    Senior Town Planner (Spatial Planner)

    MINIMUM REQUIREMENTS:

    • Relevant tertiary qualification preferably an Honours Degree in Urban Design or equivalent Planning degree
    • Registration as a professional Planner (attach proof)
    • Computer literacy: MS Office
    • Ability to communicate (read, write, speak) in at least two of the three official languages of the Western Cape
    • Knowledge of CAD and GIS.
    • Code B Driving License.
    • 5 -8 years’ relevant experience required.

    KEY PERFORMANCE AREAS:

    • Identify, define, align and implement requirements associated with the Spatial Planning functionality to ensure the functionality is positioned to deliver on strategic development planning objectives.
    • Undertake project initiation and management, including all activities associate with projects to ensure key deliverables and interventions are accurately accessed and communicated supporting the accomplishment of pre-determined sustainable outcomes within the allotted budget and time frames.
    • Facilitate and support critical legislated processes and requirements related to strategic planning, Integrated Development Framework and Spatial frameworks to ensuring long term strategic planning that would impact the development trajectory is assessed and enable achievement of strategic outcomes and ensure legislative compliance.
    • Initiate and undertake policy formulation and precinct planning to ensure that all spatial planning sequences are considered, assessed and implemented.
    • Identify and execute projects, catalytic projects and initiative in targeted areas to enable achievement of strategic outcomes and ensure legislative compliance with due consideration to critical needs in the design of development plans and adequate consultation occurs in respect of the impact of implementation.
    • Provide comment on planning and environmental applications to ensure applications, conform to laid down legislative requirements, town planning schemes, spatial plans and regulations prior to the approval being granted.
    • Ensure information, advice or opinions on relevant matters is made available and/ or communicated through the various mediums and accurately interpreted through the provision of adequate and clear explanation.
    • Procure professional services through a competitive bidding process in accordance with approved supply chain management processes and develop procurement plans to ensure budget is applied effectively.
    • Serve as presiding officer and member of the Planning Tribunal to ensure that decisions taken by the Tribunal are aligned with applicable policy, agreements, delegations and powers assigned.
    • Set performance targets, monitor compliance and report on achievement of targets to continuously improve performance and maintain high levels of service delivery.
    • Supervise and manage staff to ensure human resources needs are identified and attended to, supporting the accomplishment of laid down objectives and compliance with specific standards in terms of productivity and performance.

    Supply Chain Management Practitioner - George

    MINIMUM REQUIREMENTS:

    • A relevant 3-year Tertiary qualification, preferably in SCM / Logistics / Procurement.
    • Computer Literacy: MS Office
    • Code B driver’s license.
    • Municipal Minimum Competency for Supply Chain Management qualification or to be compliant in 18 months of appointment
    • 2 - 5 years relevant experience.

    KEY PERFORMANCE AREAS:

    • Implement relevant legislation, policies, regulations, frameworks, standards, guidelines and instructions, establish a SCM system within the SCM Unit and to ensure effective and efficient systems of demand, acquisition, risk and performance, manage SCM compliance, abuse, complaints, enquiries and ethics management.
    • The ability to collect data, analyses user requirements, maintain supplier database, to verify that sufficient funds are available and the implementation of an annual procurement plan.
    • Manage the compilation of Bid documents (quotations & tenders), receive, open, record Bids. To direct, advise and provide support to evaluate Bids and to analyses requisition requests received from clients for the procurement of goods or services commodities and pre-qualify prospective suppliers. To assess and implement the most effective and efficient acquisition method when receiving a procurement request and to negotiate effectively with suppliers prior to acceptance for the acquisition of goods and services.
    • Ensure that all audit related matters are attended to and that where necessary, remedial action is taken and instituted.
    • Ensure an effective contract management process in terms of SCM policy. Failure to ensure that above will lead to non-compliance and may lead to disciplinary proceedings if services is not of good quality and necessary control measures was not implemented to ensure performance.
    • Ensure enquiries are attended to promptly and professionally in accordance with customer service standards and objectives.
    • Ensure that a safe and work friendly environment is established and maintained for all personnel.

    Manager: Credit Control - George

    MINIMUM REQUIREMENTS:

    • A relevant 3-year tertiary qualification, preferably a National Diploma or B Com with financial accounting as a major subject. (Attach transcript)
    • Computer literacy: MS Office
    • 8 years or more relevant experience covering all aspects of the relevant financial process and the Management of financial information or having gained specialist experience in a finance discipline, with two years supervisory experience.
    • Compliance with National Treasury's Competency Levels for Financial Officials as prescribed or to be compliant in 18 months of appointment
    • Code B Driver’s license

    KEY PERFORMANCE AREAS:

    • Ensure that the Section is positioned to capably accomplish the critical requirements related to the Credit Control Section and its related responsibilities.
    • Ensure effective accounting systems, and that procedures are implemented to enable control, accurate assessment of responsibilities and responsive decision making in respect of the ability of the Municipality to sustain an effective remuneration system.
    • Ensure that the budget is managed professionally, and all expenses approved according to need and necessity.
    • Ensure the effective management of the Credit Control System and the capturing of statistical documentation and information.
    • Ensure that the Policies applicable to the Credit Control Section are correctly implemented and applied and adhered to.
    • Ensure that the flow of data and information is managed, and new procedures developed and implemented.
    • Ensure that the accounting functions are managed and performed according to national guidelines and Council policies.
    • Ensure laid down policies and procedures are adhered to contributing to accountable administration of critical outcomes and debt recovery actions and transactions.
    • Ensure that a professional and efficient client service is made available to the public.
    • Effectively manage all matters requiring handing over to the Attorneys for legal action to be instituted.
    • Ensure that all indigent applications conform to requirements and that the processing of applications are conducted according to prescribed guidelines.
    • Ensure that all administrative actions are dealt with and handled according to guidelines.
    • Ensure that matters are reported, discussed and amicably resolved through good reporting and that the Credit Control Section is represented at meetings.
    • Ensure that information, advice or opinions relevant to the functionality is communicated through the various mediums and accurately interpreted through the provision of adequate and clear explanation and facts.
    • Ensure that Council's vehicles are being driven and maintained according to the Vehicle Management Policy.
    • Ensure that a positive environment is created and maintained for personnel in the Section to contribute positively to the Departments service level objectives and outcomes.

    MINIMUM REQUIREMENTS:

    • Grade 12
    • Computer Literacy: MS Office
    • Personal Assistant/Senior, Senior/Executive Secretary also require a relevant secretarial certificate

    • Attend to queries / complaints associated with communities and departments by reverting to the enquirer / complainant and providing details to support specific outcomes or commenting on the status and/or attention afforded to the query/complaint.
