    Head of Operations: Western & Eastern Cape (Prescribed Officer)

    Overview

    • Provides strategic and operational leadership to the region to ensure achievement of Air Traffic Management Service Delivery, and overall ATNS business strategy.
    • Provide the strategic and operational regional input and insights into the Operations and long-term ATNS strategy.
    • Develop, implement, and articulate the regional strategy and value proposition to the organisation aligned to the operations and business strategies.
    • Support the COO and other thought leaders in the development, implementation and management of the Operations strategy aligned to the vision, culture, and business strategy of ATNS.
    • Lead the designing, implementation and management of the regional operating model, aviation safety strategy including governance and service management capabilities, along with the service catalogue and service level agreements.
    • Manage and own implementation of the regional management strategy post formulation to ensure achievement of the objectives.
    • Drive delivery of the required projects/initiatives within the regional management strategy to be on time, within budget and to the required standard.
    • Lead implementation of processes to collect feedback on how all the aspects of the regional management strategy are being received in the business.
    • Analyses trends and metrics in partnership with COO to develop the required solutions, programs, and policies aligned to the business needs and strategies.
    • Gather and analyse relevant data, trends, and patterns and identify gaps and priorities, particularly in the key ATNS products and services to enable efficient achievement of the ATNS strategy.
    • Set clear targets for the Region and ensure achievement of such targets by cascading the targets throughout all the areas in the region.
    • Develop the integrated annual business plan for the Region to enable achievement of the regional and overall ATNS business strategy and targets.
    • Support co-ordination and implementation of the corporate transformation strategy within the Region in line with relevant policies and legislation.

    • Ensure continuous collaboration for conducting of research and development to enable continuous enhancement of the Regional Management’s   operating model, products and services aligned with trends, technological advances and changes in business strategy.
    • Ensure the effective integration and implementation of all Regional Management’s workstreams to meet the required service delivery capability aligned to customers’ requirements.
    • Ensure the delivery of Air Traffic Services is in accordance to the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organisation’s Standards and Recommended Practises.
    • Develop, implement, maintain, measure, monitor and continuously review the Regional Management’s policies, procedures, service level agreements, and letters of procedures and/or agreement.
    • Lead the regional inputs and participate in the review of legislations that affects the delivery of Air Traffic Services. 
    • Lead and initiate strategic projects aimed at improving the client experience across the Region in collaboration with the stakeholders in the respective business areas.
    • Ensure communication to all affected parties are in line with the requisite quality, empathy, and timelines to deliver outstanding experiences.

    Minimum requirements
    Required Minimum Qualifications and Experience

    • Air traffic control qualification (aerodrome control, or approach control, or area control)
    • Post graduate qualification in Business Management or related field.
    • Minimum 8 years of experience in conceptualising, designing, implementing, and managing air traffic management Operations or functions or managing air navigation services regulatory function of which at least 5 years must be at management level within a complex air traffic services / air traffic management environment / air navigation service regulatory function.

    Specialist - ATS Safety Implementation

    Job description

    Strategic Alignment -

    • Develop, implement and manage the Air Traffic Services Safety Implementation (ASI) strategy for Operations to ensure the effective and safe delivery of air traffic management services, ensuring alignment with the broader Operations and ATNS business strategies;  Conceptualise and develop the Safety Implementation strategy supported by the Head of ASE and the COO;  Leverage data analytics and information to enable the provision of meaningful ASI inputs and insights into the long-term Operations strategy;  
    • Support the Head of ATS Safety & Efficiency, the COO and the Operations leadership team in the development, implementation and management of the Operations strategy to ensure achievement of strategic Operations targets and objectives;  Drive delivery of the required ASI projects/initiatives to be on time, within budget and to the required standard;  Analyse safety trends, developments and metrics to inform adoption of the required solutions, programs, and initiatives in line with business needs and priorities;  Provide inputs into the development and implementation of an integrated annual business plan for ASE to enable the achievement of strategic business objectives.

