    Programme Manager: Water – REF: REGMAINMAN- JW382/2023

    PURPOSE

    Responsible for the successful delivery of the Capital Investment Program on time and within budget, including overseeing the planning, organisation, implementation, and monitoring.

    KEY RESPONSIBILITIES

    • Ensuring that the project purpose, scope, objectives, constraints, and risks are fully understood and documented and complied with. 
    • Develop and review long term operational plans for the department, Review the structure for the section and make recommendations for possible improvements.
    • Ensure the development and implementation of systems, policies and procedures for the department. 
    • Control departmental expenditure by ensuring spending is appropriate and necessary for achievement of objectives.
    • Attend regular meetings with department heads to brief on Johannesburg Water policies and performance progress, Approve the training needs of the department after the performance appraisal.
    • Ensure that the project purpose, scope, objectives, constraints, and risks are fully understood and documented, ensure that all practices conform to the necessary legal requirements such as Health and Safety, Environmental, legislation and other requirements as governed through Act.
    • Maintain performance control of adherence to contract warranty and guarantee, ensure proper close-out of projects by: monitoring the process quality, checking that all issues are covered.
    • Manage and monitor the Project Engineers to ensure quality control Assist in resolution of differences or problems between departments or groups on assigned projects.
    • Ensure that proper auditing, monitoring and controlling in all areas of functional responsibilities by checking and approving all payments of certificates and fees.
    • In conjunction with Project Engineers, determine the risks associated with projects and setting up of contingency plans, to manage it, assess risk on projects, i.e. political risks, social risks, financial risks, etc. before any project commences.
    • Facilitate the appointment process for consultants by: Monitoring the progress of the appointment letters, setting up standard appointment letters.
    • Prepare the call for proposals (Technical and financial proposals) before inviting proposals and adjudicating the proposals for appointment.
    • Bid Special meetings. Arrange approval from BEC, submit to Adjudication Committee (Executives).
    • Tender documents. Latest tender, FIDEC forms (for Mechanical, contracts, etc). Also, Financial Management Act specifics, CID (Construction Industry Development Board regulations).
    • BWW projects (Civil, Mechanical, Electrical, Instrument, etc.)

    Essential qualifications and experience:

    • BSc (Civil) or BTech (Civil) degree. (NQF 7). Registered Pr. Eng or Pr. Tech (Eng.).
    • 8 years’ experience in civil engineering of which 3 years project management experience. 2 years managerial experience.

    PURPOSE

    To provide administrative support to the Executive Manager: HR & CS with day-to-day functions by receiving and handling information.

    KEY RESPONSIBILITIES

    Regional Mantenance Manager - REF: REGMAINMAN- JWEX382/2023

    PURPOSE

    Manage the operations on repairs and maintenance to all mechanical and electrical equipment and instrumentation located at Johannesburg Water’s Treatment Works in accordance to General Machinery Regulations section 2.1 and 2.7 (OHASA) and SANS codes of practice.

    Management of the central Minor Plant/Yellow Machines Workshop

    KEY RESPONSIBILITIES

    • Responsible for the participative development of strategy for the various Treatment Works in conjunction with the Divisional Manager:
    • Bulk wastewater, for technically and environmentally sound operations.
    • Participate in the development of overall strategy for the Bulk Wastewater division in the context of the policy framework set by Johannesburg Water.
    • Assist the Divisional Manager: Bulk wastewater, to define in consultation with the Capital Investment Department (CAPEX), the required infrastructure development and rehabilitation programmes of JW facilities in accordance to CAPEX programmes.
    • Manage and ensure that all electrical and mechanical equipment located at Treatment Works are maintained in a good state and standby equipment is functional at all times to ensure the provision of continuous sanitation services in compliance with statutory requirements and other agreements.
    • Ensure the general facilities maintenance to buildings and grounds in order to improve and maintain the aesthetics of the sites.
    • Implement and maintain preventative measures to contain and minimize overflows originating from Containment Dams in order to comply with Permit conditions as set by the Department of Water Affairs.
    • Ensure that the minor plant/yellow machines equipment is kept in a good state of operation in order to achieve availability to end users.
    • Manage the relevant SAP asset database inputs so that all maintenance interventions/repairs are accurately compiled and recorded

    Manager Mechanical – REF: MECHMANG -JWEX382/2023

    PURPOSE:

    • Manage the operations on repairs and maintenance to Mechanical Plant, equipment, instrumentation and Yellow Machines located at Johannesburg Water’s Treatment Works in accordance to General Machinery Regulations section 2.1 and 2.7 (OHSA) and SANS codes of practice.

