    Assistant Director: Assesment Assurance REF: QCTO 217 X1

    Key functions: 

    • Manage processes that are implemented by Quality Partners (QPs) for the planning, development, moderation, implementation, validation, and approval of the final assessment conducted; 
    • Monitor that a systematic process is implemented by the Quality Partner (QP) for all assessment tools in order to facilitate consistency; 
    • Manage the process of setting assessment standards and the evaluation thereof; 
    • Review that relevant standards have been used to quality assure that assessment instruments have specific questions, activities or tasks developed in accordance with the specifications in the QAS Addendum to be used for the assessment; 
    • Ensure approval of final assessment before it is used by means of validation; 
    • Review that relevant standards have been used to quality assure the marking memo/guidelines or rubric is available for the markers’/assessors’ and moderators’ use; 
    • Have oversight of standards that have been used to quality assure that the instructions have the correct information to be used by the candidate and/or the invigilator/assessor regarding conditions under which the assessment should be conducted and recorded; 
    • Monitor that the final External Integrated Summative Assessment (EISA) instruments are developed according to the QAS Addendum; and that Final Integrated Supervised Assessments (FISAs) are developed according to assessment specifications; 
    • Monitor that the developer/examiner of the assessment instruments must meet the criteria set by the QP, with regards to qualifications, experience, and any other legal requirements; 
    • Monitor that Developer/Examiner Reports are received as evidence of completion from the Quality Partner (QP); 
    • Review quality assurance of marking; 
    • Review that all moderation requirements have been quality assured; 
    • Ensure that all SLAs are implemented by relevant parties; 
    • Review conduct of assessments and compliance to standards; 
    • Monitor quality assurance of all requirements by the assessment center to conduct the External Integrated Summative Assessment; 
    • Ensure quality assurance of standards before, during and after the assessment takes place; 
    • Oversee that candidate registration information is accurate; 
    • Ensure accuracy, validity, and integrity of final learner results; 
    • Monitor quality assurance of the processing of examination data and documentation; 
    • Review and approve reports on quality assurance standards as necessary; 
    • Compile Evaluation and Status Reports; 
    • Advise stakeholders on assessment related matters; 
    • Create project plans and monitor achievement of project timelines; 
    • Monitor expenditure for the Function against the allocated budget; 
    • Provide employees with the necessary information and resources to deliver on their objectives and meet the targets of the Assessment Domain; 
    • Motivate team members and create a culture of high performance; 
    • Manage employee related matters within the function; 
    • Assist colleagues as required. 

    Requirements:

    • A recognised three (3) year National Diploma or Bachelor’s Degree in the Educational field (minimum NQF Level 6). 
    • Valid driver’s license 
    • A minimum of 6 – 8 years’ experience of which three (3) years should be at a management level position. 
    • Experience in assessment of qualifications. 
    • Experience as a lecturer/facilitator in the PSET sector. 
    • Examiner and/or Moderator experience in the PSET sector. 
    • Knowledge of assessment practices (including RPL and digital assessments) 
    • Advanced Excel/Access skills (use and analysis of any data system) 
    • Must have knowledge of best practices in Assessment (including RPL and eAssessment), Public Service, QCTO mandates and strategies, Education system and pedagogy, Post school education framework, relevant Government wide legislation e.g. National Qualifications Framework Act, Skills Development Act and National Skills Development Strategy III. 
    • Must have skills in applied leadership, strategic thinking, applying technology, communication and information management, stakeholder engagement and management, monitoring, and evaluation, managing interpersonal conflict and creative problem solving.
