    Municipal Manager

    • The Municipal Manager will be appointed on a fixed-term contract from date of appointment, not exceeding a period of one year after the election of the next Council of the municipality.
    • Total remuneration package will be in terms of Government Gazette No. 50737 dated 30 May 2024 ( Minimum R 1 152 941.00 Midpoint R 1 325 220.00 and Maximum R 1 497 499.00 an 4% remote allowance per annul)

    KEY REQUIREMENTS (As per Regulations)
    Applicants must have:

    • A Bachelor’s degree in Public Administration / Political Science / Social Sciences / Law, or an equivalent and relevant NQF Level 7 qualification.
    • At least 5 years' relevant experience at senior management level.
    • Proven experience in institutional transformation, strategic leadership, financial management, service delivery innovation, and good governance.
    • A valid motor vehicle driver's licence.
    • No criminal record (verification will be conducted).
    • Compliance with minimum competency requirements for Municipal Managers as prescribed in Regulation 4 read with Annexure A of the 2014 Regulations.
    • Successful candidates will be required to undergo competency assessments as part of the selection process

    KEY PERFORMANCE AREAS
    The Municipal Manager will:

    • Be the Head of Administration and Accounting Officer of the Municipality.
    • Provide strategic leadership, manage municipal operations and administration.
    • Implement the Integrated Development Plan (IDP) and municipal policies.
    • Ensure sound financial management, compliance with the MFMA, MSA, and other legislation.
    • Promote public participation and accountable, ethical governance.
    • Strengthen cooperative governance, intergovernmental relations, and stakeholder engagement.
    • Oversee performance management for the entire municipality.
    • Ensure effective service delivery and organisational stability

    Re-advertisement: Director of Corporate Services

    • Remuneration: All-inclusive package will be in terms of the Government Gazette on the Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers Directly Accountable to the Municipal Manager.
    • Total remuneration package will be in terms of Government Gazette No. 50737 dated 30 May 2024 ( Minimum R 965 958.00 Midpoint R 1 103 953.00 and Maximum R 1 224 083.00 an 4% remote allowance per annul)

    Requirements:

    • Bachelor Degree in Public Administration / Management Sciences / Law, or equivalent.
    • A postgraduate qualification in the relevant field will be an added advantage.
    • Five (5) years’ experience at middle management level, and proven successful management experience in administration.
    • Certificate in Municipal Finance Management Programme (MFMP) or
    • Certificate in Executive Municipal Development Programme (CPMD) in line with the Minimum Competency Levels as per Government Notice No. 493, published in Government Gazette 29967 of 15 June 2007.
    • A valid Code B driver’s license.
    • No criminal record.

    • Ensure compliance with good governance practices, performance management, and sound labour relations.
    • Manage the Directorate’s budget, assets, and staff effectively and efficiently.
    • Provide support to the Municipal Manager, Council, and its Committees.

    Re-advertisement - Director: Community Development Services

    Requirements:

    • Bachelor Degree in Social Sciences / Public Administration /Law; or equivalent(NQF Level 7)
    • 5 Years’ experience at middle management level or as programme/project manager
    • Proven successful institutional transformation within public or private sector.
    • Appropriate managerial experience in any of the municipal health, disaster management and community services
    • Registration with South African Council for Social Services Professions (SACSSP) or any other professional body will be an added advantage.
    • A valid drivers license and no criminal records.
    • Experience and knowledge in public office management, public participation and public service delivery would be an added advantageAbility to pay attention to detail and work under pressure
    • Ability to interact at all levels of government 
    • Excellent written and verbal communication skills are recommended
    • Computer Literacy including MS Excel, PowerPoint and MS Word 
    • Valid driver’s license and no criminal record.

    Key Performance Areas
    The incumbent will be responsible for the overall management of the Community Services Director, which includes but is not limited to:

    • Providing strategic leadership in the Directorate.
    • Competence in Self-Management (Setting and agreeing on service delivery standards) in waste management,public safety environment health park and recreation,cemeteries,Libraries and Community facilities.
    • Interpretation of and implementation within the legislative an national policy frameworks.
    • Managing departmental budget , assets and Human Resources in accordance with the MFMA and related legislation.
    • Complimenting the integrated Development Plan (IDP) and Services Delivery and Budget implementation (SDBIP) objectives.
    • Ensuring compliance with the Municipal systems Act and all other applicable legislation.
    • Promoting community participation and stakeholder relations

    KNOWLEDGE

    • Good knowledge and understanding of relevant policy and legislation including the Municipal System Act ,Municipal Finance Management Act(MFMA).
    • Municipal Structure Act and related regulations.
    • Good understanding of institutional governance systems and performance management and reporting.
    • Understanding of council operation and delegation of powers as well as: - Health service management, cemetery management, Public safety, Parks and recreation management
    • Must have extensive knowledge of the public office environment
    • Competence in policy conceptualization, analysis and implementation
    • Knowledge of more than one functional municipal field / discipline
    • Negotiation and conflict resolution skills (Mediation and Arbitration)
    • Competence as required by other national line sector departments
    • Skills in governance, public mobilization and participation
    • Exceptional and dynamic creativity to improve the functioning of the municipality
