    Contractor - Digital Learning Practitioner

    Brief description

    • The main purpose of this position is to take responsibility for the design, development, sourcing, administration and implementation of digital learning solutions in support of the digital learning strategy within the South African Reserve Bank (SARB) Academy through the various digital engagement platforms available.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Define own deliverables and prioritise the delivery of the agreed outputs with guidance from the Digital Learning Manager.
    • Design instructionally sound learning content.
    • Integrate the entire digital learning value chain in line with the SARB’s learning and development strategy by ensuring that any learning design gaps are addressed using technology-enabled platforms.
    • Integrate classroom-based and digital learning methodologies to ensure a blended approach to learning and development, and enhance the learning process in support of digital transformation and the ever-evolving ways of work.
    • Design and integrate learning solutions that support hybrid ways of work.
    • Design, develop and review digital learning content to enhance the SARB’s overall competence.

    Job requirements

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Discover data by applying data discovery mechanisms to establish datasets within the context of the business value drivers, processes and data products across the SARB.

    Senior Resolution Planning Specialist

    Job Description

    • The main purpose of this position is to develop resolution strategies for systemically important financial institutions that fall within the scope of the resolution framework, as set out in the Financial Sector Regulation Act 9 of 2017, and to ensure execution readiness. The role also contributes to the resolution of non-systemic institutions and broader crisis preparedness. The responsibilities include designing and operationalising resolution policies, strategies and related processes in the interest of financial stability, in accordance with international standards.

    The successful candidate will be responsible for, among other things, the following key performance areas:

    Financial Sector Cybersecurity Consultant - BSTD

    The successful candidate will be responsible for the following key performance areas:

    • Facilitate national, regional and international financial (central banking) industry collaboration to strengthen cybersecurity resilience by advocating and supporting relevant legislative frameworks, establishing appropriate cybersecurity structures and actively participating in national forums as mandated under the Financial Sector Regulation Act 9 of 2017 and the National Cybersecurity Policy Framework (e.g. the Financial Sector Contingency Forum, Financial Sector Cyber Resilience Subcommittee, cybersecurity incident response teams, Cybersecurity Response Committee and National Consumer Commission).

    Associate Economic Statistician

    AML / CFT Research and Risk Analyst

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Conduct research as well as identify new and emerging ML risks (threats, vulnerabilities and consequences), trends, including those in jurisdictions where SA banks have international operations (information must feed into the risk returns and inform the frequency of supervision); 
    • Ensure that the PA is adopting international best practice in terms evidencing understanding of ML risk, reflective in the ML/TF risk assessments.

    • Ensure that banking and life insurance sector risk reports are issued to the public and ensure that stakeholder engagement sessions take place in this regard;
    • Analyse the risk returns received from institutions and ensure the information is being correctly fed into the risk-based tool, and that the tool is updated as and when required when new information is received;
    • Update inspection procedures with relevant questions pertaining to ML risk mitigation and control assessment and ensure that best practice and supervisory practices are adequately captured in the supervisory manual or risk assessment tools adopted;
    • Compile statistics useful for ML sector risk assessments;
    • Provide inputs to the national risk assessments and to contribute to the work of the national risk assessment committee; and
    • Ensure that ML/TF/PF risk assessments are conducted periodically for the banking and life insurance sector, with inputs from the PF/TF analyst.

    Qualifications

    Job requirements

    To be considered for this position, candidates must be in possession of:

    • A Postgraduate qualification (NQF 8) in law, data science, commercial law, audit, international relations, international security, international law or other fields related to financial crime risk is required;
    • five to eight years experience in financial crime control within a bank, audit or consulting firm.

    • In depth technical knowledge
    • Excellent writing skills
    • Good drafting and interpretation of legislation skills
    • Data mining, modelling and predictive analytics and business intelligence reporting experience advantageous;
    • Experience in conducting ML risk assessments; research and practical experience as well as good understanding of international best practice and technological developments in the AML sphere
