    Manager: Analytical Services – REF: JW397EX/2025

    KEY RESPONSIBILITIES:

    • Plan future functioning of the laboratories including staffing requirements, workloads and resources. Coordinate the planning of operational and Capex budgets annually.
    • Plan for the analysis of samples from the effluent water quality monitoring programmes. Manage the performance of five Laboratories located at Cydna, Northern and Goudkoppies Wastewater Treatment Works. Manage the accreditation of all laboratories to be maintained and extended. Ensure that the good quality of water is being received from supplier and that there is no deterioration in this quality throughout the whole distribution area of Johannesburg.
    • Ensure provision of analytical service to Johannesburg Water department and City of Johannesburg’s Departments. Monitor that there is optimum collaboration between the laboratories and ensure the proper distribution of work minimize the turn-around time. Prepare the annual budgets. Compile monthly variance report.
    • Attend bid committee meeting when required. Compile Performance Management contracts. Manage the recruitment and selection of staff. Mentor and coach subordinated in accordance to succession plan.
    • Assist in the management and growth of organizations business. Keep abreast of legislation and latest developments in the analytical field and ensure the implementation of new techniques and methods. Address consumer complaints accordingly to procedure.

    JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

    • Bachelor of Science Honours in Chemistry or Applied Chemistry or Microbiology or MTech
    • Analytical Chemistry or Microbiology or Biotechnology or Water Care or Quality Management or Quality Management System (NQF 8)
    • Postgraduate qualification in Management (NQF 8)
    • Professional Registration as Scientist/Technologist
    • Minimum 7 years chemical or microbiological analysis experience laboratory preferably in water (& sanitation) analysis.
    • Minimum of 3 years managerial or supervisory experience
    • Working knowledge of water related legislation (e.g. Accreditation Act, National Water Act).
    • Working knowledge of ISO 17025 and Research & Development is an advantage
    • Code B Drivers’ License

    Artisan Fitter – REF: JW397EX/2025

    KEY RESPONSIBILITIES:

    • Carry out repairs and maintenance to Mechanical plant and equipment which include but not limited to Pumps, Level controls, PRV`S (Pressure reducing valves), Valves and auxiliaries. Execute planned maintenance according to Johannesburg Water Maintenance schedules and SOPS. Carry out standby duties and emergency work of which must include feedback to the Telemetry control room on callouts.
    • Carry out monthly toolbox checks to comply with safety norms and standards. Inform Operations Manager on any irregular maintenance issues regarding Plant, Equipment and Facilities. Assist with the effective and productive planning of jobs in the section as directed by the Operations Manager. Assist with the investigation of pump station and reservoir operating methods in order to enhance the systems performance. 
    • Ensure that all work orders, check sheets and overtime sheets are filled in correctly before end of shift. Filling in of Vehicle Inspection sheets, Logbooks daily and submit to Operations Manager on a weekly basis. Submit all petrol slips once a month as per Johannesburg Water Vehicle Policy.     • Grade 10 or N1 (NQF 2) + Fitter trade test certificate/Appropriate Learnership NQF 4

    Contract Manager – REF: JW397EX/2025

    KEY RESPONSIBILITIES:

    • Assist Chief Contracts Manager in developing and implementing guidelines in line with the latest MFMA, PFMA and JW SCM policies. Responsible for drafting standard Contract Documents for different Contracts (JBCC/NEC/FIDIC/GCC). Manage the legal compliance of Tender/Bid Documents prepared by PMU/ESU and outsourced service providers.
    • Assist Senior Management in developing operations plan and budget for incorporation into the CAPEX departmental budget. Provide leadership and management in Contract management Unit through proactive planning. Develop appropriate procedures (SOPs) to provide sustainable Legal Contracts Management services.
    • Develop procedures for monitoring and evaluation of legal contracts between Contractors and professional Service providers including PMU and ESU. Develop and manage CAPEX legal registers by ensuring spending is appropriate and necessary for achievement of objectives. Compile reports and statistics on Legal compliance.
    • Understand and utilize in-house MIS system and software to meet contractual MFMA and PFMA requirements. Assist PMU in procurement process of Capital and Operation projects within the CAPEX environment.   

    JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

    • Degree with majors/specialisation in Construction Law or LLB with experience in Construction contracts 
    • Eligibility to be registered as an Arbitrator with Arbitration SA
    • Minimum 12 years relevant contracts experience in infrastructure projects
    • Knowledge and experience in Supply Chain Management and MFMA and contract law
    • Knowledge and understanding of NEC/JBCC/FIDIC/GCC would be mandatory.
    • Valid Drivers’ license and own transport

