    Manager: Human Capital Development

    Minimum Requirements: 

    • Grade 12/NQF level 4 plus Degree in Human Resources Management (HRM) / Human Resources Development (HRD) / Public Administration / Business Administration/ Public Management / Business Management / Education degree / related degree at NQF level 7; 
    • 5 – 7 years’ experience preferred in Human Resources Management / Human Resource Development at least 3 years in the human resource development field either in the public or private sector; 
    • Valid Code 8 driver’s license. 

    Primary Function:

    • Plan, implement, manage and evaluate Human Capital Development initiatives within the City of Johannesburg, to ensure alignment with the City’s Integrated Development Plan (IDP), Departmental Business Plans, Workplace Skills Plan (WSP), and relevant legislative, regulatory and policy frameworks. 

    Key Performance Areas: 

    • Contribute to the strategic human resource development processes; 
    • Implement effective and efficient financial planning and budgeting (demand) processes in line with supply chain management processes, legislative, regulatory and policy frameworks; 
    • Implement effective and efficient procurement management in line with supply chain management processes, legislative, regulatory and policy frameworks. 
    • Plan, implement, manage and evaluate implementation of the human resource development operations in line with applicable legislation, policy, processes, and procedures in the organisation. 
    • Implement effective and efficient operation processes, procedures, and systems. 
    • Ensure effective control of the sub-section’s human resources/assets. 
    • Build and maintain positive relationships with internal and external stakeholders, including government bodies, training providers, and employees, to promote human resource development initiatives. 
    • Lead and facilitate the sub-section’s performance management planning process. 
    • Manage administrative and reporting requirements associated with the sub-section’s operations. 
    • Provide sound leadership for the achievement of the organisations’ objectives. 
    • Implement good governance and effective risk management systems; 
    • Ensure effective management of specific administrative and reporting requirements associated with the sub-section’s and individual performance.

    Director: Unscheduled Public Transport Services

    Minimum Requirements: 

    • Matric Certificate/Grade 12. 
    • B Degree in Transport Management, Public administration, Urban Planning, or related field at NQF level 7; 
    • 10 years’ experience preferred in leadership / management of which 5 years must be at middle management level or above public transport environment; 
    • Code 8 driver’s license;  

    Primary Function:

    • Provide strategic leadership and oversight in the planning, regulation, coordination and monitoring of unscheduled public transport service and nosiness development initiatives.
    • This includes the management of local transport operations (e.g. minibus taxis, meter taxis, e-hailing), long distance and cross-broader transport operations, as well as business development and capacity building programmes and integrated corridor management.
    • The role ensures the delivery of safe, reliable, Integrated, and affordable public transport systems that are aligned with national transport policy, municipal strategic priorities and developmental goals.  

    Key Performance Areas: 

    • Contribute to the development of the department and branch strategic planning process. 
    • Lead the directorate Services Delivery and Budget implementation Planning (SDBIP) process. 
    • Ensure sound Financial Planning and Budgeting processes for the directorate. 
    • Lead and facilitate the Directorate Demand Planning process; 
    • Lead and facilitate the directorate performance Management planning process; 
    • Lead and manage the development of the directorate Individual Learning Plans (ILP’s) process; 
    • Ensure effective and efficient directorate functions, processes, procedures, systems and policies; 
    • Leading the Recruitment, Selection & Placement process for sourcing of suitably qualified staff for the directorate; 
    • Ensure effective and efficient procurement Management in line with Supply Chain Management processes, legislative, regulatory and policy framework. 
    • Provide sound leadership for the achievement of the Directorate objectives. 
    • Direct the delivery of the unscheduled Public Transport Services functions in line with national transport policy, municipal strategic priorities and development goals; 
    • Implement good governance and effective risk management systems; 
    • Ensure effective control of the directorate Human Resource; 
    • Ensure effective financial resources control; 
    • Ensure effective directorate Assets management and control; 
    • Establish and maintain strategic relationship with key stakeholders in the unscheduled public transport sector to support coordinated service delivery, policy alignment and sector transformation. 
    • Ensure effective management of specific administrative and reporting requirements associated with the directorate and individual performance.

    Internship: Programme

    Minimum Requirements: 

    • Grade 12/Matric (NQF Level 4) plus a Degree in one of the following: 
    • Bachelor of Science (BSC) 
    • Engineering/Construction Project Management B Degree 
    • Energy Studies. 
    • Unemployed graduates who have not participated in an internship programme previously.

    Primary Function:

    • To provide technical and administrative support to energy Sector unit. 

    Key Learning Areas: 

    • Assist with activities to the development of Policies, strategies and plans for city compliance and support according to the Energy framework policies and guidelines, so that they are done in a cost effective and efficient manner; 
    • Provide support as well as information during the National, provincial and local government policy development and planning process;

    • Provide support to facilitate policy implementation of the energy policies, by laws, strategies and plans; 
    • Assist with the development of the Energy Service Delivery Framework of the organization. 
    • Facilitate stakeholder engagement on all energy within the city.

    Internship: Programme for Finance Officer

    Minimum Requirements: 

    • Grade 12/Matric (NQF Level 4) plus a three year bachelor’s degree or National diploma (NQF level 7) in Accounting, Management Accounting, Finance or equivalent; 
    • Unemployed graduates who have not participated in an internship programme previously. 
    • Only City of Joburg residents will be considered.  

    Primary Function:

    • Coordinate and apply accounting procedures and policies within the Environment, Infrastructure and Service department by attending to procurement of goods and services processing of accounting entries, reporting and record keeping in accordance with statutory requirements an MFMA.  

    Key Learning Areas: 

    • Perform specific tasks associated the processing of transactional information with respect to specific Creditors accounts; Debtors accounts and general ledger maintenance 
    • Performs specific tasks associated within the process processing of transactions through liaison with GSSCM and different stakeholders in compliance with the CoJ approved supply chain management policy. 
    • Performs specific task associated with the ordering receiving maintaining and issuing of EISD internal stock items through liaison with COJ internal stores and different stakeholders in compliance with the CoJ approved supply chain management policy; 
    • Performs specific tasks associated with record keeping and management. 
    • Perform specific task associated with the processing of assets movements and verification.

    Internship: Programme for Administration Officer

    Minimum Requirements: 

    • Grade 12/Matric (NQF Level 4) plus a National Diploma in Office administration or any tertiary qualification related to the Administration discipline at NQF level 6;

    • Provide administrative and operational support to the Employment Equity Health & Safety Officer, ensuring compliance with legislative requirements, Implementation od work equity initiative and adherence occupational health and safety standard within the Organisation.  

    Key Learning Areas: 

    • Provide day-to day administrative assistance including filing, scheduling, correspondence and preparation of reports and meetings minutes, to ensure smooth office operations; 
    • Consolidate and submission of mandatory documents (individual Learning Plans, Declaration of Interest Form etc.); 
    • Provide administrative support into the Unit in relations to meeting; 
    • Collect, capture and maintain accurate employee data relevant to EE and H&S, assist with compliance audits and prepare reports to ensure adherence policies and legislation.