    Air Traffic Safety Implementation -

    • Ensure effective, efficient, and safe delivery of air traffic management services through the development, implementation and management of the Air Traffic Services Safety Implementation (ASI) strategy for Operations in alignment with the broader ATNS business strategy;  Develop and execute plans and programs for the advancement of safety within Operations;  Develop and implement safety policies, processes and procedures for Operations to enable the effective management of safety, and ensure compliance thereto;  Evaluate practices, processes, procedures and facilities to identify and assess strategic and operational business risks and develop effective mitigation;  
    • Engage with Operations employees and management to conduct safety training and to give presentations on safety management and accident prevention;  monitor compliance to policies, legislation and the ICAO, CATS & CARS regulations and requirements by inspecting relevant units within Operations on a regular but random basis;  Investigate accidents and safety events to determine and understand root causes in order to prevent reoccurrence;  Recommend solutions to safety issues, improvement opportunities or new preventative measures and controls;  Report statistics on safety issues to Operations management to improve awareness and understanding of the status of safety and potential risks;  Conduct research and statistical data analysis to improve safety across Operations;

    • Stakeholder Relations Management - Build effective relationships with other relevant operational functions to ensure the required resources are available to drive safe, efficient, and effective service delivery within ASE; Establish and maintain collaborative relationships within workstreams within Operations to ensure alignment and optimal service delivery;  Ensure all stakeholders are managed effectively.
    •  Financial Management - Manage expenditure in line with business objectives and priorities, and within approved  financial parameters; Participate in, and provide inputs into the development of the ASI budget;  Report expenditure on a monthly basis including variances when required.     Job description

    Mining and Management of ATM Data -

    • Providing reliable data and statistics to support the safety and efficiency of air traffic management. Conducting air traffic forecasting and provide forecast reports to support the Permission process aligned to the strategic business requirements of Operations. Sourcing service delivery data from various sources including Technology & Information, Airspace Efficiency, Technical Services and Operations. Managing, modifying and extracting data for facilitating conclusions. Applying statistical methods, curve fitting, and select or discard certain subsets of data. Conducting research and provide statistics to support ATM operational reporting based on internationally accepted norms and standards. Presenting results in a report format.
    • Working with relevant stakeholders to identify problems that can be resolved using data science techniques. Extracting relevant data from multiple sources. Analysing trends and metrics and develop and propose required solutions and plans to tackle business challenges. Presenting /communicating findings and recommendations to management. Facilitating the development of the monthly Operations RISK Dashboard Report. Developing the Air Traffic Management Data Roadmap. Mining data or extracting usable data from valuable data sources.Enhancing data collection procedures to include all relevant information for ensuring effective data analytics. Gathering and analysing key data, and identify trends, patterns, and gaps and priorities, particularly regarding key air traffic management services.

    Air Traffic Forecasting & Reporting -

    • Developing and maintaining an effective air traffic forecasting model that enables accurate forecasting. Generating the air traffic forecast module in accordance with the Permission. Developing prediction systems and machine learning algorithms for purposes of forecasting air traffic. Adapting the Traffic Forecast model, module and all required reports as agreed to/required by internal and external stakeholders for the Permission. Reviewing, analysing, updating, and improving the Traffic Forecast Model. Document all interactions in accordance with the defined module format.
    • Participating in negotiations and presentations with external stakeholders related to Traffic Forecasting as part of the Permission process. Obtaining economic variable predictions from the Macro Economic Module. Obtaining actual detailed movement figures for both regulated and non-regulated traffic. Obtaining actual and predicted sector information from Operations. Determining seasonal air traffic movement trends. Evaluating and apply weight assignments to variables. Conducting 10-year Total Revenue and Non-revenue movement forecasts to be updated monthly. Collating all predictions into a single report. Obtaining actuals figures for the previous financial year on all movements (regulated and non-regulated).
    • Obtaining actual figures for the previous financial year on all predicted information received from other Permission modules. Developing a detailed Traffic forecast report on all the classifications of Traffic movements. Obtaining actual figures for the previous financial year on all utilized sectors and capacities. Compiling detailed variance report for submission to management. Retaining supporting records. Attending and providing input into ICAO traffic forecasting meetings, discussions, and conferences.     Human Capital Administrator

