    Superintendent (X2 Post)

    Post Level D3 1st Notch (R 541 389.82) Per annum Include inter ilia, 13th cheque, pension fund, medical aid scheme
    REQUIREMENTS:

    • Incumbent must have Grade 12; Trade Tested Artisan in the civil/construction industry (NQF level 4), 2-3 years of relevant experience, and a valid driving licence.

    KEY RESPONSIBILITIES/ DUTIES

    • Participating in operational discussions/meetings and elaborating/presenting factual information to support the status of activities, progress/constraints/ quality, and cost dimensions associated with current maintenance/inspection programmes or urgent works.
    • Providing information to residents/ general public on activities and work sequences associated with maintenance programs that may impact the general public.
    • Participating in project handover inspections and verifying the scope of contract against actual outcomes prior to confirming approval/ acceptance.
    • Conducting inspections with a view to determining the status and/ or progress of work at specific locations/sites.
    • Communicating with personnel and site Supervisors to establish departmental teams/ contractor performance levels.
    • Attending to queries, complaints, and requests, including matters that cannot be resolved by staff at lower levels.
    • Checking details of transactional documentation (work orders, requisitions, vehicle log sheets, applications, time and attendance schedules, etc) prior to approving and submitting for further processing.

    Manager Development Facilitator (X1 Post)

    Salary:  (R 836 881.90) Per annum

    REQUIREMENTS:

    • Incumbent must have a Grade 12; Relevant tertiary qualification in Development studies/Public Administration (NQF level 7), 3-4 Years relevant social development experience, and a valid driving licence.

    KEY RESPONSIBILITIES/ DUTIES

    • Preparing a Community Participation Plan encapsulating specific activities and forwarding it to the immediate superior and the Local Municipality for perusal and comment.
    • Checking and commenting on the adequacy of budgetary provisions to support social upliftment and development plans and programmes, and/or monitoring expenditure and payments to service providers.
    • Establishing the adequacy and availability of personnel against agreed outcomes and motivating the immediate superior for additional resources.
    • Participating in the induction programme and providing on-the-job training for new recruits to the department.
    • Defining skill gap, training needs and activating procedural sequences aimed at developing and capacitating individuals.
    • Encouraging the formation of Forums and Committees to promote engagement and discussion on community priorities and concerns.
    • Participating in various meetings (internal and external forums) and providing comments/opinions on matters affecting or concerning deliverables.
    • Organising events and programmes in accordance with budget allocations, interacting with service providers and community organisers on specific requirements.
    • Analysing statistical information pertaining to staff attendance, overtime, leave and addressing deviations or occurrences of abuse and/or workplace conflict through the implementation of corrective measures in accordance with Human Resources Policies and Procedures.

    SALARY: R 100 000.00 per annum

    REQUIREMENTS:

    • The Incumbent must have Grade 12, a Degree/ National Diploma in Financial Management, or Equivalent qualifications. Must be computer literate, have good verbal and writing skills. Must be fluent in IsiZulu and English.

    KEY RESPONSIBILITIES/ DUTIES

    • Assisting in the implementation of the Municipal Financial Management Act.
    • Assisting in the compilation of financial statements, budget, and management reports.
    • Assisting with reconciliation and financial analysis.
    • Responsible for electronic capturing of financial data and other line functions.

    Development Facilitator (X1 Post)

    Salary:(R 541 389.82) Per annum

    REQUIREMENTS:

    • Incumbent must have a Grade 12; National Diploma in a social development field, NQF level 6. Previous social development facilitation experience in a local government environment, and a valid driving licence.

    KEY RESPONSIBILITIES/ DUTIES

    • Promoting communication and understanding between communities, project staff, and local leaders.
    • Coordinating facilitation activities with other role players operating in the district. Facilitating the process of capacity building, community participation, and creating awareness campaigns on projects in the uMzinyathi District.
    • Liaising with project steering committees and other affected parties and providing feedback.
    • Monitoring compliance with Council policy regarding project implementation. Assisting Council in establishing project steering committees when necessary. Attending to community queries regarding projects.
    • Attending to administrative issues emanating from daily activities.
    • Preparing reports on specific subjects under the instruction of the Manager Facilitation.
