      Human Resource Intern

      QUALIFICATION REQUIREMENTS & EXPERIENCE

      • Grade 12 Certificate.
      • National Diploma (NQF Level 6) in Human Resource or equivalent.
      • Applicants must be unemployed, recently qualified and be residing within Nkangala District Municipality, proof of residence is required with application.
      • Verification will be done to ensure that applicants are residing in Nkangala District Municipality.

      EXPERIENCE

      • None.

      DUTIES/RESPONSIBILITIES

      • Interns will be assigned administrative work wherever the need arises in any unit within Corporate Services. Activities include filing switchboard operation, data capturing, organising meeting, minute taking and acting as relief assistants as and when required.

      General Manager-Technical Services

      QUALIFICATION REQUIREMENTS & EXPERIENCE

      • Grade 12 / Matric Certificate.
      • NQF Level 7 Bachelor of Science Degree in Engineering / BTech engineering or equivalent.
      • Have completed Municipal Finance Management Programme (MFMP), SAQA Qualification ID No. 48965. Added advantage shall be enjoyed by those having:
      • Certificate of competency as required in terms of the General Machinery Regulations, 1988; or
      • Registration with recognised relevant engineering professional body

      KNOWLEDGE

      • Good knowledge and understanding of relevant policy and legislation.
      • Good knowledge and understanding of institutional governance systems and performance management.
      • Must have extensive knowledge of the public office environment; and
      • Must be able to formulate engineering master planning, project management and implementation.
      • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
      • Good governance.
      • Knowledge and coordination and oversight of all specialised support functions.

      EXPERIENCE

      • Minimum of five (5) years’ experience at middle management level, or as programme/project manager, of which 3 - 4 years must be at professional/management level engineering management experience.

      DUTIES/ RESPONSIBILITIES

      • Assist the Municipal Manager with overall implementation and management of capital projects.
      • Lead the Technical Services Team to ensure achievement of the targets and objects.
      • Plan and ensure implementation of the infrastructural development and related projects.
      • Ensure efficient project management and contract management.
      • Ensure efficient utilization of resources allocated in line with the applicable legislation and practices.
      • Manage the budget as well as performance of the staff allocated to the department in line with both Performance Management Policy and MFMA Supply Chain requirements.

      CORE PROFESSIONAL COMPETENCIES

      • The Municipal Regulations on Minimum Competency Levels, 2007, issued in terms of Local Government Municipal Finance Management Act 2003, provides that every Senior Manager of a municipality and municipal entity must meet the minimum competency requirements as set out in the Local Government Regulations on Appointment and conditions of Employment of Senior Managers, 17th January 2014.

      General Manager-Corporate Services

      QUALIFICATION REQUIREMENTS & EXPERIENCE

      • Grade 12/Matric Certificate
      • NQF Level 7 Bachelor’s Degree in Public Administration / Management Sciences / Law or equivalent,
      • Must have completed Municipal Finance Management Programme (MFMP) SAQA Qualification ID No. 48965 or be able to register for and complete same within eighteen (18) months.

      KNOWLEDGE

      • Good knowledge and understanding of relevant policy and legislation,
      • Good knowledge and understanding of institutional governance systems and performance management,
      • Good knowledge of corporate support services including –
      • Human Capital Management.
      • Legal Services.
      • Facilities Management.
      • Information Communication Technology, and
      • Council Support.
      • Good knowledge of Supply Chain Management Regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
      • Good governance.
      • Labour Relations Act, and other labour related prescripts.

      EXPERIENCE

      • A minimum of five (5) years' experience at a middle management, with proven successful management experience in administration.

      DUTIES/ RESPONSIBILITIES

      • Assist the Municipal Manager with the overall governance of the Municipality.
      • Knowledge and understanding of policy and legislation.
      • Good knowledge and understanding of institutional governance systems and performance management systems.
      • Understanding of council operations and delegation of powers as well as application of Council Standing Rules and Orders.
      • Develop and manage the directorate's budget such that expenditure is in line with Council, MFMA and supply chain requirements. Coordinate and support local Municipalities.
      • Prepare and submit reports to the Municipal Manager and relevant political structures.
      • Ensure sound labour relations within the municipality.