    KEY RESPONSIBILITIES:

    • Manage and ensure the scheduling, installation, repair and maintenance of all mechanical equipment, instrumentation and Yellow Machines located at the various Wastewater Treatment Works in compliance to OHSA and SANS codes of practice.
    • Ensure that identified critical spares are available at the Works stores. Re-order materials and spares as and when required.
    • Oversee projects by providing technical advice and direction to CAPEX department including consultants with regards to the design of new installations and upgrade of existing installations.
    • Oversee the approval of designs and monitor progress of work according to JWater approved standards.
    • Sign off practical completion of work. Manage staff in terms of Human Resources policies.
    • Identify job specific training and development needs in line with JWater skills development plan.
    • Carry out responsibilities as outlined in the GMR 2.7 and Constructions Supervisor (CR 6.1) appointment and other relevant Safety appointments (Disaster Management reps and Safety Committee reps).
    • Monitor and enforce safety requirements in the workplace by carrying out risk assessments and on-the-job assessments.
    • Participate in Health and Safety Audits. Advise the Regional Maintenance Manager with the annual capital (CAPEX) and operating estimates (OPEX).
    • Report to Regional Maintenance Manager on high expenditure equipment.
    • Manage and control overtime budget.
    • Liaise with contractors on an Ad hoc basis to ensure that all outsourced work is completed within agreed timeframes.
    • Liaise with suppliers with regards to delivery of spares.

    JOB REQUIREMENTS

    Essential qualifications and experience:

    • B-tech / BSC /B Degree in Mechanical Engineering (NQF7) / Advanced Diploma / Higher Diploma in Mechanical Engineering.

    Data Controller - REF: DATCONT -JW382/2023

    PURPOSE

    Check accuracy and submission of documented data, capturing of data from call in/walk-in customers, asset costing, work orders and other Johannesburg Water management documentation.
    KEY RESPONSIBILITIES

    • Accurately capture the first phase of the core data that comes through the SAP system (plant maintenance) and route /assign works order to responsible foreman / operations manager.
    • Rectify data errors on the SAP PM system to enable depots to complete the transaction and to improve quality.

    Personal Assistant (SCM) - REF: PERSASSISTANT- JW382/2023

    KEY RESPONSIBILITIES

    Transport Officer – REF: TRANOFFI- JWEX382/2023

    PURPOSE

    • Look after Company vehicles, collect information when there is accidents, and liaise with Managers

    KEY RESPONSIBILITIES

    • Keep a list of all the vehicles and ensure that the drivers sign in and out the vehicle keys daily.
    • Visit all the depots under the Transport Officer’s control, to check if the vehicles are in good condition and if they are used by the same driver they were originally allocated to.
    • Do vehicle inspections monthly, record defects and take necessary steps where they are not reported.
    • Make bookings with the dealers/workshop for the vehicle to be delivered for repairs.
    • Inform the Line Managers in advance when the vehicle should be delivered for repairs so that they can do their planning.
    • Make sure that the vehicle is collected when ready for collection from the workshop.
    • Monitor the workshop turnaround time and make the Lead Transport Officer aware of the licence disc that has not been delivered.
    • Make sure that the accident is reported and obtain the reference number as soon as possible.
    • Assist drivers to fill in the insurance accident claim form and submit it before the due date.
    • Keep records of all the driver tags issued.
    • Check daily if the drivers and the Line Managers adhere to the JW vehicle policy and where there are problems take the necessary action.
    • The Transport Officers will be required to travel to the suppliers, various depots, meetings, breakdowns, accident scenes and sometimes to the driver’s place of residents.
    • Be able to work standby and overtime as and when required.

    JOB REQUIREMENTS

    Essential qualifications and experience:

    • Diploma / Higher Certificate (NQF5) in Transportation/ Logistics Management.
    • 3 years’ experience in fleet management services.
    • Valid Code B Driver’s License.
