Relevant post graduate degree or equivalent honours qualification (NQF 8) with a minimum of 120 credits BSs. Honours (Civil Engineering, Electrical Engineering) or equivalent qualification in the engineering vocation.
5 years relevant experience at a senior management level with experience at middle management level, or as programme/project manager and three to four (3 to 4) years must be at professional/management level with specific engineering management experience within local government. Computer literate (MSWord, Excel & PowerPoint). Code EB (08) driver's license.
DUTIES:
Provide strategic leadership aligned to engineering principles that would guide development and maintenance within the municipality. Development, implementation and monitoring/reviewing overarching engineering management/master plans for the municipality in accordance with national and provincial guidelines. Provide technical advice, guidance and support in respect of engineering related processes, procedures, services and systems.
Manage professional and technical contracts in respect of engineering management processes. Prepare and submit reports on the department’s functions to relevant structures and committees within and outside the organisation.
Rendering a strategic engineering service by formulating and implementing frameworks, policies, plans and strategies. Coordinate staff activities by means of providing assistance and attending to problems, grievances and disciplinary hearings.
Ensure fair and consistent labour practices in order to have sound labour relations to avoid unnecessary disputes. Budget management and financial control of the department.
Responsible for managing the department’s performance through the service delivery and budget implementation plan – identifying deviations, applying corrective actions and evaluate performance according to KPI’s and PI’s. Perform any other related ad hoc tasks as instructed from time to time. Guide, support and contribute to the formulation of policy, and by-laws. Guide, establish and maintain appropriate stakeholder relations.
Grade 12. National Diploma or equivalent qualification in Secretarial, Administration or Management Assistance.
Project Management & Financial Management skills and experience (added advantage). Valid Driver’s License. Computer Literate (MS Word, Excel & PowerPoint).
Excellent interpersonal & communication skills. Ability to display good telephone etiquette, always communicate effectively and to act with integrity and confidentiality.
DUTIES
Provide a comprehensive Secretarial function for the Engineering Service Director’s: Proper management and coordination of the Director’s diary.
Composes and types routine letters, memoranda, reports, minutes of meetings, etc.
Receives and screens visitors and telephone calls, takes messages, and schedules appointments. Sorts, opens and distributes incoming mail for the Engineering Director’s.
Schedules and arranges meetings and conferences and responsible for necessary travel arrangements. Proofreads and corrects prepared materials for correct grammar, format, completeness, and content.
Establishes and maintains office files, logs, indexes, and other related records. Enters, retrieves, updates, verifies, and deletes information from electronic files.
Takes minutes and recordings of meetings. Capture all Performance Management outcomes on the system and keeping of POE files.
Financial Administration related to purchase orders, processing of invoices and budget control. Provide administrative assistance to the Engineering Director’s.
Perform any other related Ad Hoc tasks and duties as requested or required by management from time to time.
Grade 12.Technical qualification in waste management and/or Environmental management will be an added advantage.
Valid Driver’s License, Public Drivers Permit (PDP) will be an added advantage. Communication and interpersonal skills.
DUTIES
Responsible for the landfill site’s quality, safety and general maintenance. Responsible for daily operations and oversights. Responsible for planning and coordinating the deployment of heavy equipment and personnel to optimize operational efficiency. Supervise the maintenance of landfill infrastructure, including access roads, drainage systems, leachates, collection systems and gas management systems. Coordinates with the maintenance department for equipment repairs, preventative maintenance, and inspections.
Assists landfill operators to manage site according to the requirements stipulated by DWAF in precautions and quantity control principles of the landfill sites. Supervision of the labourer team to ensure that the landfill site is managed in a proper and safe manner. Conduct regular safety briefings, site inspections and ensure all staff wear appropriate PPE. Ensuring all landfill operations comply with.
NEMA and NEMWA and its associated regulations. Responsible for training staff on site to identify and report prohibited or hazardous waste streams that are not permitted at the landfill. Implement procedures for responding to environmental incidents such as spills, fires and any safety emergencies.
Develop and manage work schedules for landfill staff, including allocation of duties and management of overtime. Conduct performance evaluations, provide feedback, and address any performance issues. Coordinate the work of external contractors operating on the landfill site.
Prepare regular reports for management on landfill performance, compliance status and any deviations or incidents. Interacts with the public and clients addressing inquiries and complaints in a professional and courteous manner. Perform any other Ad Hoc tasks and duties as requested or required by management (supervisor) from time to time.
