    Assistant Director: Administrative Support (Facility Management)- Kraaifontein, Ref No. DSD 10/2023 R1

    Job Purpose    

    • The Department of Social Development, Western Cape Government has an opportunity for a suitably qualified and competent individual to ensure that residential care centres managed by DSD, outsourced partners and NPO organisations adhere to international protocols, national legislations, outsourced service specifications, transfer agreement standards and national and operational standards; effective management of the Quality assurance practices and contract compliance monitoring. This post is stationed in Kraaifontein.

    Minimum Requirements    

    • An appropriate 3-year Bachelors Degree/BCom (equivalent or higher qualification) in financial management; A minimum of 3 years relevant supervisory level experience.

    Key Performance Areas    

    • Facilitate the budgeting process for facility management;
    • Manage and oversee the supply chain process for the component and insourced facilities;
    • Manage all financial administration services for component and insourced facilities;
    • Manage all logistical and administrative support services to funded facilities; Management of staff;
    • Human Resource Management
    • Participation in the recruitment of staff in the numbers and grades appropriate to ensure the achievement of the directorate’s business plan;
    • Motivate, train and guide staff within the division, to achieve and maintain excellence in service delivery;
    • Actively manage the performance, evaluation and rewarding of staff within the division;
    • Monitor information capacity building within the division;
    • Active involvement in the compilation of a human resource plan, a service delivery improvement programme, and an information resources plan, for the directorate;
    • Promote sound labour relations within the division; Actively manage and promote the maintenance of discipline within the division;
    • Perform all the managerial tasks with regard to the component;
    • Give strategic direction to and manage policy issues with regard to the functions of the components under his/her command;
    • Communicate on managerial level with regard to the functions of the component.

    • Facility management and quality assurance and in-depth interventions;
    • Modern systems of governance and administration;

    Assistant Director: Asset Management, Ref No. DOI 75/2023

    Job Purpose    

    • The Department of Infrastructure, Western Cape Government has an opportunity for suitably qualified and competent individual to manage departmental assets. This post is stationed in Cape Town, CBD.

    Minimum Requirements    

    • An appropriate 3-year B-Degree (equivalent or higher qualification) in Finanacial Accounting, Supply Chain Management or Commerce; A minimum of 3 years supervisory level experience in Accounting, Auditing, Finance or Supply Chain Management.

    Recommendation    

    • Accounting experience; A valid (Code B or higher) driving licence.

    Key Performance Areas    

    • Implement the asset management system, including the establishment and implementation of the Asset Management Unit and Departmental policies and procedures;
    • Develop and maintain the strategic and annual asset management plans aligned with the departmental strategy and budget, and in consultation with Public Works where applicable;
    • Develop and maintain asset registers, including acquisitions, maintenance management, transfers and valuations; Develop asset needs assessment, acquisition management, operational and disposal plan and execute the asset verification, investigate and report on variances, make necessary recommendations to resolve discrepancies and update the asset register;
    • Develop, implement and manage mechanisms to safeguard assets, prepare monthly reconciliation with supporting schedules for the asset registers to the relevant accounting records and resolve uncleared items;
    • Prepare a business plan for the lifecycle of assets including an analysis of pricing options using lifecycle costs as well as recommendations on the most appropriate asset solution;
    • Ensure compliance with relevant legislative, statutory, regulatory and supervisory requirements towards the achievement of component projects and goals;
    • Determine and communicate financial requirements to execute assigned deliverables; Human resource management.
