    Provincial Manager

    Minimum Qualification

    • Bachelor’s degree in development studies/social sciences or management qualification.
    • Postgraduate qualification in development studies will be added advantage

    Essential Experience

    • At least five (5) years’ experience in development programme management or project management of which at least three years must be at a management level.
    • Experience working with all spheres of government, community organisations as well as donors (national and international).
    • Experience in development, capacity building and training.
    • Experience in planning and execution.
    • Risk management.
    • Financial management.
    • People management and empowerment.

    MAIN AREAS OF RESPONSIBILITY

    Operations Management

    • Responsible for the development and implementation of the Provincial operational plans.
    • Oversee all planning and implementation of CSOs development programmes, as well as partnerships with private, public and civil society organisations in poor communities.
    • Align NDA’s programmes to the National, Provincial, Local governments and other relevant stakeholders plans.
    • Serve as a link between National, Provincial and District Offices.
    • Provide management and leadership support regarding all programmes and structures of NDA.
    • Constantly monitor and report on provincial programmes’ performance and implement improvements in operational processes and procedures.
    • Participate in NDA’s committees and task teams as delegated.
    • Liaise with national office to facilitate efficient and effective operations of the Province and Districts.
    • Provide oversight of all programmes’ operations in the Province and Districts.
    • Provide management support to Presidential, Ministerial, MECs and Mayoral programmes within the assigned Province.

    Leadership and Governance

    • Assessment of provincial business environment in order to identify issues affecting provincial operations.
    • Oversee implementation of provincial poverty eradication strategies
    • Participate in the NDA’s strategic planning sessions.
    • Advise NDA Management on all aspects of provincial activities and operations with the aim of improving service delivery.
    • Foster effective teamwork between the Province and District levels of the organization.
    • Provide interface between NDA and Provincial stakeholders to actively build the credibility and reputation of the Organization.
    • Represent the organisation at all Provincial structures including government, donor and community level to enhance the organisation's profile and reputation.

    Human Capital Management

    • Develop adequate levels of Provincial and Districts staff resources as defined by NDA guidelines.
    • Guide, lead and direct NDA Provincial and Districts staff in the Districts to be able to achieve the set objectives.
    • Monitor and manage staff performance in compliance with the NDA Performance Management Policy and processes
    • Identify staff training and development needs and ensure implementation.
    • Implement labour relations policies within the Province.
    • Promote and maintain a positive working environment in the Provincial and Districts offices.
    • Communicate with all corporate support directorates regarding work issues.

    Financial/Fiscal Management

    • Develop and submit operational budget proposals for Provincial and Districts offices to the Office of the Chief Operations Officer within specified time frames.
    • Monitor, control and administer the NDA Provincial and Districts budget so that spending is in line with approved budgets.
    • Manage budget and expenditure of third party funds.
    • Ensure compliance to the PFMA. 

    Partnering/Stakeholder Management/Community Relations/Advocacy

    • Leverage and mobilize resources for poverty eradication programs in the Province and Districts.
    • Develop and facilitate processes for partnerships at Provincial and Districts level.
    • Draft and negotiate Service Level Agreements for partnerships on CSO development.
    • Facilitate and manage funding agreements at Provincial and District level.
    • Develop and maintain relationships with project partners, NDA donors, Provincial and Districts government departments, SOEs, local government and civil society organizations
    • Identify and engage beneficiaries in processes of community planning and participatory policy initiatives.
    • Promote dialogues on development topics and issues.
    • Organise forums to discuss and suggest relevant development policy alternatives particularly at community, Provincial and District level.
    • Identify strategic policy issues for discussion and debate with key NDA stakeholders.
    • Compile, document and disseminate information on development policy initiatives.
    • Contribute towards the attaining of provincial government deliverables.
    • Make inputs and commitments to DSD MEC’s provincial budget speech.

    Risk Management

    • Integrate NDA’s risk management strategy in all NDA-funded projects to ensure compliance with contractual obligations and applicable policies of the NDA and of project partners.
    • Initiate risk mitigation processes for operations within assigned areas.
    • Identify, evaluate and report on risks and risk management strategies.
    • Resolve audit queries and complete risk management reports.
    • Ensure adherence by Provincial and District staff to all NDA policies and processes as applicable.

