and practices are aligned with strategic business goals and the Business Solutions and Technology Department’s (BSTD) overall strategic vision.
    • Collaborate with application subject matter experts (SMEs) and architects in the development of the CoE’s approach and methodologies.
    • Keep abreast of technological advancements in integration through research, make recommendations and ensure the implementation thereof where appropriate.
    • Lead the proof of concept (PoC) process and execution of the implementation of associated technologies.
    • Provide on-the-job training, mentoring and coaching in respect of innovative ways of working to the CoE.
    • Establish and manage internal and external stakeholder relationships to ensure a common understanding of integration technology implementation.
    • Report on the delivery and performance of integration initiatives and possible future drivers.
    • Keep abreast of information and communications technology (ICT) trends and provide advice on best practice and automation techniques.
    • Fulfil the line management function pertaining to the development and performance of the delivery team.

    QUALIFICATIONS

    Job requirements

    To be considered for this position, candidates must be in possession of:

    • a Bachelor’s degree (NQF 7) in Information Technology, Engineering or an equivalent qualification; 
    • 8‒10 years’ experience in analysis, integration design, integration development and/or administration of integration technologies such as ACE, MQ, DataPower, API Connect, Aspera, IBM Transformation Extender and Oracle Fusion (SOA);
    • extensive experience in technical architecture, design, analysis, re-engineering and the development of integration flows (including error and audit) between a variety of applications;
    • proficiency in Red Hat Linux and Unix AIX 7.2, SOAPUI and Postman;
    • proficiency in the following runtime tools: Atlassian Bitbucket, Atlassian Bamboo, Jira and Confluence; 
    • skills in Integration Protocol such as RESTful API, Webservice, MQ and File (MQMFT, FTPS);
    • proficiency in the following data types: Transformation (JSON/SWAGGER, XML/XSD/WSDL/XSLT, CSV/Excel, Fixed Length, Binary) and No Transformation (Binary); and
    • experience in Java-related technologies (e.g. Struts, JSF, JSP, EJB3, Ajax, etc.).

    Manager – Integration - BSTD

    Brief description

    The main purpose of this position is to provide leadership within the Enterprise Integration (EI) Centre of Excellence (CoE) by planning and delivering well-structured, tested and maintainable systems based on a good understanding of enterprise application integration (EAI) and through the effective use of integration specialists, developers and support staff in alignment with departmental goals and organisational strategic focus areas (SFAs).

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Provide leadership with regard to EI of the South African Reserve Bank (SARB) and provide input into the development of policies, processes and standards. 
    • Manage the delivery of work objectives, which include:
    • managing requests for EI development and prioritising work based on business needs and available resources;
    • defining and operationalising quality assurance and unit testing procedures to ensure high-quality solutions;
    • leading and overseeing ongoing maintenance and supporting for the EI platform;
    • monitoring business use and performance of the EI platforms and other integration components, and providing feedback to business support areas, database administrators and infrastructure engineers;
    • providing leadership in an effort to ensure consistency and integrity within the EI environments;
    • managing EI improvement and growth initiatives, estimating EI work efforts and durations, and overseeing design, construction, testing and the implementation of EI programmes, processes and cycles for large and complex projects, which include translating business needs into EI solutions;
    • representing EI on technology standards and architectural design committees;
    • interacting with vendors on the selection, implementation, configuration and maintenance of EI-related software and recommending and implementing programmes to address cost reduction and/or improve productivity; and
    • managing the design and implementation of redundant systems within the EI environments, including policies and procedures for disaster recovery to ensure the effective availability, protection and integrity of EI assets.
    • Work in accordance with information technology (IT) governance standards and processes, including the SARB’s policies, procedures and other legislative requirements.
    • Manage the performance and development of the EI CoE team members and ensure training and mentoring of technical staff as necessary based on best practices, where appropriate.  

    QUALIFICATIONS

    Job requirements

    To be considered for this position, candidates must be in possession of:

    • a Bachelor’s degree (NQF 7) in Information and Communications Technology (ICT), Engineering or an equivalent qualification; and 
    • eight to 10 years’ experience in a large-scale EI environment or equivalent ICT environment, with at least three years’ experience in a management or supervisory role.

    Contractor Change Management Practitioner - PSISD

    Brief description

    The main purpose of this position is to design and manage the implementation of change management strategies, frameworks and capability within the Prudential Authority (PA) at the South African Reserve Bank (SARB).

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Provide detailed analysis of the current and desired state.
    • Develop and implement a change management strategy and plan to manage the change process. 
    • Develop an effective stakeholder and communication strategy to ensure that the change activities are communicated to all the impacted stakeholders. 
    • Conduct change readiness assessments and identify the barriers to change. 
    • Identify the areas of resistance and develop a resistance management plan. 
    • Manage and maintain relationships with the PA’s change influencers. 
    • Propose and implement the change interventions necessary for the success of the change projects within the PA. 
    • Conduct post-implementation assessments to assess, among other things, the realisation of the project benefits, the adoption rate and the proficiency levels of end users.
    • Ensure that changes are reinforced and sustained.

    • a Bachelor’s degree (NQF 7) in preferably Behavioural Science, Communication or any related field;
    • a minimum of 5–8 years of work experience;
    • any relevant change management certification;

    • working experience at a change management consultant level for projects in a multifunctional organisation; and

    Developer - BSTD

    Brief description

    The main purpose of this position is to develop and support business intelligence (BI) solutions, under the supervision of more senior developers, to meet the business needs of the South African Reserve Bank Group (SARB Group). 

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Engage in short-term planning and perform tasks against work plans as defined in conjunction with more senior developers. 
    • Conduct analysis and design quality BI solutions according to the specifications provided and approved business requirements, and in line with governance frameworks.