    Techical Officer Wayleave/Building Plans– REF: JW397EX/2025

    KEY RESPONSIBILITIES

    • Receive plans from CoJ or walk-in customers and log application into the Application Management System. Look up the position and details of Johannesburg Water’s services for the relevant property using the GIS and/or IMQS system. Critically asses if the record on the system appears to be correct, using technical experience, as this information is sometimes unreliable.
    • Should the information not be available or look incorrect, then find the as-built drawing in Alchemy. This will require the ability to find the correct drawing and identify the relevant property off the many historical drawings. Read and understand the architects drawing and evaluate whether the position of the proposed building affects Johannesburg Water’s services.
    • Check the title deed to verify if there are any registered servitudes on the property which the proposed building might affect. Decide if the drawing can be approved, if so stamp and sign the drawing. If not inform the client the reasons for the rejection and the implications. Capture the decision in the control system. If not, information is available the matter may be referred to the depot who can send out team to investigate the position of the services.
    • Dealing with Building Plans is a decision-making function which commits Johannesburg Water. Once plan is approved the building will be constructed. Diligent care must be exercised because if a mistake is it could compromise Johannesburg Water services.
    • This could have risks implications to both public and Johannesburg Water,and may be very costly to rectify. Bearing in mind that difficult, or costly decisions have to be made while face-to-face with the customer, any attempt by the customer to influence or pressurize you to change the decision must be resisted. Any attempt to bribe must be reported to the manager. Search Alchemy for additional information if not service information (water and sewer) exists,and refer to the Development Coordination Manager if required.
    • If any matters arise in the course of assessing the applications which could affect, Johannesburg Water’s services or operations, refer the matter to Development Coordination Manager. Any errors on the GIS, IMQS, or Alchemy systems are to be reported to the Manager.
    • Ensure all transactions are recorded on the relevant information system. Ensure all correspondence is sent to the applicants. Ensure copies are sent to Records, and relevant depots. Keep and maintain records regarding GIS, IMQS, Alchemy and Wayleave database. Produce statistics of applications dealt with and submit to Manager for inclusion in weekly summary.

    JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

    • Grade 12 (NQF 4) or N3 (Technical) (NQF 4).
    • Ability to read Building Plans
    • 1 year experience in operating GIS and database. 
    • Knowledge of National Building Regulations.

    Process Controller – REF: JW397EX/2025

    KEY RESPONSIBILITIES:

    • Check SCADA and record daily plant readings for the Senior Process Controller. Physically check machinery and plant. Check equipment failure. Isolate faulty equipment. Unblock pipes and pumps.
    • Wash secondary sedimentation tanks. Pump down tanks for cleaning. Operate national pump station. Clean pump stations. Report process problem to Senior Process Controller. Write job cards for maintenance. 

    JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

    For applicants with minimum of 9 years wastewater experience:

    • Std 8/ Grade 10 (or NTC I) plus Operations certificate or
    • Std 8 / Grade 10- (or NTCI) plus Core Unit Standards from the Water and Wastewater NQF 3 Qualification equivalent to a value of least 30 credits

     For applicants with minimum of 7 years wastewater experience:

    • Std 9 / Grade11 (or NTCII) plus Operators certificate or
    • Std 9 / Grade11(NTCII) plus Water and Wastewater Treatment Practice N2 or
    • Std 9 / Grade11(NTCII) plus Core Unit Standards from the Water and Wastewater 

         NQF 3 Qualification equivalent to a value of least 30 credits or

    • NTC II in Water and wastewater Treatment practice or
    • Water and Wastewater NQF 3 Qualification

    For applicants with minimum of 3 years Wastewater experience:

    • Matric/Grade 12 (or NTC III) plus Operators Certificate or
    • Matric / Grade 12 (or NTC III) plus Wastewater Treatment practice N3 or
    • Matric / Grade 12 (or NTC III) plus the Core Unit Standards from the Water and Wastewater NQF 4 Qualification equivalent to a value of at least 30 credit or
    • NTC III in Wastewater Treatment practice or
    • Wastewater Treatment NQF 4 Qualification

    For applicants with minimum of 2 years Wastewater experience:

    • Water and Wastewater NQF 5 qualifications. 

    For applicants with minimum of 0 years Wastewater experience:

    • National Diploma or National technical Diploma or NTC VI in   Microbiology/Biochemistry/Chemistry / Chemical Engineering/ Watercare/Water Sciences or
    • Water and Wastewater NQF Level 6

    Additional Requirements to the above:

    • Code EB
    • Knowledge of SCADA, Basic Occupational Health and Safety in the workplace. 
    • Must be registered as class III with (DWS) Department of Water and Sanitation.

    Regional Manager X2 – REF: JW397EX/2025

    KEY RESPONSIBILITIES:

    • Participate in the development of overall strategy for the region in the context of policy framework set by Johannesburg Water. Initiate and coordinate the formulation of policy for development of service delivery in the respective regions.
    • Ensure that appropriate auditing; monitoring and control is carried out in all areas of functional responsibility (e.g. standards, policies, procedures, financial controls, stock controls, plan and vehicle control, etc.).
    • Plan, propose and implement pro-active measure and responses to public needs and requests to improve service delivery.
    • Liaise with all customers as and when required within the region. Responsible for the sound financial management of the region. Ensure proper financial control and adherence to procurement policy and stores control. Responsible for sound Human Resources Management for the region.
    • Ensure compliance with the OHS Act and Johannesburg Water policies and procedures.

    JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

    • BSc or B. Tech degree in Civil or Mechanical Engineering (NQF 7).
    • 7 years’ experience in water & sanitation operations of which 5 years must be at a managerial level.
    • Driver’s License Code EB.
