    Geograhical Information Systema (GIS) Internship (One-Year Contract Appointment)

    Job Purpose:

    • Assist with capturing, updating and the management of spatial data, including digitising and organising geospatial data
    • Support the production of maps and thematic visualisations for planning initiatives such as the Spatial
    • Development Framework (SDF), environmental management and other projects
    • Development, verification and maintenance of GIS datasets and geodatabases
    • Offer technical and administrative GIS support to the Division: Spatial Planning and Environmental
    • Management as well as other departments where spatial inputs are required
    • Conduct research to support municipal strategies and policies, including Climate Adaption Strategy and the Cape Winelands District Municipal Invasive Alien Plan Clearing Coordination Framework.

    Requirements:

    • Bachelor's degree (NQF 7) majoring in Geographic Information Sciences (GISc), Geoinformatics,
    • Cartography or a related field
    • Computer Literacy: MS Office
    • Basic proficiency in GIS software (e.g. ArcGIS, QGIS)
    • Valid Code B Driver’s Licence
    • Must be proactive and analytical
    • Ability to work under pressure

    All-inclusive annual salary: R75,600.00

    Regional Commander

    Job Profile:

    • Manage the operational function and personnel within the applicable designated region as defined in the Municipal Structures Act and Fire Brigade Services Act
    • Respond to major or multi-disciplinary incidents and activate the incident management system as per standard operational procedure
    • Supervise the daily activities of shift commanders and ensure health and safety of workforce and fire station and responsible for personnel discipline
    • Assist with compiling of training programs for personnel, external organisations, institutions and public
    • Responsible for training and exercise of subordinates and coordinate practical exercises to ensure that personnel remain well trained
    • Ensure completion of all shift and section administrative reports and routines specified in departmental policies and orders
    • Ensure that efficient records are maintained, and that departmental policies and procedures are complied with
    • Attend management and safety meetings in the capacity of Senior Fire Service Management: fire season readiness, planning, incident debriefing and Cape Winelands District Fire Workgroup meetings
    • Plan, direct, analyse, evaluate and identify all operational response needs and prescribe the necessary standards and implementation thereof to meet needs productivity, applying existing legislation/codes of practice as well as the latest technologies
    • Responsible for resource management in region of property, plant and equipment to ensure full readiness to render an effective and efficient service to the community

    Requirements:

    • A relevant tertiary qualification, preferably a Diploma in Fire Technology
    • 10 years operational experience of which 5 years must be at supervisory level (Platoon / Station Commander)
    • Computer literacy (MS Office)
    • Valid Code B driver’s licence
    • Excellent written and verbal communication skills in at least two of the three official languages of the
    • Western Cape Province
    • Physically fit and able-bodied
    • Required to work overtime and be on standby to attend to incidents

    Audit and Performance Committee Member

    Requirements:

    • A relevant degree in financial management, accounting, auditing, law, performance management, risk management, information technology or any other related degree, and experience related to the qualification. Financial management expertise and experience would be advantageous.
    • In addition, the following skills, experience and attributes would be added advantages: Analytical reasoning ability, good interpersonal and communication skills, sound knowledge of local government business and control, and good understanding of performance management systems and corporate governance, including King IV, the COSO model and the Public Sector Risk Management Framework.
    • Exposure to serving on audit committees/oversight committees (a member may not serve on more than three (3) audit committees/oversight committees).
    • Remuneration: Any remuneration or fees that are due to the member shall be in accordance with the rates as prescribed by Council.

    Duties:

    • The high-level duties of the Audit and Performance Committee are as listed in terms of section166 of the Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003), which include but are not limited to the following:
    • Rendering advice to the municipal Council, the Accounting Officer, political office-bearers and management staff on matters relating to internal audit; performance management; risk management; internal financial controls and reporting; accounting policies; effective governance; review of the annual financial statements; and other related work in accordance with applicable legislation.
    • Compliance with local government-related legislation.
    • Performance evaluation.
    • Execution of duties as stipulated in the Audit and Performance Committee Charter.
    • Member will be required to attend Audit and Performance Committee meetings at least once per quarter during normal office hours.
    • Term of office: The successful candidate will be appointed for a 3-year period. However, re-appointment not exceeding two terms is possible.
