    Human Resources Manager

    Job description

    The Position

    The Human Resource Manager sits within the Organisational Development Department and is responsible for working with the business leaders across the campuses to deliver the HR business plans as well as overseeing all the HR administrative and regulatory requirements with the HR Officer.

    This includes amongst other things: Recruitment and selection, induction, performance management, learning and development, disciplinary proceedings and succession and talent management.

    Responsibilities

    Leadership and Strategy

    • Develops organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
    • Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and benefits, training and development, records management, succession planning, employee relations and retention, AA/EE compliance, and labor relations.
    • Manages human resources operations by recruiting, selecting, orienting, training, coaching, counselling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change.
    • Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analysing results; initiating corrective actions; minimizing the impact of variances.
    • Accomplishes special project results by identifying and clarifying issues and priorities; communicating and coordinating requirements; expediting fulfilment; evaluating milestone accomplishments; evaluating optional courses of action; changing assumptions and direction.

    Business Partnering

    • Supports management on a consultative basis by providing human resources advice, counsel, and decisions by understanding how their business operates and delivering their HR needs in terms of their requirements.
    • Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
    • Complies with legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
    • Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments
    • Oversee the HR business plan to ensure that it is continuously aligned to the corporate strategy
    • Provide HR Policy guidance to all staff 

     

    Corporate Structure

    • Maintain the organisation structure, job titles and job descriptions as set in the corporate strategy to be able to deliver the corporate objectives
    • Ensure that all job titles have been benchmarked / market related salaries
    • Provide expertise in terms of any S189 requirements should they arise 

     

    Recruitment & Selection

    Recruitment

    • Establish current and future recruitment needs with internal customers through ongoing communication
    • Clarify the budgeted salary and position specific criteria [ EE profile/location/benefits

    Oversee the following:

    • Drafting of job adverts
    • Management of the Application Tracking System (ATS)
    • Receiving, filtering and shortlisting of applications on behalf of the internal customer based on their specific requirements
    • The logistics around setting up the interview with candidates and interviewers

     

    • Manage the Application Tracking System (ATS)
    • Select and agree the most effective media and sites to distribute the adverts

    Selection

    • Oversee the collation of the recruitment summary report with scores, ratings and a decision on offer
    • Negotiate and sign off the employment contract with the candidate

    Induction

    • Oversee the logging of IT Ticket with all the required information for the starter to be loaded onto the system (e.g. computer, access, parking etc)
    • Ensure that the induction process is effective and all relevant people are aware of the process to be followed for new starters 

    Performance Management

    • Ensure that all line managers are trained and staff understand the performance management process and cycle, including setting of performance contracts, management and updating objectives and measuring performance against those contracts
    • Advise internal customers on the performance management process should they require it throughout the year (e.g. setting performance contracts, collecting evidence for appraising staff, allocating ratings based on performance against objectives)
    • Communicate performance management deadlines and collect interim ratings from all line managers in line with performance management timelines
    • Oversee and manage moderation meeting to discuss ratings and agree on the a final rating for each employee
    • Oversee finalisation and distribution of Bonus and Increase letters to all staff after signed by CEO 

     

    Disciplinary Procedures

    • Assist the business with non-performance, misconduct and grievance proceedings
    • Investigate the merits of allegations and advise the line manager accordingly
    • Assist the business with the drafting of all discipline notifications; counselling sessions, verbal warnings, written warnings, invitations to attend disciplinary enquiries, sanction letters
    • Represent the company at all disciplinary enquiries and CCMA proceedings
    • Appoint chairperson and provide guidance throughout the Disciplinary process 

     

    Learning and development

    • Oversee and record all internal learning and development initiatives (e.g. performance contracts, knowledge sharing sessions) in conjunction with the new BBBEE requirements
    • Work closely with the OD Manager to develop a skills based work plan 

     

    Talent and Succession Management

    • Oversee the talent management programme, including the talent recognition programme
    • Put in place succession plans for key technical expertise within Milpark as well as performance related succession 

    HR Administration

    Manage and administer the HR Systems (VIP, VIP ESS, VIP HR)

    Compensation Association)

    Oversee the leave process on VIP and provide the relevant reporting information to internal customers

    Oversee

    • Unlocking of VIP ESS and reset passwords
    • Issuing letters Confirming Employment
    • Issuing General letters for promotions, new salary, and change of job title, maternity leave etc.
    • Submit claims to WCA (Workman’s Comp) when staff are injured on duty
    • Complete UIF (unemployment Insurance Fund) for staff on maternity leave and all terminations
    • Compile and submit Legislation Documentation as required: EEA2, EEA4 and Workplace Skills plan to the Govt Body and SETA (Sector Education Training Authority)
    • Obtain ‘Letters of good standing’ from WCA
    • Maintain signed off company policies as part of corporate governance
    • Introduce new policies as and when the need arises
    • Oversee the staff survey process

    Self-Development

    • Updates job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

    Educational Requirements & Experience

    • Relevant B-Degree minimum, honours/masters will be an advantage
    • 5 years minimum experience as an HR Manager in a business partnering role
    • 2 – 3 years minimum experience in Strategic HR and Strategic Management
    • 2 – 3 years minimum experience in change management and execution
    • Experience in applying all HR legislation BCEA, EE, LRA, SDA
