    Chief Chaplain: Chaplaincy Services

    Minimum Requirements: 

    • Grade 12/Matric Certificate at NQF level 4; 
    • A Degree or Advanced Diploma in Theology or Religious Studies at NQF Level 7; 
    • Ordained clergy person or equivalent recognition standards set by a relevant religious body; 
    • Valid Code EB driver’s license; 
    • 9 years of relevant experience, including 4 years of managerial experience within Chaplaincy or Religious Higher Fraternity; 
    • 3 years post-ordination as a minister of religion, substantiated by an Ordination Certificate. 

    Primary Function:

    • Manage and control Employee Wellness and Chaplaincy Support Services for the Public Safety Department (PSD), which are provided through spiritual services, programs, counselling, proactive and reactive services and moral guidance to employees and their families to establish, maintain and improve spiritual strength and strong moral codes. 

    Key Performance Areas: 

    • Developing and upholding all policies and guiding staff in the delivery of Chaplaincy objectives; 
    • Develop and deliver spiritual, religious and pastoral care programs to the PSD; 
    • Guide the team to deliver the objectives effectively; 
    • Manage the interface and relationship with key stakeholders; 
    • Manage and encourage personnel to optimise their output and effectively manage relationships; 
    • Monitor, control and report on the Sub-Directorate’s finances and assets; 
    • Rendering of devotions and sermons at specialised events; 
    • Deal with all administrative matters that involve the Chaplaincy Unit in the execution of its responsibilities.

    Chaplain: Chaplaincy Services

    Minimum Requirements: 

    • Grade 12/Matric Certificate at NQF level 4; 
    • A National Diploma in Theology/Religious Studies (NQF level 6); 
    • Ordained Clergy Person of Religion as prescribed by the respective relevant Religious Body; 
    • 4 years of relevant experience, including 3 post-ordination as a minister of a religious faith. 
    • Valid Code EB driver’s license.  

    Primary Function:

    • Provide Chaplaincy Services and Employee Wellness to support the implementation of proactive and reactive spiritual services. This is to be achieved through relevant Employee Assistance Programs (EAP) and other interventions to establish, maintain and improve spiritual strength and strong moral codes.  

    Key Performance Areas: 

    • Deal with all administrative matters that involve the Chaplain in the execution of his/her responsibilities; 
    • Respond to and interact with employees and stakeholders to accomplish the aims of the unit; 
    • Render devotions and sermons through prayerful and thoughtful preparation for daily and specialised events; 
    • Plan and present seminars/workshops; 
    • Identify and deal with ethical issues and conflicts of interest.

    Bookkeeper

    Minimum Requirements: 

    • National Diploma in Finance or equivalent qualification at NQF level 6; 
    • National Treasury Certificate; 
    • 1 – 3 years of experience in Finance. 

    Primary Function:

    • To assist in ensuring the books of account within the Social Development Department are correctly complied with and that all spheres regarding the full bookkeeping spectrum are performed efficiently and effectively.  

    Key Performance Areas: 

    • Procurement;
    • Expenditure and Reporting; 
    • Budget Preparation and maintenance; 
    • Communication;
    • Office Administration.

    Officer: Financial Administration

    Minimum Requirements: 

    • Grade 12 / NQF level 4 plus National Diploma at NQF level 6 in Financial Administration or Accounting; 
    • 1 – 3 years’ experience in Finance; 
    • Knowledge of accounting or budgets. 

    Primary function: 

    • To ensure that the accounts within the Social Development department are correctly complied with and that all spheres regarding the full bookkeeping spectrum are performed efficiently and effectively.

    • Budget and expenditure monitoring; 
    • Monthly reporting; 
    • Procurement;
    • Communication;
    • Office administration;

    Director: Specialised Services

    Minimum Requirements: 

    • Grade 12/NQF level 4; 
    • Basic training qualification (Metro Police Diploma); 
    • Degree or B.Tech in Policing at NQF level 7; 
    • Code B driver’s license; 
    • No criminal record; 
    • Firearm proficiency; 
    • 10 years’ relevant experience, of which 5 years must be Managerial experience. 

    Primary Function:

    • To manage the Specialised Services Directorate, within the Public Safety Department for the City of Johannesburg (CoJ), effectively and efficiently aligned within the GDS 2040, CoJ objectives, productivity and develop a service delivery strategy aligned to Johannesburg Metropolitan Police Department (JMPD) and Community needs and expectations. 

    Key Performance Areas: 

    • Perform long-term planning and execute the expected activities; 
    • Direct and control the Key Performance Areas and outcomes of personnel within the Specialised Services Unit; 
    • Manage legislative requirements and compliance matters about Specialised Services; 
    • Lead, processes for the conclusion of investigations and prosecutions of offenders to ensure compliance with relevant legislation; 
    • Understand the Municipality’s objectives and the impact of decisions on the community and the functioning of the Department; 
    • Planning, organising and controlling the Directorate’s tasks to specifications and within budget; 
    • Drive optimisation of the financial management of the Directorate in line with the MFMA through strategic processes; 
    • Plan and organise the work for the Directorate using goal setting, objectives and targets with associated resources and budgets; 
    • Identify and deal with unethical issues and conflicts; 
    • Assess situations and interest positions and respond appropriately; 
    • Manage the interface and relationship with key stakeholders in support of meeting objectives.
