    Clerk of Works (Projects)

    MINIMUM REQUIREMENTS: 

    • Electrical Trade Certificate 
    • 5 years or more post-apprenticeship experience required 
    • Computer Literacy 
    • Driver's Licence Code B

    • Assist with the process of establishing administrative procedures to ensure that proper documentation is secured on projects. 
    • Ensure that Contractors familiarize themselves with the site and ensure that projects are completed according to contractual commitment. 
    • Ensure a good channel of communication is established with all role players.

    Manager Energy Management & Revenue Protection

    MINIMUM REQUIREMENTS: 

    • A relevant BTech degree in Electrical Engineering and registration as Pr Tech Eng. 
    • A Government Certificate of Competency (GCC) Factories/Electrical or Pr Cert Eng 
    • Computer literacy in MS Office, CAD-, GIS – Software 
    • 8 years or more relevant experience post registration 
    • Valid Code B Driver's Licence

    • Quality of Service - In order to provide a quality service to the customers whilst complying to NERSA's licensing conditions. 
    • Energy Management - Ensure George continues to introduce renewables into its energy mix in order to reduce it carbon footprint, purchase power cheaper and be less susceptible to loadshedding, whilst maintaining the reliability of the electrical network. 
    • Meter Management - Ensure that our metering is always compliant meting the industry standards in order to collect the correct revenue and correct payment for energy from Eskom/IPPs. 
    • Revenue Protection - Ensure a suitable service in terms of revenue collected and network reliability for supply of electricity. 
    • Illegal Wiring and Infrastructure Theft/Vandalism – To reduce the costs associated with the reinstatement of infrastructure and ensure the stability of the electrical network. 
    • Application for Services - To inform our communities of services we provide, equip them with information and simplify and expedite requests for services. 
    • Energy Efficiency - To reduce energy usage in light of the challenges faced by the national supplier and in the process reduce the carbon footprint and energy bill for the municipality. 
    • Cost of Supply and Tariff Development - Ensure that the cost of rendering the electricity business is recovered through appropriately developed and approved tariffs for the sustainability of the municipality. 
    • Occupational Health and Safety - Ensure the safety of staff and the public. 
    • Communication - Inform communities of the need to reduce energy consumption and awareness of infrastructure theft and vandalism. 
    • Budget and Financial Management - Apply extensive management control over allocated funds by optimising expenditure incurred with projects and to ensure financial control within the Division and to comply with the requirements of the Municipal Financial Management Act. 
    • Project Management - Ensure that all projects are managed according to sound project management principles and techniques. 
    • Contract Management - Ensure contractual terms and conditions entered into and agreed to are complied with and specific responsibilities discharged without risk to Council. 
    • Contract Preparation Management - Ensure that project planning is performed in order to assist completion within specified times and to the satisfaction of the Directorate. 
    • Functional Management Activities - Ensure a quality, safe and sustainable supply of electricity to all consumers within the licensed electricity supply area of George Municipality and within the framework of Council Policy and the Occupational Health & Safety Act. 
    • Legal/Statutory Management - Ensure compliance with statutory requirements, legislation and best practices, and the Directorate's Quality Management 
    • Financial Control - Ensure accurate estimates are prepared in relation to requirements enabling the section to contribute positively towards meeting objectives and sustaining the quality and standards of service delivery. 
    • Administrative Duties - Ensure accurate operational information is maintained and made available on request and specific administrative actions and reporting are complied with.

    Chief Network Controller

    MINIMUM REQUIREMENTS:

    • Technical/Professional qualification (National Diploma in Electrical Engineering)
    • Computer Literacy: MS Office
    • Valid Driver’s license
    • 5 years or more experience in a supervisory technical position required

    KEY PERFORMANCE AREAS:

    • Ensure that all the Control Room functions are well coordinated according to High Voltage Regulations to prevent fatal injuries and damage to electrical apparatus.
    • Help plan for apparatus and system, upgrades before the apparatus or system becomes overloaded in order to ensure economical loading of network within contractual limits as not to violate the notified maximum demand and chargeable demand limits and to ensure that distribution apparatus is operated within design limits.
    • Identify the different characteristics of individual apparatus in order to eliminate unnecessary time delay in isolating system changes and behaviour.
    • Avoid financial penalties and to act preventatively to eliminate damage to consumer and municipal equipment and coordinate power resources.
    • Ensure optimal use of power supply which saves costs and avoids fines being issued by ESKOM, as well as to locate faults and restore power to consumers as soon as possible.
    • Ensure that all new apparatus and equipment installed works according to prescribes standards.
    • Ensure power is restores quickly and safely and ensure continuity between role players in times of major power failures and in disaster situations.
    • Ensure that analysis on the SCADA System is conducted frequently and to determine causes in order to take preventative measures to minimise down time and restore power supply with the least possible delay.
    • Ensure that all Trainees are competent after having successfully completed the course based on the George Municipality’s High Voltage Operating Regulations prior to being issues with an Authorization Certificate.
    • Ensure that specifications for various applications are drawn up and that it complies to specifications.
    • Ensure that all authorised personnel are constantly tested to ensure compliance with authorization requirements in order to operate safely and swiftly.
    • Present statistical information for future planning and information purposes.
    • Ensure that management and the relieve shift Controller is informed and updated with operational issues.
    • Emphasizes the mental strength and professional capabilities the incumbent must possess in order to function efficiently.
    • Ensure personnel are capacitated and capable of performing at capable levels, address deviations and implement corrective measures to sustain efficiency and productivity.
    • Ensure that accurate operational information is maintained and made available on request and that specific administrative deadlines are complied with.
    • Ensure that inputs are given and solutions are sought to eliminate health and safety risks and to ensure that engineering issues on the distribution network are tended to.

    Senior GIS Analyst

    MINIMUM REQUIREMENTS: 

    • A relevant technical tertiary qualification in GIS 
    • Registration with SAGC as GISc Technician or Technologist (Registration optional) Registration or eligible for registration will be an advantage

    • Integration of data into a single resource to ensure good transversal operations, improve service delivery, open and transparent information systems, and coordination with external datasets 
    • Perform spatial data preparation, capturing, validation and maintenance of municipal spatial data usage to ensure accuracy of data integrated with municipal financial systems and planning operations resulting in reliable integrity of data and ensuring revenue enhancement and quality service delivery, ensuring that key deliverables and critical interventions are accurately analysed supporting the accomplishment of established organizational outcomes
