    Legal Advisor (12 Months Fixed Term Contract)

    Key Performance Areas: 

    • Provide legal support, advise and legal opinions on various legal matters, to minimize and control risks to the SAWS. 
    • Provide assistance to ensure that legal documents and other contractual documents are properly drafted, negotiated, reviewed, interpreted and vetted. 
    • Maintain an updated and accurate register of all SAWS’s contracts drafted, negotiated, reviewed, interpreted and vetted by the Legal Unit. 
    • Conduct research on requisite legislation and case law when required. 
    • Co-ordinate and manage litigation matters for and against the SAWS 
    • Liaise and attend consultations with and instruct the SAWS external legal service providers (attorneys) 
    • Attend Court 
    • Negotiate, review, interpret, vet and draft Settlement Agreements. 
    • Review pleadings from external legal service providers 
    • Assist with the dispute resolution in accordance with the SAWS policies and the legislative framework. 
    • Where necessary, represent the company at various levels dispute resolution mechanisms, e.g. Bargaining Forum, the CCMA etc., with the aim of managing the SAWS’ interests. 

    Required Minimum Education/Training: 

    • LLB or other relevant Legal Degree 
    • Admission as an Attorney or Advocate (Bar Council Admission) 

    Required Minimum Work Experience: 

    • At least 3 (three) years post-articles/ admission experience

    Meteorological Technician

    Observation:

    Perform routine weather observation duties that include: - 

    • Visual weather observation and compile routine reports, 
    • Providing special reports for changes in weather. 
    • Providing observation reports timeously as per schedule or as per the timeliness of the client’s requests 
    • Downloading of remote observation station data 
    • Collection and quality control of manual rainfall station 
    • Quality control of AWS and ARS data and transmission thereof to central data base 
    • Perform routine and adhoc maintenance of SAWS Observations infrastructure (Thorough understanding of Automatic Weather Stations is required) 

    Internal and External Customer Relations: 

    • Liaise with clients as per office plan. 
    • Represent SAWS at Stakeholder meetings as per plan. 

    Total Quality Management 

    • Apply prevention and corrective action procedures on all findings related to weather observation. 
    • Promote a quality culture amongst the staff within the office. 
    • Promote the SAWS Quality Policy and intergrade it into the day-to-day activities of the office 
    • Provide assistance during audits of the regional office as required. 
    • Perform regular inspections to ensure all work done is according to documented requirements. 
    • Ensure that the work environment complies with legislative requirements relations to OHS. 

    Minimum Requirements and Attributes: 

    • A Grade 12 Certificate with Maths and Science. 
    • Weather Observers certificate. 
    • Ability to obtain a competent Aviation Meteorological Observation (AMO) certificate within 6 months of employment. 
    • Ability to read, analyse and interpret written request for weather data and information. 
    • Knowledge of international standards such as WMO and ICAO. Advanced knowledge of observation tools. 
    • A valid code 08 driver’s license or be in a position to obtain a valid driver’s license within 3 months of employment.

    Senior Meteorological Technician

    Key Performance Areas: 

    Products, Services Delivery / Infrastructure maintenance 

    • Perform timely visual weather Observations as determined by the relevant Weather Office. 
    • Collect Meteorological and climate data and submit reports to the relevant stakeholders. 
    • Install, maintain, and where possible, repair as well as assist with upgrades of weather observation equipment. 
    • Continuously monitor the performance of equipment and perform routine and non-routine maintenance, including for Air Quality monitoring stations. 
    • Perform quality control of meteorological data before submitting to SAWS database 

    Innovation, Process Improvement & Revenue Generation 

    • Analysis of available meteorological and climatological data. 
    • Suggest measures to improve data quality and or availability. 