    Reporting

    • Provide monthly, quarterly and annual reports to the Chief Operations Officer with regard to Provincial and Districts operations.
    • Develop and submit reports (monthly and quarterly) for third party programmes
    • Develop and submit quarterly projects monitoring reports.
    • Prepare response to questions by government oversight structures.

    Senior Supply Chain Officer

    Minimum Qualification

    • Bachelors Degree in Logistics/ Supply Chain/ Procurement/ Purchasing/Business Administration/Management and Accounting. An equivalent/relevant/related qualification will be considered. A Postgraduate qualification will be an added advantage

    Essential Experience

    • 5 years’ experience in Supply Chain Management, and public sector procurement experience under PFMA

    MAIN AREAS OF RESPONSIBILITY

    Supply Chain Role

    • Implement and review NDA supply chain management policy, processes and procedures and ensure alignment to National Treasury Prescripts.
    • Guide and advice departmental employees on logistics management matters to promote correct implementation and sound logistics practices.
    • Provide monthly SCM reports on procurement of goods and services.
    • Coordinate and facilitate the monthly SCM reports on procurement of goods and services.
    • Keep record of statistics required on government procurement goals.
    • Provide monthly reports on all open purchase orders.
    • Processing of requisitions for goods and services.
    • Coordinate the placement of orders for goods and services.
    • Monitor the process of receiving and checking goods.
    • Record and safekeeping of purchase orders awaiting delivery.
    • Receive invoices and facilitate payments.
    • Review and Generation of Purchase orders.
    • Keep an updated register of all purchase orders and report monthly.
    • Place purchase order with the appointed service providers.
    • Conduct quality check on all documents.
    • Monitor SLA's with suppliers and their performance accordingly (Contract Management).
    • Manage relationships with suppliers and partners in line with the core values and operational requirements of the NDA.
    • Follow up and clarify any complaints and infractions and ensure corrective action is taken towards non-compliant suppliers within the prescribed timelines and inform relevant stakeholders.
    • Develop and ensure 100% compliance and implementation of the procurement policy.
    • Keep and monitor Purchase order register
    • Procurement of goods and services from suppliers in line with the NDA and National Treasury prescripts.
    • Train all company staff on Supply Chain Management policies and procedures and ensure adherence to processes
    • Co-ordination and implementation of the Irregular Expenditure Reporting, ensuring completeness of reporting of the current and prior year lists, developing and implementing methodology to effectively deal with the expenditure as per National Treasury Framework, devising internal controls to adequately address and prevent further non-compliance;
    • Co-ordination and implementation of the Fruitless & Wasteful Expenditure Reporting, ensuring completeness of reporting of the current and prior year lists, developing and implementing methodology to effectively deal with the expenditure as per National Treasury Framework, devising internal controls to adequately address and prevent further non-compliance
    • Analyse existing internal controls governing supply chain processes, and implement strategies and changes to address deficiencies;
    • Analyze service delivery challenges in the supply chain unit and implement remedial action strategies to address short-comings;
    • Monitor the quality of service provided by SCM Officers to internal and external customers/ clients /shareholders.
    • Mitigate identified risks and non-compliance related matters in the SCM Unit;
    • Providing support in the monitoring of the procurement function as a whole;
    • Compiling weekly and monthly reports related to activities undertaken;
    • Support in the revision of the SCM Policy;
    • Implementing adhoc projects and all other reasonable duties allocated in the SCM Unit as advised by the SCM Manager

    Regulatory Compliance

    • Ensure compliance with Treasury requirements, includes inter alia PFMA Act, PPPFA Act, BBBEE Act etc. Knowledge of Supply Chain Management in the public sector

    Procurement Administration

    • Prepare an annual procurement plan and manage progress on an ongoing basis
    • Ensure that the SCM officials are utilising the database in a compliant manner.
    • Supervise employees within the procurement team appropriately to optimise business performance and the underwriting service to customers
    • Identify and implement optimization strategies for procurement.

