    Interim Executive Aviation Security

    POSITION DETAIL

    Strategic Support and Alignment to the SACAA Director of Civil Aviation and Board

    • Provide support to the Director of Civil Aviation and SACAA Board through the identification of Aviation Security operations and programmes required to establish and maintain efficient, effective, and comprehensive division in line with the SACAA’s mandate.
    • Develop the Aviation Security strategy and ensure execution.

    Translate the SACAA vision and strategic objectives into Aviation Security Operation imperatives for the following departments within the Division:

    • Airports and Airlines
    • Cargo Security and Dangerous Goods
    • Training and Certification
    • Integration with other departments to effectively support the achievement of SACAA’s strategic priorities.
    • Establish and maintain Security Standards in compliance with the legislative mandate of the SACAA.
    • Develop and implement an annual business plan that will effectively meet both the short- and long-term goals as well as the strategic requirements of the Division and the organisation.
    • Monitor aviation security risks globally to ensure effective strategies are implemented.
    • Liaison with relevant external stakeholders responsible for national security to ensure effective aviation security.
    • Provide secretariat support to the National Aviation Security Committee
    • All tasks and responsibilities as directed by the Director of Civil Aviation

    Financial Management

    • Compile the Aviation Security operations annual budget for approval by Exco and the Board, in line with the PFMA and other appropriate legislation, policies and procedures and ensure management thereof.
    • Manage expenditure in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies, and procedures.
    • Manage mechanisms to ensure accurate revenue costing and planning.

    People Management

    • Manage and ensure the implementation of development interventions for Aviation Security operations that are aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
    • Oversee the mentoring and coaching of staff on an ongoing basis to ensure an effective and efficient Aviation Security Division.
    • Manage and ensure the implementation of governance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.

    Policy Development

    • Lead and manage regulatory reviews and submissions in terms of Aviation Security developments.
    • Serve as international representation of SA interests in standards development for Aviation Security operations.
    • Develop relevant SACAA policies for approval by the Board.
    • Ensure consultation during policy development.
    • Conduct research and development to establish the specified standards for application in the area of oversight, approval, evaluation, and issuance of Aviation Security licenses and certification.

    Aviation Security Regulations Pertaining to Airports, Airlines, Cargo, Training Providers and Human Elements

    • Define and manage the scope of oversight and investigation requirements, scope of work, and resources required to ensure efficient and effective work scheduling programmes.
    • Manage and review operational performance against the business plan to ensure maximum integration of programmes and projects.
    • Manage and oversee the development, review, and implementation of policies and procedures to ensure validity and compliance to ICAO Standards and recommended practices and legislative policies and procedures by the departments within the Division in terms of Aviation security as well as the maintenance of Security Standards (Projects).
    • Ensures adherence to licensing requirements and authorisations of security and transportation of dangerous goods initiatives for Airports & Airlines, Cargo handling entities, Aviation Security Training Organisations Screening Organisations, Certification.
    • Manage and ensure effective implementation and enforcement of non-compliance.
    • Promote Aviation Security Operations to industry stakeholders.
    • Ensure optimum internal and external communication on issues related to Aviation Security Operations.

    Cyber Security

    • Ensure effective monitoring of cyber security threats and develop effective policies and plans to mitigate any risks.
    • Develop policies and plans pertaining to threats to air navigation systems (radars), aircraft systems and aerodrome systems.

    Requirements

    Minimum Qualification:

    • NQF7 qualification in Security/ Risk Management or relevant equivalent.

    Ideal Qualification:

    • ICAO Certification as an Aviation Security Manager

    Experience:

    • Senior Management Experience: 10 years 
    • Aviation Security Operations: 10 years

    Aviation Environmental Compliance Specialist

    Overall, Purpose of the Job

    • To manage the regulatory oversight of CARs and CATS related to AEP.
    • To oversee and manage all work programs related to ICAO Annex 16 SARPs on Environmental Protection i.e. aircraft emissions, aircraft noise, CO2 emissions, climate change and global warming.
    • To manage the process of oversight, auditing and approval of aerodrome and aeroplane operators’ environmental plans.
    • Responsible for, and ensure the co-ordination of, all aspects of AEP interventions with international stakeholders (ICAO, IATA, ACI), national stakeholders (Dept. of Transport/ Environmental. Affairs/ Treasury/ Rural Development & Land Reform) and industry, e.g. Air Traffic Service Providers (ATSPs), Aerodrome operators, Airlines, etc.
    • Represent South Africa at related international forums for the development of policy, standards and concept Regulation.