    Administration, Governance, Risk & Compliance 

    • Perform routine office administration practices including lodging claims, leave processing, completion of attendance registers, transport administration, periodic reporting, administration of registers, etc. 
    • Compliance with designated national and international standards. 
    • Maintain the SHEQ (Safety, Health Environment and Quality) system. 
    • Monitor the Risk Register and ensure the implementation of identified risks mitigation actions. 
    • Participate in various o office and regional audits and ensure that all audit findings are addressed. 
    • Manage roster rotations and duty sheets. 
    • Minimal supervisory duties over junior Meteorological Technicians 
    • Assist in developing and implementing SOPs for departmental operations. 
    • Assist with supervising the performance in the absence of Chief Met Tech.

    Required Minimum Education/Training: 

    • Weather Observers Certificate (NQF Level 5, WMO BIP-MT compliant) 
    • NQF Level 4 or Senior Certificate (with Mathematics and Physical Science) 
    • ICAO AMO competency certificate 
    • Required Minimum Knowledge of ICAO Annex 3 standards 

    Required Minimum Work Experience: 

    • At least 3 years’ experience within the Meteorological Environment 
    • A code 8 driver’s license

    Meteorological Qualification Manager: Met Technician

    Key Performance Areas: 

    Commercial 

    • Develop and deliver commercial training courses, including blended and distance learning programmes, aligned to client requirements. 
    • Design high-quality, cost-effective training programmes and proposals for commercial clients. 
    • Conduct training needs analyses to develop, promote, and report on targeted commercial training initiatives. 
    • Establish and maintain strategic relationships with stakeholders to identify and secure commercial opportunities, in collaboration with the Business Development team. 
    • Maintain and enhance the RTC Commercial Action Plan. 
    • Manage and deliver commercial courses using existing training resources and/or temporary staff. 

     Qualification Management of Meteorological Technician Course 

    • Upgrade and register the Meteorological Technician Course in line with the latest WMO BIP-MT guidelines, ensuring compliance with internationally accepted standards.
    • Provide ongoing functional training, guidance, and skills transfer to internal and external lecturers, as required. 
    • Act as a facilitator, assessor, and/or moderator in line with recognised assessment standards. 
    • Oversee all practical assessments to ensure compliance with assessment and moderation principles, as well as RTC and relevant training body regulations. 
    • Manage and maintain the learner database. 
    • Stay abreast of international trends and advancements in meteorology and training to continuously enhance qualifications and course content. 
    • Plan and coordinate Continuous Professional Development (CPD) activities for internal (SAWS) and external (SADC) operational meteorological personnel. 
    • Conduct training needs analyses to develop, promote, and report on targeted training programmes for internal and international clients. 

    Administration 

    • Implement work agreements, performance assessments, Personal Development Plans (PDPs), and manage contracts for subordinates and contracted trainers. 
    • Develop and facilitate distance learning initiatives within the RTC. 
    • Support the Senior Manager responsible for the RTC in management activities, including strategic and business planning, risk analysis, budgeting, and procurement. 
    • Compile and submit monthly, quarterly, and annual reports to the Senior Manager on key issues, results, continuous and commercial training activities, recommendations, and progress. 
    • Establish and maintain effective working relationships between the RTC and other SAWS business units. 
    • Engage with external training institutions and clients regarding qualifications and relevant courses offered by the RTC. 
    • Ensure compliance with all SAWS Total Quality Management (TQM) principles. 

    Minimum Requirements: 

    • An appropriate 4-year tertiary qualification in Atmospheric Sciences or Meteorology, i.e. a BSc (Hons) in Meteorology or Atmospheric Sciences. 
    • Master’s degree in meteorology preferable 
    • A minimum 2-year supervisory experience 
    • At least 5 years’ experience in meteorological practises especially Meteorological technician practises and understanding of the relevant WMO competencies 
    • At least 5 years’ Experience as a trainer/ facilitator/lecture of different courses as full or part time lecturer/trainer 
    • Excellent knowledge and proficiency in weather observations and related competencies 
    • Knowledge of commercial and marketing practices will be an added advantage 
    • Fluent in English