    Office Attendant

    Minimum Qualification

    • Grade 12
    • Tertiary qualification will be an added advantage
    • Proven competencies in the required areas

    Essential Experience

    • At least 2 years working experience in the provision of cleaning services
    • Basic office administration skills will be an advantage

    MAIN AREAS OF RESPONSIBILITY 

    Co-ordinate meeting venues and meeting arrangements

    • Check calendar daily for request for catering meeting arrangements
    • Allocate a venue in accordance with the size of the group
    • Inform meeting organiser immediately should venue not be available or offer an alternative solution
    • Professionally present refreshments to the meeting participants at a times agreed upon prior to the meeting should it involve catering
    • Set up the venue prior to meeting by ensuring venue is neat and tidy
    • Clean venue within 10 minutes after meeting and ensure furniture and venue are left organised and tidy

    Control kitchen supplies, stock, cutlery and crockery

    • Ensure that stock is replenished whenever necessary by ordering the beverages and /or stock in liaison with the administrative assistant e.g. Tea, coffee, milk, cutlery and crockery
    • Keep control of and ensure safekeeping of all stock, cutlery and crockery
    • Keep register of daily use and keep record and report any theft of missing cutlery
    • Create and maintain inventory of office supplies and ensure inventory of all supplies are updated daily and losses are recorded and reported
    • Ensure change rooms are always have sufficient toilet paper, hand soap and paper to dry hands

    Keep kitchens organised

    • Ensure tea, coffee, milk and sugar are replenished daily at agreed intervals
    • Clean kitchen and wash dishes at agreed intervals
    • Tidy up kitchen before departure and ensure kitchen is stocked with milk for next day
    • Ensure water in coolers are always replenished when running low so that cold water is always available
    • Check and remove dirty dishes from work stations should it be found standing around whilst staff is involved in meetings

    Vacuuming and emptying dustbins in office

    • Vacuum all offices daily as per roster
    • Empty all dustbins and shredders
    • Empty all shredding machines whilst cleaning offices
    • Wipe all working surfaces in all offices and meeting venues at least once daily or more where required

    Provide administrative support service to the office when required

    • Keep occupied by offering assistance to provincial staff and administrative staff when having no other duties to tend to and free time is available

    Development Officer

    Minimum Qualification

    • Bachelor’s Degree in development studies and/ or Social Sciences.
    • Additional studies in programme and/or project management is an added advantage.

    Essential Experience

    • Exposure to community development or social work.
    • Training facilitation.
    • Proficiency in the languages spoken in the Namaqua District.
    • Valid driver’s licence

    MAIN AREAS OF RESPONSIBILITY

    CSOs mobilisation

    • Conduct CSOs mobilisations through community entry and engagement processes for purposes of mapping CSOs needs in a local area.
    • Identify CSOs needs, including Cooperatives’ skills, assets, issues and needs for development support.
    • Produce CSOs community profiles and needs assessments reports for purposes of developing effective development interventions for local CSOs.
    • Provide capacity building and CSOs support interventions to ensuring that local CSOs, including Cooperatives have functional structures and systems to support their operations.
    • Conduct CSOs dialogues to foster local based networks and provide platforms for CSOs at local level to plan integrated community development programmes driven by the CSOs.
    • Identify resources with the local CSOs including Cooperatives to support their existing community programmes in line with local development needs.
    • Assist CSOs, including Cooperatives in formally registration processes with relevant registration body.
    • Develop a database of all CSOs including Cooperatives with all relevant information required in the database in the Wards you are responsible for in a district municipality.
    • Building links with local funders, donors, government departments and other agencies for partnerships with CSOs including Cooperatives at local level.
    • Raise public awareness, through dialogues and public engagements on issues relevant to the community and CSOs including Cooperatives operations in the local area.
    • Liaising with interested groups and individuals to mobilise local resources including financial resources to support local CSOs Cooperatives work in the local area.
    • Mediating in matters of conflict within the CSOs including Cooperatives and within the CSOs sector in general.
    • Planning, attending and coordinating meetings and events for CSOs including Cooperatives and community.
    • Providing support to CSOs including Cooperatives that are non-compliant with the registration requirements.
    • Participate in the selection, short listing, site visit and adjudication of the national categories and provincial categories for NDA projects awards.