    Job description

    Compliance Officer

    Job description

    • Manage Compliance - Development of Compliance framework. Presenting compliance reports to the ATNS governance structures. Conducting compliance risk assessment on ATNS and its Air Traffic Service Units. Facilitating the development of compliance controls frameworks on an annual basis. Scheduling compliance assurance activities in order to monitor ATNS’s compliance with regulatory requirements/obligations. Advising stakeholders on best practice control measures to treat compliance risks. Investigating compliance issues and regulatory matters arising.
    • Development and conducting control self-assessments based on the approved compliance control frameworks. Tracking implementation of compliance control frameworks. Report control self-assessment findings to governance structures. Conducting compliance monitoring in accordance with the assurance strategy and plan. Formally raising and reporting on issues of non-compliance, recommend corrective actions and monitor the implementation of corrective actions. Tracking implementation of corrective actions and report deviations to governance structures. Reviewing new business/projects for compliance with regulatory requirements and advise business appropriately.     Continuous Improvement Process & SLA Management Specialist

    Job description

    Implement continuously improved Business Processes – 

    • Ability to Implement, design, develop and model our Business Process continuously for improvement purposes in line with the Plan-Do-Check-Act Principle (PDCA) quality Kazen methodology that is also aligned to ISO 9001:2015 .  Support the Head of BP & Continuous Improvement in developing, implementing, and managing the Business Services strategy aligned to the vision and culture of the organisation and business strategy of ATNS.  Implement  business  continuous improvement by analysing and evaluating existing business processes. Determine and outline areas of improvement, opportunities and automation to address bottlenecks and suboptimal processes.
    • Engage  with business units to identify process improvements. Assist the Head to recommend, and advise the business about the identified process improvements or changes.  Develop action plans and implement process improvements. Monitor implementation of the approved business process improvements. Manage and oversee all aspects of implementing approved business process improvements, including project scopes and schedules. Monitor and measure the benefits of change implementation.  Collaborate with process owners to effectively implement and comply with defined processes. Manage the documentation of current operations, recommend improvements, and evaluate the efficiency of changes made to business processes.  Define and implement the change process from request to approval and publishing. 
    •  Identify risks and issues in business processes and systems. Facilitate the development of interdepartmental SLAs with Business units.  Assist the Head to monitor performance as per the set targets. Assist the Head and HC with a period review of the performance against the set obligations.
    •  BPM Maturity Level - Assist the Head with coordinating the improvement of the BP Maturity level. Collaborate with the eternal provider to assess the Maturity level. Assist the Head with the implementation of the defined recommendation to the next maturity level.
    •  Client -  Maintain strong relationships with process owners. Evaluate alignment to defined processes by departments.  Liaise with other departments, customers, and supplier service providers.  Collaborate and work closely with business resources.  Define Business Processes with the business units.  Supervise clients to deliver and maintain business processes.  Engage with personnel at all levels, internally about Business process matters.

