    Professional Nurse Region C

    Minimum Requirements: 

    • Matric certificate (NQF level 4); 
    • Diploma/Degree in General Nursing, Midwifery and Community Health Services (NQF level 7); 
    • Diploma in Clinical assessment, Treatment and Care and Mental Health at NQF level 7 will be an added advantage; 
    • SANC registration; 
    • 3 year post basic experience in a primary health care setting; 
    • Must have a valid driver’s license. 

    Primary Function:

    • Applies procedural nursing sequences with regards to the diagnosis, treatment, monitoring, evaluation and control of communicable diseases and participates in community focused awareness initiatives and personal development inter interventions through the dissemination of advice and information on health issues and associated treatment applications in order to ensure that objectives related to affordable and cost-effective health care are realized. 

    Key Performance Areas: 

    • Render a comprehensive and integrated Primary Health Care Services by assessing diagnosing treating and/or referring which includes all elements and principles of the National Core Package and the National Priority Programmes. 
    • Actively participate in the identification, design and delivery of health awareness campaigns at clinic and community level. 
    • Conduct specific administrative processes and procedures. 
    • Implement the activities and procedures in relation to the rendering of comprehensive health care services at Primary Health Care Facility level and in accordance with the MFMA and other relevant legal framework. 
    • Initiate, facilitate and maintain community and intersectoral collaboration at clinic/regional level. 
    • Collaborate with stakeholders (Support Partners, Non-profit Organisations and other Community Structures). 
    • Quality assurances, accurate recording and reporting. 
    • Compilation of data reports.

    Specialist: Data Analytics and Modelling

    Appointment Requirements: 

    • A Degree in Statistic; Data Sciences; Mathematics; Computer Science; Business Information Systems at NQF level 7; 
    • A qualification in Monitoring and Evaluation would be an added advantage; 
    • 6 – 8 years relevant experience in designing and implementing Organisation Level Systems for M&E within a large organisation in a senior management level in either the public or private sector; 
    • Technical experience regarding database design and development, data models, techniques for data mining and segmentation; 
    • Experience in creating a reporting dashboard using Microsoft Power BI and other systems; 
    • Experience in handling reporting packages like Business Objects, programming (JavaScript, XML, or ETL framework), and databases; 
    • Proficiency in statistics and statistical packages like Excel, SPSS, SAS to be used for data set analysis; 
    • Some direct experience of applying M&E and /or organisational learning to address human and social development issues; 
    • Experience in designing and/or implementing data collection and data management systems; 
    • Thorough understanding of IT innovation in information management and communications, and a potential application to the M&E environment (generic applications, internal communications, systems, and software packages to support M&E management). 

    Primary Function: 

    • Monitor, evaluate and report on the implementation of City of Johannesburg strategic plans (IDP including SDBIP programs/projects to ensure the achievement of COJ mission and vision. Process, clean, analyse, interpret and display data using effective approaches and business intelligence tools, as known as data analysis. 

    Key Performance Areas: 

    • Develop tighter control, uniformity and synergy between strategy and M&E reporting and support informed strategic decision making by the Executive; 
    • Provide guidance standards to the Group on all M&E and reporting-related issues; 
    • Institutionalisation of Group Performance Management System and processes.

    Deputy Director: Online Communication

    Minimum Requirements: 

    • Matric Certificate / Grade 12; 
    • Bachelor’s Degree (NQF 7) in Digital Communications, Digital Media, Web Design/Development, Software Development / or related field (NQF level 7);

    Primary Function:

    • Lead the City's Digital Media strategy by developing, overseeing and maintaining digital communication and related innovation and transformation strategies. This role focuses on driving modern, citizen-centric solutions that enhance the communication of the City's strategic objectives, such as service delivery and stakeholder engagement. Manage the City’s digital platforms, such as social media, radio, websites, CRMs and query management ticketing systems. Foster collaboration between departments to promote digital innovation through research, training and skills transfer. Provide strategic and technical support to team as well as management. Conduct research on new communication platforms and technologies. Develop detailed project plans, timeline and milestones for digital transformation projects and initiatives and oversee implementation, ensuring adherence to timelines and budget. 

    Key Performance Areas: 

    • Oversee and manage online communication and related research. 
    • Develop the digital content strategy and direct its creative execution (collation, packaging and /or distribution); 
    • Provide strategic leadership, direction and oversight on all stakeholder management / relations that impact overall digital reputation; 
    • Manage the City’s digital platforms; 
    • Accelerate Innovation in the City through the development and implementation of new ideas, products or methodologies; 
    • Execute sound financial management and control and contribute information to support the financial planning processes within the department; 
    • Direct and control outcomes associated with utilisation, productivity and performance of personnel within the sub-unit.

    Deputy Director: Valuations

    Minimum Requirements: 

    • Grade 12 plus B. Degree/NQF level 7 or National Diploma in Real Estate; Property Valuation or a qualification recognized by the SA Council for the Property Valuers’ Profession; 
    • 7 - 9 years’ extended valuation experience in Property Valuation; 
    • 5 years of Managerial experience; 
    • Registered as Professional Associated Valuer or Professional Valuer without Restrictions at the SA Council for Property Valuers’ Profession.  

    Primary Function:

    • Manage the Municipal valuations and Ad-hoc valuations to provide an efficient valuation service within the Directorate and to the clients of the City of Johannesburg. Assist the Municipal Valuer, as designated Assistant Municipal Valuer in the implementation of strategy and functions of the Municipal Valuer as contemplated in the Municipal Property Rates Act 6 of 2004 as amended.  

    Key Performance Areas: 

    • Identify and define the immediate short- and long-term plans and strategy for the Valuation Directorate; 
    • Direct organizational change and development of policies, procedures and systems; 
    • Direct and control adherence to relevant legislation and Council resolutions; 
    • Direct and control the key performance indicators and outcomes of personnel within the Valuations Directorate; 
    • Ensure sound financial management within the Directorate; 
    • Direct and control service delivery to City of Johannesburg and all its stakeholders; 
    • Disseminate functional and operational information on the immediate short- and long-term objectives and current development, problems and constraints; 
    • Manage and supervise the functioning of the Valuation Appeal Boards.