    CSOs capacity building

    • Identify institutional capacity building needs for CSOs within District Municipality.
    • Identify the interventions needed by CSOs including Cooperatives within the District.
    • Group and classify CSOs, including Cooperatives, according to the needs analysis and interventions required to improve their capabilities and quality of service.
    • Prioritise capacity building interventions required by the CSOs including Cooperatives, according to the needs of the organisations
    • Draw Capacity Building Plan (indicating the dates, venue, number of participants and the intervention).
    • Train, mentor, incubate and support CSOs including Cooperatives that require institutional capacity strengthening.
    • Refer and link CSOs, including Cooperatives that require technical training and support to relevant institutions and conduct follow up to assess progress.
    • Manage logistics for all capacity building events; schedules training sessions and ensures facility setup and communication to the participating communities
    • Participate in relevant sector education training ensuring that capacity building interventions take place as planned.
    • Monitor and evaluate the use, relevance and impact of training materials.
    • Continually assess the effectiveness of programs developed and/or administered.
    • Ensure compliance to curriculum delivery standards and implement monitoring systems and procedures
    • Identify and engage with relevant stakeholders for capacity building.
    • Liaise and manage relationships with other capacity building strategic partners involved in capacity building.
    • Ensure regular information sharing of the activities of the capacity building programme within NDA
    • Ensure that proper record keeping (statistics) are retained and updated regularly and prepare and submit statistical/statutory reporting as appropriate.

    Reporting

    • Preparing reports and submit monthly reports with portfolio of evidence on time to the Development Coordinator/ District Manager.
    • Prepare reports on to capacity building with regard to the implementation of capacity building programmes or operational issues.

    Development Manager

    Minimum Qualification

    MAIN AREAS OF RESPONSIBILITY

    Operations Management

    Grants and Resource Mobilisation

    • Identify projects within poverty pockets as defined by the Development Management and Research Directorate, and assist with the identification of a broad range of civil society organisations working with the poor and community.
    • Coordinates the formulation and preparation of projects within the Province.
    • Ensure assessments are conducted to determine feasibility of projects or needs in terms of building project sustainability.
    • Facilitate contracting between NDA and project partners using available NDA resources.
    • Monitor and evaluate NDA provincial development project performance and take the necessary corrective action in cases of deviations from policies and procedure.
    • Conduct project impact assessment to determine programme impact on communities in relation to the NDA’s mandate.
    • Identify needs for the commissioning of studies and submit a motivation to the Provincial Manager to assess and commission the study.
    • Use approved tools to conduct monitoring and evaluation project assessments.
    • Provide feedback to the Development Management and Research Directorate, and other directorates as appropriate, in terms of results from the impact assessments or other studies.
    • Ensure proper project close-out in accordance with the NDA policy.
    • Proactively provide feedback in order to improve directorate’s policies and procedures
    • Facilitate resource mobilisation for the benefit of CSOs
    • Facilitate linkages of CSOs to economic and funding opportunities

    Capacity Building

    • Identify institutional capacity building needs for funded projects and for other CSO partners in conjunction with Districts.
    • Provide or solicit capacity enhancement support for project partners involved in poverty eradication.
    • Manage service level agreements with appointed service providers, and quality assure their service offerings.
    • Prepare on-going monitoring reports in relation to impact of capacity building interventions.

    Financial/Fiscal Management

    • Monitor, manage and administer project budgets to ensure that funds are expended in accordance with budget allocations
    • Ensure implementation of projects adheres to applicable procurement prescripts

    Stakeholder Management/Community Relations/Advocacy

    • Facilitate processes for partnering at local level
    • Develop and maintain relationships with project partners, NDA donors, provincial government departments, local government and civil society organisations as delegated by Provincial Manager
    • Identify and engage beneficiaries in processes of community planning and participatory policy initiatives
    • Assist with promotion of dialogue on poverty eradication initiatives
    • Assist with the organising and setting up of conferences, seminars and workshops to discuss and suggest relevant poverty policy alternatives particularly at the community level
    • Assist with the identification of strategic policy issues, as identified from a grassroots level, for discussion and debate with key NDA stakeholders
    • Assist with the compilation and documentation of policy initiatives and discussion forums
    • Assist with the dissemination of poverty alleviation policy initiatives in consultation with the Research and Development Directorate

    Risk Management

    • Integrate NDA risk management strategy in all NDA-funded projects to ensure compliance with contractual obligations and applicable policies of the NDA and of project partners

    Reporting

    • Prepare and submit monthly and quarterly performance reports to the Provincial Manager
    • Coordinates the monitoring and reporting on the performance of projects, and recommend improvements to processes and procedures