    Strategy: Research, Planning and Development

    • Disseminates the organisational objectives and goals.
    • Contributes to the development and formulation of the divisional strategy and plans, including targets and performance indicators.
    • Measures and reports on the departmental performance against objectives/performance indicators and targets as required by the Divisional Executive.
    • Establish Master Surveillance Plan to ensure comprehensive industry oversight and surveillance in line with the set objectives/performance indicators
    • Plan resource requirements including physical, technical and financial for the Environmental Compliance section.
    • Plan the monitoring and inspection schedules with respect to aerodrome environmental management plans, where necessary review of aerodrome noise studies etc.
    • Aeroplane operators’ CORSIA related requirements e.g., Emissions Monitoring Plans, Emissions Reports and Emissions Cancellation Reports
    • States’ CORSIA related requirements to ICAO Develop regulations and guidelio ene the compliance with Annex 16.

    Financial Accountability

    • Managing overall financial budgeting for the Department
    • Consolidate department‘s budget and continuously monitor actual performance against budget.
    • Investigate and where necessary rectify variances.

    Operational Management

    • Oversee and manage all work programs related to ICAO Annex 16 on Environmental Protection i.e. aircraft emissions, aircraft noise, CO2 emissions and global warming;
    • Lead the development, drafting of new or amendment proposals of regulations and technical standards related to Annex 16. Develop guidance material where necessary
    • Update AEP related documentation as necessary and prepare memos and reports on AEP related activities
    • Maintenance of the AEP legislative framework (Civil Aviation Act and AEP CARs and/or CATS related to Part 34; 36; 91; 121; 127;135 and 139)
    • Ensure continued Compliance with ICAO SARPs.
    • Monitor, evaluate and advise the industry and Government Departments on developments in other associated fields e.g. land use planning, noise abatement operating procedures, emission control through operational practices, etc.
    • Ensure the maintenance of all QA standards in compliance with ISO 9001/2000

    Liaison and Policy Coordination

    • Represent the State or CAA and closely follow developments in other technical/scientific bodies on AEP issues and ensure appropriate follow through and coordination;
    • Together with the RSA member, represent the State in the ICAO Committee on Aviation Environmental Protection (CAEP)
    • Build partnerships and cooperation with international, regional and industry organisations;
    • Prepare and where required respond to public enquiries on AEP issues;
    • Assist the Dept. of Transport and liaise with other relevant Government Departments and the Industry on AEP matters.

    Communications and Safety Promotion

    • Present and organize workshops to interested parties and coordinate the development of material that can assist stakeholders in delivering accurate communications on AEP;
    • Communicate and promote environmental standards and objectives to all industry stakeholders.
    • Write concise reports with a good command of oral and written English.

    Requirements

    Minimum Requirements

    • Undergrad degree in Environmental Science.
    • Driver’s License
    • Professional registration as an Environmental Scientist

    Ideal Requirements

    • Postgrad degree in Environmental Science with specialization in Aviation Environmental Protection.
    • Senior Management Diploma/Certificate in Civil Aviation Management an added advantage.
    • Computer skills

    Experience

    • 1 year - Inter government department liaison experience between multiple government departments.
    • 3 years - Aviation Environmental Protection implementation experience

    Airworthiness Inspector - Midrand

    OVERALL PURPOSE OF THE JOB

    Conduct the evaluation/assessment and verification of compliance with aircraft maintenance standards in accordance with approved procedures. Conduct oversight on maintenance organisations, conduct safety inspections, conduct aircraft maintenance research including any ad hoc projects and the processing of associated maintenance applications and certificates and any other related work activities that may be allocated by the Manager Aircraft Maintenance Organisations from time to time.

