  • The Public Protector is an independent constitutional institution in South Africa tasked with investigating and remedying improper conduct in state affairs.

     

    Investigator - Re-Advertisement

    REQUIREMENTS

    A degree or National Diploma in any of the following fields:

    • Law/Auditing/Forensic Accounting/Forensic Investigations 

    Minimum

    • three (3) years Investigation experience and/or Forensic Investigations and Forensic Auditing Good understanding of legislative prescripts that give mandate to Public Protector SA Computer literacy 
    • Understanding of Public Service Administration Knowledge and application of Case Management System (CMS) or other computer management systems Knowledge of auditing or investigation techniques A valid driver’s license Fluency in English and other official language relevant to the Province/Region 

    COMPETENCIES, SKILLS & KNOWLEDGE

    • Knowledge of Good Governance principles Excellent negotiation, mediation and conciliation skills (Alternative Dispute Resolution) Legal research skills Legal interpretation
    • Knowledge of Case Management or similar computerised management system Good general and Report writing skills
    • Project Management skills Forensic investigation skills will be an advantage Effective general management and administration skills in addition to above
    • Ability to timeously resolve queries and finalise investigations, and make appropriate recommendations to effectively address maladministration and correct service delivery failures Legal research and interpretation of statutes 
    • Production of high quality reports Must have strong ability to initiate hearings, gather information and evidence
    • The position requires individuals who are objective, impartial and initiative Must be able to eal with complaints, resolve, rectify, make presentations and generally act without fear, favour or prejudice.

    KEY RESPONSIBILITIES AND DUTIES

    INVESTIGATIONS

    •  Conduct investigations on maladministration, undue delay and conduct failure using various investigation techniques in accordance with PPSA service standards.
    • Prepare Investigation Plans for each allocated matter.
    • Apply Alternative Dispute Resolution (ADR) process to resolve reported complaints
    • Keep complainants informed of the progress of the investigation.
    • Prepare letters, memos and reports and submit to the supervisor within timelines set in the investigation plan.
    • Draft Investigations and closing reports.

    STATISTICAL REPORTING 

    • Submit prescribed accurate and complete monthly and quarterly statistical reports to the supervisor.
    • Ensure the case management system is updated for accurate reporting.

    CUSTOMER SERVICES

    • Keep complainants informed of the progress of the investigation.
    • Adhere to PPSA Service Standards.

    Senior Investigator - Re-Advertisement

    REQUIREMENTS

    • A degree or equivalent qualification in any of the following fields Law i.e. LLB or B Proc/Auditing/ Accounting/ Forensic Investigations/ Criminology/Policing
    • A minimum of 5 years’ experience in conducting investigations, including of which 3 years must include supervisory.
    • Good report writing skills
    • Good understanding of legislative prescripts that give mandate to Public Protector SA
    • Good understanding and experience in the application of Microsoft Office applications
    • Experience in the Public Service Administration
    • Proven experience in the application of Case Management System (CMS) or other case management related system
    • Experience in financial management system (forensic audit)
    • A valid driver’s license
    • Fluency in English and other official language relevant to the Province/Region.

    COMPETENCIES, SKILLS & KNOWLEDGE

    •  Good understanding of the principles of governance and administration in the public sector.
    • Good understanding and knowledge of public procurement Law.
    • Knowledge and application of Case Management System (CMS) or other computer management system.
    • Interpretation of legal prescripts.
    • Ability to produce quality reports.
    • Knowledge and understanding of financial management system (forensic audit).
    • Alternative Dispute Resolution (ADR).
    • Knowledge of auditing or investigation techniques.
    • Interviewing skills.
    • Knowledge of good governance.

    KEY RESPONSIBILITIES AND DUTIES

    INVESTIGATIONS 

    • Conduct investigations on complaints relating to: Maladministration in state organs and parastatals, Abuse or unjustifiable exercise of power or other improper conduct or undue delay by persons performing a public function, and any act or omission by persons in the employ of government which may result in improper prejudice to any person.
    • Participate and conduct investigations on systemic administrative deficiencies or interventions relating to service delivery and incidents of maladministration and corruption

    FORENSIC INVESTIGATIONS 

    • Conduct forensic Investigations on matters referred to the Public Protector South Africa.
    • Conduct financial audits, forensic analysis and data analysis

    ASSETS MANAGEMENT 

    • Manage assets and equipment allocated to the Unit

    PRODUCE INVESTIGATION REPORTS

    • Write detailed investigative reports summarizing findings.
    • Maintain accurate logs and records for each step of the investigation.

    ADHERENCE TO LEGAL AND ETHICAL STANDARDS

    • Ensure all procedures comply with legal protocols.
    • Maintain objectivity, confidentiality, and professional ethics throughout the investigation.

    HUMAN RESOURCES MANAGEMENT

    • Supervise Investigators and Junior Investigators.
    • Ensure compliance with Human Resources Management policies and procedures.
    • Perform any other duties allocated by the Provincial Representative
