    Senior ICT Manager

    Reporting to the Director: Corporate Services, the successful candidate will have to perform at the level of a Senior ICT Manager while leading and overseeing the establishment of the CHE’s Information Technology infrastructure including leading the development of the product roadmap, deployment, maintenance, ICT governance and managing the provision of all Information Technology related services including: 

    • Providing overall leadership to the ICT function. 
    • Developing IT strategies and operational plans to support CHE initiatives. 
    • Developing, implementing and managing IT policies and procedures. 
    • Monitoring and managing performance to ensure successful implementation of plans and achievement of targets. 
    • Reporting periodically on the performance of the function. 
    • Managing that all external communications are aligned with the strategic objectives. 
    • Identifying potential threats to progress and proactively implement corrective action as necessary. 
    • Identifying risks, develop and implement risk mitigation measures in the area of responsibility. 
    • Developing and maintaining the ICT’s Risk Register. 
    • Managing and monitoring ICT projects implementation and compliance thereof. 
    • Managing contracts and service level agreements in the area of responsibility. 
    • Producing progress and information reports according to requirements. 
    • Attending Management meetings, provide input to problem resolution and take steps to break down barriers that hinder progress. 
    • Managing the development and implementation of the CHE’s IT Cyber Security system. 
    • Designing and managing a Disaster Recovery system. 
    • Managing the resolution of IT Security audit findings. 
    • Manage the mapping of the CHE's knowledge management architecture. 
    • Ensuring proper IT Security and Governance Management. 
    • Managing the mapping of the CHE's knowledge management architecture; and 
    • Manage the establishment of CHE’s technological needs and the implementation of appropriate ICT support systems. 

    The successful candidate should have: 

    • Honours Degree in Information Technology, Computer Science or relevant NQF level 8 qualification. 
    • ITIL and COBIT experience. 
    • At least 6 years’ relevant experience in Information Management, of which 2 years should have been at a management level.  

    Computer Skills: 

    • Advanced IT skills (Software, Hardware) 
    • MS Office 365 
    • Sound knowledge of ICT Frameworks, COBIT framework

    ICT Technician

    Reporting to the Senior ICT Manager, the successful candidate will provide technical support, troubleshooting, and maintenance of information and communication technology systems including assisting end-users with hardware and software issues, ensuring the functionality of IT equipment, and contributing to the overall efficiency of the CHE technology infrastructure. The candidate should have the ability to perform following duties: 

    • Conducting ICT audits and then identify and report ICT gaps. 
    • Placing order for the required IT equipment. 
    • Proposing, evaluating, and testing new technologies beneficial to the CHE as well as coordinating the installation of network equipment. 
    • Updating technical documentation about IT services implemented. 
    • Keeping abreast of ICT developments and industry changes. 
    • Engaging with External Service Providers when required. 
    • Troubleshooting and resolving ICT problems in a timely and efficient manner. 
    • Maintaining Information Technology Systems. 
    • Providing advise on all Information Technology related matters. 
    • Coordinating installations and configurations of VPN on laptops. 
    • Performing system updates. 
    • Configuring and upgrading internal local networks and system software. 
    • Monitoring and maintaining the WAN ensuring that it is accessible. 
    • Providing technical support in all areas of network and system administration. 
    • Providing archiving services. 
    • Accessing and updating user accounts, permissions, e-mail systems and anti-virus programmes. 
    • Monitoring system performance, running tests on all systems and implementing performance tuning. 
    • Supporting and implementing the roll out of new applications, systems, software or hardware. 
    • Compiling reports on all internal IT system performance. 
    • Performing hands on technical maintenance tasks on the servers, operating systems and software applications. 
    • Maintaining all CHE equipment e.g. printers, video conferencing equipment and maintain a records with a status update. 
    • Implementing developed data backup measures such as patch installation and management, Anti-virus installation and update. 
    • Applying and installing operating system patches and upgrades as and when required. 
    • Running regular maintenance checks. 
    • Maintaining validity of system and software licenses. 
    • Guiding and training users through a series of IT actions, either face-to-face, via phone or email to help set up systems or resolve issues. 
    • Assisting CHE staff to set up video conferencing, projectors, and other relevant multi-media products. 
    • Maintaining end user satisfaction and keeping them informed on the services requested; and 
    • Establishing business relationships with and maintaining that customer centricity is practiced.  

    The successful candidate should have: 

    • A Grade 12 / Matric qualification. 
    • A Bachelor’s Degree / National Diploma in Information Technology (NQF 6 or higher) OR A+, N+, MCSE 2016 or MCITP (an Honours degree would be an added advantage). 
    • A minimum of three years’ experience working in a similar role.  

    Computer Skills: 

    • Extensive systems knowledge 
    • MS office 365 
    • Active Directory 
    • Knowledge of IT Service Management and ITIL 
    • Knowledge of TCP/IP LAN, VPN, WAN and Wireless networking environments in a Linux and Microsoft environment including Firewall, intrusion detection, SSL/H and NAS/SAN 
    • Knowledge of analogue, digital and VOIP telephony environments; and 
    • Knowledge of Customer relationship management (CRM) and task management software.

    Deputy Organisational Secretary

    Reporting to the Organisational Secretary, the successful candidate will be responsible for the following: 

    • Providing secretariat services to the CHE Council and its subcommittees including attending meetings, compiling draft minutes and agendas as well as maintaining records of meetings. 
    • Assisting in co-ordinating the development of the CHE’s planning and reporting processes including the development of the calendar of the CHE’s annual meetings. 
    • Providing support in the development and maintenance of the Organisational Governance Framework, Governance Maturity Roadmap, Governance Registers, and Governance Implementation Plan. 
    • Providing support in the coordination of regular reviews of corporate governance processes and systems across the organisation for continuous improvement. 
    • Providing support in the development and review of the CHE Delegation of Authority to ensure compliance with all relevant legislation regarding governance-related responsibilities. 
    • Providing general administrative support to the governance structures of the CHE. 
    • Assisting with logistical arrangements, including venues, catering and travel arrangements, when governance meetings are being held physically. 
    • Providing support in drafting the Annual Performance Plan as well as the Quarterly and Annual reports. 
    • Provide support to the Organisational Secretary to coordinate ongoing training and development of the members of Council and governance committees. 
    • Providing support for ad hoc projects that are led from the CEO’s office. 

     The successful candidate should have: 

    • Relevant NQF level 7 qualification in Law, Public Administration/Management, Governance, or equivalent qualification. A level 8 qualification will be an advantage. 
    • At least 3 years of experience in a governance support role. 
    • Knowledge and understanding of corporate governance principles and best practices.