    Major Activities 

    • Strategy & Leadership - Provide strategic and operational direction and guidance for decision-making for supply chain management (SCM) function. Responsible for ensuring proper training and development of SCM personnel. Performance management – evaluation and grading, setting agreed targets to achieve centralised procurement objectives and goals. Review, develop and implement SCM strategy for achieving ATNS objectives.
    •  Manage and maintain ATNS’s SCM policy, processes and procedures to ensure good governance and efficiency (Supply Chain and contract Management - To provide operational and technical thought leadership in the supply chain and contracts management department. Conceptualise and define the most appropriate supply chain and contracts management framework aligned to the business and departmental strategies. Conduct research and development regularly to enhance the Supply Chain and Contracts Management function’s operating frameworks aligned with the trends, technological advances and changes in business strategy. Establish, maintain and manage operations of the required forums and structures to enable effective collaboration and alignment with other functions.  Continuously develop, maintain, measure, monitor and review the Function’s policies, procedures and service level agreements to ensure their legal compliance, efficiency and efficacy.
    • Lead preparation of tenders and bids to ensure their accuracy and compliance and enable procurement of services and goods for the organisation. Manage evaluation of responses to bids and tenders to enable identification and appointment of qualified suppliers/ service providers. Manage discussions, drafting, reviewing and negotiating of the terms of business contracts. Conduct assessment of suppliers as required to ensure their capabilities and capacities. Ensure compliance to projects delivery schedules and payments of suppliers of goods and services. Manage effective and efficient monitoring of the projects budgets to ensure efficient business operations. Ensure training of all users on supply chain policies, procedures and processes to enable compliance. Manage record keeping for all contract-related correspondence and documentation. Monitor and complete contract close-out, extension or renewal, as appropriate. Ensure conducting of effective assessment of vendors aligned to the Vendor Management processes.
    • Ensure proper maintenance of contract documents, amendments, change orders and correspondence. Maintenance of bank guarantees, and insurance policies as required. Commercial vetting of subcontractor tenders and contracts, negotiation, award support and risk analysis. Work with procurement managers and buyers to source the right products and services. Negotiate contracts with suppliers and customers. Improve the overall supply chain performance and look for any possible innovations to the process. Consider the environmental impact of the supply chain in order to enable meeting of the sustainability commitments.
    • Implement new technologies and stay alert to new trends and developments in industry. Analyse supply chain data and performance. Ensure Implementation of CAPEX and OPEX procurement plan and monitor progress.  Prepare and review submission memorandums to Procurement Committees. Provide final approval in line with the Delegation of Authority. Provide final approval on procurement transactions below R1m (VAT Incl). Make necessary recommendations in line with
    •  Stakeholder Management - Develop and implement effective stakeholder management strategies, policies and procedures aligned to the business strategy. Build and maintain strong relationships with all relevant stakeholders to enable an effective and efficient Supply Chain and Contracts Management department.  Keep stakeholders informed on all relevant developments and processes to enable their support and buy in. Guide Internal and External Stakeholders on procurement processes. Facilitate and ensure adherence to Procurement SLA with internal stakeholders. Advise Bid Committee members. Implement strategic sourcing, liaising and negotiating with new and existing suppliers to improve business. Build and maintain positive working relationships with strategic suppliers to ensure cost, quality, and delivery targets are met.
    •  Governance, Risk, Compliance and Reporting - Develop, implement and manage the governance, risk, compliance and reporting framework for the Supply Chain and Contracts Management processes.
    • Develop and drive a culture of compliance to the supply chain management policies to enable effective risks management.  Continuously monitor and evaluate compliance of the Supply Chain and Contracts Management team to all ATNS policies and procedures and relevant legislative frameworks.  Identification, documentation, and management of key contractual/commercial risks throughout project bid cycle. Investigate any reported incidents of violation to enhance effectiveness of the processes and mitigate any risks. Proactively identify any risks facing the department and appropriately and timeously measure, correct and manage such risks.
    • Prepare ad hoc reports as required to enable business decision making. Interpret National Treasury’s SCM Guidelines, instruction notes and PFMA regulations - where necessary, recommend changes for implementation. Investigate and report procedural deviations and recommend corrective actions. Workshop and train end-users on new and changes in procurement legislation. Monitor and report on BBBEE procurement activities against approved B-BBBE targets. Ensure compliance with applicable National Treasury and all regulatory requirements, guidelines and instructions.
    •   Finance and Cost Management - Develop and ensure efficient management of the approved budget. Manage the costs involved while maintaining quality of service. Compile and provide required reports on utilisation of the budget. Identify and prevent irregular and fruitless and wasteful expenditure. Monitor and report on monthly expenditure by category. Provide the required supporting documents to enable effective auditing process.
    • People Management - Ensure resourcing of the department with skilled and competent team members.    Manage a team of supply chain managers, coordinators, and specialists responsible for planning and executing supply chain and contracts management activities. Ensure that performance management is embedded in the department to enable effective attraction, development and retention of talent. Mentor and coach staff as required to ensure availability of skills aligned to the business strategy. 

    Minimum requirements

    Formal Qualifications:

    • Relevant Post Graduate University Degree Supply Chain and Contract Management ,
    • B.Comm (Hon) degree in Supply Chain Management and Contract Management, OR equivalent – NQF 8
    • Post-graduate management or leadership qualification (added advantage)

     Years of Experience:

    •  Must have a minimum of 8 years of experience in a Supply Chain and Contracts Management environment, of which at least 5 years must be at a management level within a complex business preferably in air traffic services/ air traffic management