     

    Planning and Surveillance

    • As an Airworthiness Inspector of the SACAA, you are responsible for conducting audits on all Maintenance Organisations, as per Master Surveillance Plan, to establish compliance to the Regulations. Make relevant recommendations pertaining to safety management systems. 
    • Conduct audits and inspections as per the Manual of Procedures. Identify, draft and recommend regulatory changes. Recommend enforcement measures. 
    • Responsible for recommending the approval/denial/withdrawal of exemptions and special approvals. Responsible for recommending the accreditation of all Maintenance Organisations.
    • Provide factual reports of audits and inspections conducted on the Maintenance Organisations.
    • Monitor and follow up corrective action and the implementation and closure of the action within negotiated time scales.
    • Proactively research specific standards to be applied in the area of aircraft maintenance and continuing airworthiness.
    • Advise higher management on all registration and airworthiness aspects of aircraft.

    Maintenance and Acquisition of Specialist Skills

    • Keep abreast and remain proficient in specialist skills, human factors and new developments of technology.

    • Maintain, guide and advise the industry according to the safety standards to ensure that safety standards are not being compromised.
    • Establish and maintain a professional relationship with the organisations by supplying consistent advice in compliance with SACAA regulations, policies and with international best practice.

    Safety promotions

    • Participate with industry through workshops and conferences in the development of:

    ­ Practical examination/testing/training standards 
    ­ The oversight system to portray a positive image of the SACAA.

    • Liaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.

    Inspector PANS-OPS/Cartography

    Description

    FLIGHT PROCEDURES AND CARTOGRAPHY

    • Inspect, audit, certify or authorise procedure design entities as certified or authorised procedure design organisations or aeronautical chart service providers in accordance withC and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.
    • Manage the compliance of certified and authorised procedure design organisation or aeronautical chart service providers with ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.
    • Test, verify, validate and/or certify flight procedures or aeronautical charts submitted by Certified or Authorized Procedure Design organisations or aeronautical chart service providers, or designed by the CAA, against ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography.

    SUPPORT TO CAA FUNCTIONAL DEPARTMENTS AND EXTERNAL CLIENTS

    • To provide PANS-OPS and cartographic advice, recommendations and professional support to the CAA, NASCOM and external clients iro airspace planning and management.
    • Conduct aeronautical studies regarding the impact of proposed changes to airspace structures.
    • Validate, maintain and QC certification of PANS-OPS and related information for publication in AIP SUPs, AICs and the AIP.
    • Verified, validate, certify and approve aeronautical information printed on the South African WAC charts.

    RESEARCH AND DEVELOPMENT

    • Research, update and develop the Manual of Procedures/Standards (MOPS) for FPD & Cartography in line with the ICAO SARPs & international best practice.
    • Research & update the procedures utilised to certify or authorise certified or authorised procedure design organisations or aeronautical chart service providers in accordance with ICAO SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography. & International best practice.
    • Proactively research & develop the specific proposals for standards to be applied in the design of flight procedures, aeronautical charts & airspace planning.
    • Actively participate in relevant PANS-OPS and cartography standards development processes.

    OJT/MENTORING

    • Develop, implement and maintain training curricula for Trainee PANS-OPS/Cartography Inspectors in accordance with ICAO PANS-OPS and cartography SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & Cartography and international best practice.
    • Mentor assistant and/or trainee PANS-OPS/Cartography Inspectors in respect of ICAO PANS-OPS and cartography SARPS, CARs, CATS and the Manual of Procedures/Standards (MOPS) for FPD & cartography and international best practice.
    • Set and supervise On-the-Job training tasks and to supervise the work of Trainee PANS-OPS/Cartography Inspectors.
    • Evaluate and report on the progress and standard of work produced by Trainee PANS-OPS/Cartography Inspectors

    COMMUNICATIONS AND SAFETY PROMOTION

    • Proactively promote safety in relation to all of the PANS-OPS section activities.
    • Provide open communication between the PANS-OPS section certified or authorised procedure design organisations or aeronautical chart service providers

    Requirements

    Minimum Qualification:

    • ICAO recognised PANS OPS qualification in accordance with SA CATS and CARs Part 173 requirements for a Qualified Designer.

    Ideal Qualification:

    • ARINC 424 Database Coding qualification, Aeronautical Cartography qualification and Geodesy qualification.

    Experience:

    • 2 years' experience in Qualified ATC/ATCO and/or 2 years' experience in Qualified Pilot with IF Rating
    • 3 years' experience in Flight Procedure Design experience and/or 3 years' experience in Aviation Cartography
